The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order. Call to Order ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Carrillo joined the meeting Roll Call at 6:33 P.M. after roll call. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROC14A ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT I Also Present Elected Officials: City Clerk Cornejo. CEREMONIAL Ceremonial The Mayor and Councilmembers presented Certificates of Appreciation to the sponsors and volunteers Certificates at the 2014 Cool Kutz for Kids event. Cool Kutz CLOSED SESSION Closed Sess The City Council recessed to closed session at 6:43 P.M. to discuss the following: 1. Litigation 1 potential case REAL PROPERTY NEGOTIATIONS Pursuant to California Government Code Section Real Prop 54956.8 Negotiations Agency Negotiators: Assistant City Manager/Public Works Director Haes Metro Gold Line Foothill: Habib Balian, Chief Executive Officer Under Negotiation: Price and Terms of Payment Property Address: Between Azusa Avenue and Alameda Avenue, Azusa CA, north of the railroad tracks, (APN 8608-025-900) The City Council reconvened at 7:43 P.M., City Attorney Martinez announced that all Councilmembers were present in closed session; Item No. 1, an item was posted on the open session portion of the agenda to discuss the recruitment of a new City Manager, it was the City Manager James Makshanoff s last meeting, according to his letter of resignation his official last official day would be September 20, 2014, and prior to separation from the City, he would be take few days off starting September 16, 2014; he wished Mr. Makshanoff well on his new endeavor, and stated that the Council looks forward to working with Acting City Manager Tito Haes, who would be taking on the responsibilities of those duties starting September 16, 2014; Item No. 2 was not heard, it will be heard at a future meeting; Item No. 3, Council heard a presentation from staff and there was no reportable action; Item No. 4, there was no reportable action; Item No. 5 Council heard from the negotiators regarding price and terms of payment on the property, and there was no reportable action. REGULAR MEETING Mayor Rocha called the meeting to order at 7:45 P.M. Staff Members: City Manager Makshanoff, City Attorney Martinez, Assistant City Manager/Public Works Director Haes, Police Chief Gonzalez, Finance Director Paragas, Utilities Director Morrow, Interim Human Resources Director St. Peter, Assistant Public Works Director/City Engineer Bobadilla, Engineer Assistant II Gonzalez, Public Information Officer Quiroz, Assistant/Deputy City Clerk Hernandez. Pledge to the flag was led by Messrs Brent Anderson and Kirk Rinella. Invocation was given by City Manager James Makshanoff. PUBLIC PARTICIPATION Messrs Kirk Rinella and Brent Anderson addressed the Council stating that the Azusa Rotary Club, in conjunction with the Azusa Code Enforcement Department, have undertaken a project to assist residents who do not have the means or ability to maintain their homes; the most recent project is the home of a long time Azusa resident and 3 time War Veteran, WWII, Korea and Vietnam; Gladstone and Azusa High Schools, and Azusa Pacific University (APU) have assisted in this project, and local clubs and businesses have made contributions; they requested that Council send some form of recognition to the contributors. Anderson Comments Ms. Lica Juarez, Program Manager for the Community Raised Federal Study at APU, and Ms. Leila L. Juarez & L. Hassen, Azusa Senior Library Youth Services Coordinator, announced the beginning of the programs Hassen Kids on the Move and Azusa Reads, Writes and Counts, they gave a brief description of the programs Comment and schedules, and invited all students K-5 to participate. Mr. Jorge Rosales wished City Manager Makshanoff success in his new endeavors and thanked him for J. Rosales his service; he addressed Scheduled Items C-1, asking that Council consider selecting option 2 and not Comments 3, on the recruitment of the new City Manager; and Item D-4 suggesting that staff go out to bid, as the City has used the same contractor for 30 years. Mr. Bruce Knoles congratulated City Manager Makshanoff on his new position; he stated that he is in B. Knoles support of the School Bond scheduled to be on the November 2014, ballot. Comments Ms. Evelyn Reyes, External Special Affairs Representative for the San Gabriel Valley Municipal Water District (MWD), gave an update on the MWD Board Meeting of September 8, 2014, stating that the Board approved to support the water bond Proposition 1, which will address important issues, such as water reliability, groundwater contamination, recycled water, underwater storage and water conservation; she invited everyone to the annual SGV Water Partners Water Forum at the Pomona Fairplex on October 2, 2014, and asked the Council to contact her office to make their reservations, should they planned to attend. REPORTS UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF E. Reyes Comments Rprts/Update City Manager Makshanoff stated that staff will contact Messrs Rinella and Anderson regarding their J. Makshanoff request for recognition to the business that contributed in the restoration of an Azusa Veteran's home. Reponds 09/15/2014 PAGE TWO City Manager Makshanoff thanked the Council for giving him the opportunity to serve them and the J. Makshanoff community, which he will miss, and thanked staff for their hard work, diligence and support they gave Comments him; he wished everyone the best for the future. The Council's vote can be viewed by those who watch the meeting at home, as the camera focuses on J. Cornejo the voting board. City Clerk Cornejo announced that due to the fact that one of the cameras is out for Announcement repair, all votes will be done by verbal roll call. Mayor Pro -tem Gonzales announced that Mr. and Mrs. Max and Martha Arteaga, owners of Max's Cert to Max's Restaurant, were present at the meeting; the Mayor and City Council proceeded to present them with a Restaurant certificate of appreciation for their donations to the 2014 Cool Kutz for Kids Event. 'Councilmember Carrillo thanked City Manager Makshanoff for his years of service to the City, A. Carrillo commended him for his professional growth and stated that he regrets to see him leave; he is proud to Comments call himhis friend and trusts that he will do well, he hoped that this move will allow him to spend more time with his family, and looks forward to reading good things about him. He further wished a happy birthday to his daughter Sophia, who turned 7, on September 15, 2014. Councilmember Macias wished City Manager Makshanoff a farewell and congratulated him; he saw it U. Macias as a tribute to Azusa that other cities, such as San Clemente, look at Azusa's talent for their leader; he Comments thanked him for the years of hard work in leading the Azusa working team. He expressed regrets for not being able to attend the announced SGV Water Partners Water Forum, as he will be attending a workshop for his 18 year old daughter who will be applying to the Naval Academy; he further stated that he understood the importance of attending such community events that benefit Azusa, to which he attends on regular basis. Councilmember Alvarez reminded all that the calendar of events for Golden Days was available on the E. Alvarez City's Website; he thanked City Manger Makshanoff for his service, and wished him the best of luck. Comments Mayor Pro -tem Gonzales thanked City Manager Makshanoff for his years of service, for keeping the R. Gonzales Council in the right direction, in doing what is best for the community and for his leadership; he hoped Comments that he could stay, but he understood that he is doing what is best for him and his family. Mayor Rocha thanked the City Manager for his service to the City, wished him well in his new job and J. Rocha reminded him that he will always have friends in Azusa. He announced upcoming events: in front of Comments 'the .99 Cent Only Store, on September 20, 2014, 8:00 A.M., a group from APU and City Links will gather to clean Citrus Ave. south of Alosta to Gladstone Street; Car Show, September 21, 2014, 10:00 A.M. in front of Jiffy Lube, sponsored by Azusa High School Cheerleaders and Football Team; Azusa Day at the Los Angeles County Fair, September 26, 2014, to honor 3 Azusa Community Heros; Workshop given by Healthy Azusa, Azusa Renew, Azusa Wellness Center, and Azusa Police Department, September 27, 2014, 10:00 A.M. in the Azusa Auditorium. He asked to keep service men and women in daily prayers. Moved by Mayor Pro -tem Gonzales, seconded by Councilmember Alvarez, to approve a request for a Proclamation proclamation from the San Gabriel Valley Consortium on Homelessness, proclaiming the third week.of on Homeless November as "Homeless Awareness Week" in the City of Azusa, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE AWARD OF A CONTRACT TO TRANSPORTATION CONCEPTS FOR THE OPERATION OF Contract of AZUSA TRANSIT. Interim Human Resources Director St. Peter, presented the item stating that with the impending departure of the City Manager James Makshanoff, Council would need to move forward and determine how to select a new City Manager; she presented three options for Council to consider: (1) Select a current staff member to step in the position as City Manager, (2) Allow the Human Resources Director conduct a recruitment at a cost of approximately $6,000.00, (3) Hire a professional recruitment firm; she presented 3 quotes from firms that have conducted recruits for City Managers, their average time to conduct the recruitment would be 16 weeks, at a cost of approximately $25,000. 09/15/2014 PAGE THREE Sched Items City manager Recruitment Search Finn Proposals She responded to questions posed by Councilmember Macias stating that the Human Resources Department is fully prepared to process thein -house recruitment; she has handled such requests in the past, and has time available; the turnaround time could be 16 weeks, and may be sooner if an ad can be placed in Western Cities Magazine earlier than November, 2014. Moved by Concilmember Alvarez, seconded by Councilmember Carrillo, to choose option 2 as, presented, and allow the Human Resources Director to conduct the recruitment for the new City Manager, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE CONSENT CALENDAR: Moved by Mayor Pro -tem Gonzales, seconded by Councilmember Carrillo, Consent to approve Consent Calendar Items D-1 to D-9 with a correction to item D-1, on page 2, to reflect that Calendar the certificates regarding the Cool Kutz for Kids event were to be presented on September 15, 2014, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE 1. The minutes of the regular meeting of September 2, 2014, were approved with the stated Minutes correction. 2. The following Resolution No. 14-054 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3.
