REGULAR MEETING,
MONDAY, OCTOBER 6, 2014 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium
located at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order.
Call to Order
ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Macias joined the meeting Roll Call
at 6:32 P.M., and Councilmember Carrillo at 6:53 P.M. after roll call.

The City Council reconvened at 7:43 P.M., City Attorney Martinez announced that Council heard
presentations from legal counsel and staff on each of the closed session items; Items 2 through 4, there
was no reportable action; Item 1, a case involving City of Azusa and a number of other public agencies,
the City Council authorized settlement in that matter in which Azusa agrees to drop its claims against
Office Depot, in return Office Depot will reimburse the City of Azusa certain amount of money, of
which the City will receive approximately $45,000.

Mr. Joe Guarrera introduced the members of the Golden Days Committee; Misses Peggy Martinez and Golden Days
Sylvia Contreras introduced Ms. Lurece Hunter, 2014 Golden Days Parade Civic Grand Marshal, and Committee
Mr. Burke Hamilton and Mrs. Marcene Hamilton, 2014 Golden Days Honored Citizens; the entire
'Committee presented the Council with 2014 Golden Days T-shirts, and to Councilmembers Carrillo
and Macias, and Mayor Pro -tem Gonzales, with new Azusa Golden Days Committee badges.
Ms. Sharon Lewis, Lewis Saw & Lawnmower Inc., addressed the Council to introduced her family; she S. Lewis
announced that on October 10, 2014, they will be closing the business after 57 years, and thanked the Comments
City Council and the community for their support; she further stated that the family will remain in
Azusa, and congratulated the Golden Days Committee for all the activities.
Ms. Ronetta Ellington and Messrs Jorge V. Rosales and Greg Ahern Sr., stated their opposition to Measure K
Measure K, which was originated by the Azusa School District, and is on the ballot of the November 4, Opponents
2014, State Election
Misses Martha Gutierrez, Sonia Connelly, Blanch Weir, Clementina Buenrostro, Diana Williams, Opponents
Carolyn Crawford, and Messrs Robert Connelly, Jorge V. Rosales, Joe Guarrera and Lorenzo Rios, Azusa Transit
stated their opposition on Agenda Scheduled Item C-1 regarding the contracting out of the Azusa Contract
Transit.
Mr. Pablo Lucanera representing Greenhouse Recycling at 975 W. Foothill Blvd., addressed the P. Lucanera
meeting stating that they have received an eviction notice as the property is being sold; he asked Comments
Council for their assistance in finding a new location in the City.
Mr. Jorge V. Rosales addressed the meeting to announce that the Golden Days Committee has a J. Rosales
website and facebook page where announcements and pictures of Golden Days are posted. Comments
'Mr. Scottish Grimm addressed the Council thanking them for the opening of two new parks on Azusa S. Grimm
Ave. and Todd Ave., and asked if there were plans for a dog park in the City as he previously Comments
suggested.
Mr. Joe Guarrera addressed the Council regarding the recent water drought stating that the runoff J. Guarrera
parkways are a major problem; he suggested a review of the code relative to parkways to be amended, Comments
and to install artificial turf as he considered to do the same on his properties.
Mr. Hector Elizalde Representative for Congresswoman Napolitano, addressed the meeting to H. Elizalde
announce the upcoming Military Academy, on November 1, 2014, 8:30 A.M., at the West Covina Comments
Senior Center, 2501 E. Cortez St., in West Covina; he gave detail information of the Academy and
invited all to attend.

Ms. Diana Williams, Human Relations Commission (HRC), addressed the Council to announce the D. Williams
Eighth Lead in Harmony Conference, October 30, 2014, 9:00 A.M. to 4:00 P.M., at Memorial Park; she Comments
gave information on the topics to be discussed, the volunteers and financial supporters, what the HRC
does to assist the community, and invited Council to attend the conference.
Mr. Lorenzo Rios addressed the Council to announce that he recently got elected to the Senior L. Rios
Legislators, Azusa is within the area that he represents, and he invited all to contact him with Senior Comments
issue, which he can addressed at state and federal levels.
Acting City Manager/Police Chief Gonzalez stated that staff will contact Mr. Pablo Lucanera regarding S. Gonzalez &
finding a new location for his business, and Mr. Scottish Grimm regarding his question on a dog park Mayor respond
in the City. Mayor Rocha gave information to Mr. Joe Guarrera regarding installation of artificial turf to questions
'on his properties, to contact Senior Administrative Technician Cawte at the Azusa Light & Water for
information on rebates.
REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rprts/Update
Moved by Mayor Pro -tem Gonzales, seconded by Councilmember Alvarez to approve a request from $100
Mayor Rocha for a $100 sponsorship for Gladstone High School student Nathan Nunez to compete in sponsorship to
the 2014 Amateur Athletic Union Feats of Strength World Championships in Las Vegas, NV, by the N. Nunez
following vote of the Council:

Centennial in the City of Azusa, to be presented November 3, 2014, by the following vote of the
Council:

City Clerk Cornejo gave information on the General Municipal Election on March 3, 2015: Nomination J. Cornejo
period, November 10, 2014 to December 8, 2014, for two Councilmembers and one Mayor positions; Announcement
'voters may request vote by mail ballots in the City Clerk's Office, February 2, 2015 to February 24,
2015; sample ballots will be mailed to all residents by February 10, 2015; last day to register to vote,
February 16, 2015, regular office hours in the City Clerk's Office are Monday to Thursday 7:00 A.M.
to 5:30 P.M.
Mayor Pro -tem Gonzalez requested that the first meeting after the General Municipal Election in R. Gonzales
March 2015, a special meeting be called prior to the regular meeting to have the new elected offices Comments
sworn in; City Attorney Martinez responded that said special meeting has been traditionally called; he
further congratulated the Golden Days Committee for the successful 2-K, 5-K event on October 5.
2014, and he hoped that everyone enjoys the week long of Golden Days events.
Councilmember Carrillo congratulated Honored Citizens Mr. and Mrs. Hamilton; he announced A. Carrillo
Golden Days week, which started October 5, 2014, giving detailed information of the week's scheduled Comments
events, and encouraged everyone to attend and enjoy with family and friends.
Councilmember Macias thanked all who attended the meeting to express their thoughts for or against U. Macias
any proposals by the City and the Azusa School District; he stated that this was the 66th anniversary of Comments
Golden Days and thanked the Committee for their hard work, and for partnering with other non-profit
organizations in town to make the event possible.
Councilmember Alvarez thanked the Golden Days Committee and encourage everyone to attend as E. Alvarez
many events as possible; he explained that Measure K was placed on the ballot by the Azusa Unified Comments
School District, not the City, and whether they are for or against the measure, he encouraged everyone
'to vote; he further gave information regarding a Water Forum that he and Mayor Pro -tem Gonzales
attended on October 2, 1014, in which the drought was the main topic.
Mayor Rocha thanked the Golden Days Committee for their hard work; he announced the following J. Rocha
events: Ceremony on the completion of 20 miles of light rail tract, October 18, 2014, 10:00 A.M. at the Comments
Azusa Station; Senior Safety by Azusa Cares, October 18, 2014, 11:00 A.M. Library Auditorium;
Mayors Campaign to End Bullying, Azusa Regency Theater, October 25, 2014, 10:00 A.M.; he
thanked all who assisted on the Azusa streets clean up; he stated that in November 2014, donations will
be collected to prepare care packages for the men and women who are in the service, and asked to keep
them in daily prayers.

CONTINUED ITEM - AWARD OF CONTRACT TO TRANSPORTATION CONCEPTS FOR THE Sched Items
OPERATION OF AZUSA TRANSIT.
Interim Director of Public Works/City Engineer Bobadilla, presented the item stating that at the
meeting of July 21, 2014, former Assistant City Manager/Director of Public Works, made a
presentation to Council regarding contracting out the Azusa Transit; Council directed staff to hold an
informational session with Azusa Transit riders to hear their comments and/or concerns and to answer
questions; the session took place on August 20, 2014, at the Azusa Senior Center, and concerns and
questions were addressed by former Assistant City Manager; based on the information of those two
meetings, he recommended that Council consider any of 3 options: 1) Award a contract to
Transportation Concepts to operate the Azusa Transit, which would save an estimated $1.1 million in a
period of 44 months, and the liability associated with operating the Azusa Transit, would fall under the
jurisdiction of the potential contractor; 2) Continue operating Azusa Transit as it currently is, 3)
Consider other alternatives as directed by the City Council.
Mayor Pro -tem Gonzalez thanked the Seniors for being present at the meeting; he explained that the
contractor would add Saturday service for a 6 month trial period; he suggested to add Sunday services
and to have a 3 month trial period on the two added days instead of the 6 months; the idea came from
some of the Seniors as not all of them appear to be against the proposal; the main concern is the level
of service, which can be improved; he asked if the contractor would still honor the proposal as it was
made in July 2014; Interim Director of Public Works/City Engineer Bobadilla responded that the
proposal was good for 150 days from the day of submittal, but after that there would be no guarantee,
and there was still some time to work with the contractor.
Councilmember Macias stated that the City has contracted many of its services for long and short term
periods as Council looks for ways to do things better and more efficient; he preferred to see comparison
of fees and of services of the contract, to ensure that there would be no tradeoffs and the services would
be just as good or better; during public participation, it was stated that this item be postpone as the
person who presented the proposal and was to mange the contractor, was no longer with the City;
however, business continues as there would be staff to fill in to ensure that the contractor adheres to the
conditions and that concerns are addressed; there would be savings with the contract, but he did not
think they were ready to consider this change and proposed to have the new City Manager re-evaluate
the proposal, and to bring it back at a future time with more comprehensive information and input from
the community.

Councilmember Carrillo stated that this proposal was not originated by staff, as it has been the belief, A. Carrillo
the item was on a request from one of the members of the Council to be looked at and to present Comments
options for consideration; Council sets the policies and staff only follows their direction.
Mayor Pro -tem Gonzales stated that this idea came up during a budget workshop, where Council sat as R. Gonzales
a group and directed staff to look at ways to make the City more efficient; the Azusa Transit is not a for Comments
profit service, and as the budget continues to decrease, Seniors may be asked to pay additional or
perhaps take away some of the service; he expressed concern that the transit service may not be
available for younger generations in the future; the item was reviewed as Council has a fiscal
responsibility to 48,000 residents who depend on them to make decisions for the greater good, and to
improve the service.
Mayor Rocha stated that since the last review of the item, the clause of the contract regarding the use of J. Rocha
the City's office space, washing of the vehicles in the City's facilities, and the use of the City's fuel by Comments
the contractor did not change, and they would only pay for phone services; those were concerns he
expressed previously, and he was willing to look at other options; he further stated that it was not all
about saving money, and he wanted to keep the services as they were.
Moved by Councilmember Alvarez, seconded by Mayor Rocha to reject all bids and proposals and to
continue operating Azusa Transit as it currently is, by the following vote of the Council:

6. The issuance of a Blanket Purchase Order, in an amount of $20,000.00 in accordance with Section Blanket P.O.
2-523(b), under Article Vll, Bidding and Contracting, of the Azusa Municipal Code, was approved.
7. The Acting City Manager was authorized to enter into a professional services agreement with Transport &
Transportation & Energy Solutions, Inc. for a not to exceed fee of $14,916.00 to provide traffic Energy Traffic
engineering services for CIP 66114A — Foothill Boulevard and Palm Drive Traffic Signal. Agmnt
8. The following actions, regarding Final Tract Map No. 7240, for 6 condominium units located on Final Tract
the east side of Azusa Avenue between 3rd and 4th Streets, were taken: Map 72405
It was found that the project complied with the General Plan and was consistent with the approved
tentative map and any amendments, and that the project was in compliance with the provisions of
the Subdivision Map Act; Final Tract Map No. 72405 was approved; the City Clerk and City
Treasurer were authorized to endorse the certificates on the face of the map, which embodied the
approval of Final Tract Map No. 72405.
9. The purchase of the AT&T VESTA 4.0 911 Emergency Phone System from AT&T California, in AT&T Vesta
an amount not to exceed $142,974.57, and the purchase based on AT&T California satisfying for 911
Azusa Municipal Code 2-522 (c), competitive bidding already completed under the State of Emergency
California Master Purchase Agreement (MPA) Contract #5-12-58-01, were approved. Svcs
10. The following actions, regarding Final Tract Map No. 54057-4, Rosedale, were taken:
It was found that the project complied with the General Plan and was consistent with the approved
tentative map and any amendments thereto, and that the project will not violate any of the
provisions of Sections 66473.5, 66474.1, and 66474.6 of the Subdivision Map Act; the Agreement
for Completion of Public Improvements for Tract No. 54057-04 to construct the required public
improvements was approved and the Acting City Manager was authorized to execute the same; the
Faithful Performance Bond for $430,000, the Labor and Materials Bond for $430,000 as
guaranteed by Philadelphia Indemnity Insurance Company were accepted; the Monument Bond of
$15,000 as established by RBF Consulting in a letter dated August 18, 2014, was accepted; the
map was approved and the Offers of dedication shown on said map were accepted; it was found
that pursuant to Section 66436(a)(3)(A)(i-vii) of the Subdivision Map Act, that the development of
the property, in the manner set forth on the subject division of land, will not unreasonably interfere
with the free and complete exercise of the easements held by Azusa Water Development and
Irrigation Company, Monrovia Nursery Co., and Southern California Gas Company; the map,
without the signatures of said easement holders, was accepted; the Final Tract Map No. 54057-4
was approved; the City Clerk was authorized to endorse on the face of the map the certificate,
which embodied the approval of said map and acceptance of grants and dedications.

Community Development Director Christiansen, responded to a question posed by Mayor Rocha Alameda
stating that if the City does not subordinate an affordable unit, the Fair Housing Authority (FHA) will Project
not secure a loan for that unit; the unit is considered a moderate unit, with a difference in price of
approximately $50-$60 thousand; traditionally FHA loans were not common, but this has now
changed; under this amendment a low income family would be able to afford the home allowing them a
3% down payment as opposed to 20%.
Mayor Pro -tem Gonzales offered a Resolution entitled:
