MINUTES OF THE CITY COUNCIL AND
THE SUCCESSOR AGENCY TO THE
FORMER REDEVELOPMENT AGENCY
REGULAR MEETING,
MONDAY, OCTOBER 20, 2014 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium
located at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order.
Call to Order
ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Macias joined the meeting Roll Call
at 6:31 P.M. and Councilmember Carrillo at 6:33 P.M. after roll call.

The City Council recessed to closed session at 6:33 P.M. to discuss the following:

Ms. Carolyn Crawford addressed the meeting thanking Councilmember Carrillo for information he C. Crawford
provided at the last meeting, clarifying the reason why the item regarding the contract for the Azusa Comments
Transit was presented as it was not originated by staff, and thanked the Council for voting yes to
continue with the transit services as they currently are.
Messes Kaitlyn Arellanes, Gabriela Arellanes, Mia Amor Martinez, Isabel Tardino and her two sons Supporters of
Rocco and Vinicio, Hellen Jaramillo, Yolanda Pena, Michele Verdugo, Diana Williams, Jeri Vogel, Measure K
and Mr. Nathan Arellanes, expressed their support for Measure K, which is on the State of California
Ballot for the November 4, 2014 Election, and was originated by the Azusa School District.
Messers Jorge V. Rosales, Russ Rentschler, Art Morales, and Ms. Vanessa Alikhan, expressed Opponents
opposition to Measure K, which is on the State of California Ballot for the November 4, 2014 Election, Measure K
and was originated by the Azusa School District.
Mr. Raymond Moreno, Azusa Softball Little League President, gave background information about the R. Moreno
'league; he thanked the Mayor and Councilmember, for their participation at the Golden Days Carnival Comments
and their contribution to the League's fundraiser; he requested a meeting with the Parks and Recreation
Department and the Council to discuss the use of the softball field by the league; he presented the
Council and Treasurer with the league's t -shirts, as a token of appreciation, and recognized Azusa
School Board Member Helen Jaramillo for her support.
Mr. Art Morales addressed the meeting congratulating Police Chief Gonzalez for his position as Acting A. Morales
City Manager; he thanked all service men and women for their services. Comments
Police Chief/Acting City Manager Gonzalez stated that he will have staff contact Mr. Moreno to assist S. Gonzalez
him with his request for a meeting to discuss the use of the softball field. Comments
REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF

Designation of voting delegate and alternate to attend the National League of Cities (NLC) Annual NLC Voting
Business Meeting, November 22, 2014, in Austin, Texas. Delegate
Discussion was held regarding Councilmember Carrillo being the voting delegate at previous meetings, Discussion
and he stated that he would not be able to attend this year's meeting; Councilmember Macias agreed to
be the delegate; however, he would need to find additional information before attending, to confirm
that the City's attendance is required.
Moved by Councilmember Macias, seconded by Councilmember Carrillo, to designate Councilmember Designate
'Macias as the voting delegate at the National League of Cities Annual Business Meeting, November Macias as
22, 2014, in Austin, Texas; it was further moved by Councilmember Macias, seconded by Delegate &
Councilmember Carrillo, to appoint Mayor Pro -tem Gonzalez, as the alternate, by the following vote of Gonzales as
the Council on both motions: Alternate

Mayor Pro -tem Gonzales thanked the Golden Days Committee and staff for the week of events, and R. Gonzales
congratulated Council and the community for the Golden Line event on October 18, 2014; he Comments
announced the following: 2014 2nd Shred-a-Thon, October 25, 2014, 9:00 A.M., Azusa Light & Water;
Annual Trunk -Or -Treat, October 25, 2014, 12:00 P.M., Memorial Park; he asked everyone to be
careful with children who will be out trick -or -treating on Halloween day.
'Councilmember Alvarez thanked residents who attended the Gold Line Ceremony; he announced E. Alvarez
Azusa Pacific University (APU) football games, November 1, 2014 6:00 P.M., at Citrus College, and a Comments
basketball game exhibition, October 31, 2014, 7:30 P.M. in Los Angeles; he wished everyone a happy
and safe Halloween.
Councilmember Macias stated that the milestone celebration of the Gold Line completion of 28 miles U. Macias
of rails from Pasadena to Azusa, sets the foundation for other things that still need to be done, in order Comments
to have the Metro running by the projected date of March 2016; he announced that Foothill Transit
began the grading for the new Gold Line parking structure north of the station, with the goal of having
it completed by the end of 2015; he wished a Happy Birthday to his friend Jerry Castro, his niece
Kaitlyn, and his friend Jerry Rocha.
Councilmember Carrillo spoke of the week long Golden Days events, which were well attended; he A. Carrillo
acknowledged former Councilmember Dick Stanford, who brought forward the idea of the Gold Line Comments
for the region, and former Councilmember Keith Hanks who worked tirelessly, together with staff, to
make this project possible, which will bring great benefits to the community and the region.
Mayor Rocha thanked the Golden Days Committee for the successful celebrations and the 66th Golden J. Rocha
Days parade; he also thanked previous Councilmembers for bringing forward the Golden Line project; Comments
he made the following announcements: Buster Balloon, October 21, 2014, 6:00-6:45 P.M. at the
Library; Clean up of a home's backyard, October 25, 2014, 8:00 A.M. corner 4th and Pasadena;
Screening of the movie Bullying, October 25, 2014, 10:00 A.M., Azusa Regency Theater; Trunk -or -
Treat and Car Show, October 25, 2014, Memorial Park; Clean up of Atlantis Gardens, November 1,
2014, 8:00 A.M.; Dia de Los Muertos, November 2, 2014, 6:00 P.M., White's Funeral Home; he asked
to keep service men and women in daily prayers.

Mayor Rocha welcomed Interim City Manager Donald Penman who introduced himself; he thanked D. Penman
the Council for the opportunity; he stated that he was excited to work with them, staff and the Comments
community during the transition period, and to be able assist in any way that he can.
