The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 7:13 p.m. Call to Order ROLL CALL: Roll call was taken by City Clerk Cornejo. Staff Members: Interim City Manager Penman, City Attorney Martinez, Finance Director Paragas, Interim Human Resources Director St. Peter, Assistant/Deputy City Clerk Hernandez, CLOSED SESSION Closed Sess The City Council Recessed to closed session at 7:13 p.m. to discuss the following: CONFERENCE WITH LABOR NEGOTIATORS Pursuant to California Government Code LaborNegot Section 54957.6. ACEA, CAPP, City Negotiator: Theresa St. Peter, Interim Human Resources Director AMMA, Exec Organizations: ACEA (Azusa City Employees Association), CAPP (Civilian Association of Police Mngmnt Personnel), AMMA (Azusa Middle Management Association) and Executive Management Employees (Unrepresented). The City Council reconvened at 7:43 p.m.; City Attorney Martinez announced that the Executive Reconvene Management Employees (Unrepresented) was not discussed; Council heard a presentation from the City Attorney City's negotiator on the other unions and there was no reportable action taken. Report REGULAR MEETING Mayor Rocha called the meeting to order at 7:43 p.m. ROLL CALL: Roll call was taken by City Clerk Cornejo. Regular Mtg Cal I to Order Roll Call Also Present Flag Salute Invocation PUBLIC PARTICIPATION Public Part Mr. Hector Elizalde, Representative for Congresswoman Grace Napolitano, addressed the meeting to E. Elizalde thank the Council for working together with them during 2014, and they look forward to working Comments together with them in 2015; he reminded all that Congresswoman Napolitano's office is only a phone call away to assist anyone with any issue, such as Veterans, Senior Citizens, or to communicate with any federal agency; he wished everyone a Happy Holiday Season. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rprts/Update Recreation Department Request for certificates for the 2014 SCMAF Boys `B" Division Flap Cert SCMAF Football Champions to be presented at the January 5, 2015 City Council Meeting. Football Moved by Mayor Pro -tem Gonzales, seconded by Councilmember Macias, to approve the request for certificates, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE Mayor Rocha Request for a certificate to welcome a new business California Grill Express to Azusa Cert New to be presented December 17, 2014, at 10 a.m. Business Moved by Councilmember Macias, seconded by Councilmember Carrillo, to approve the request for certificate, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE Mayor Rocha: Discussion regarding establishing a Youth Council Commission Advisory Group. Mayor Rocha stated that he had been in communications with Ms. Barbara Dickerson and Mr. Adrian Greer, who have shown interest in creating a Youth Council Commission Advisory Group; he will be conducting a fact finding project with the Cities that have a Youth Commission, to ask them what are their goals, objectives and visions for their Cities. He responded to questions posed by Council stating that he would be conducting the survey and possibly form an ad hoc committee at a later time; the purpose of the survey would be to find out how other Cities work with such commissions; Azusa has various youth groups, and he believed that more can be heard from them. California Grill Discussion Youth Council Advisory City Attorney Martinez stated that no action was needed as staff time was not to be used; Mayor M. Martinez Rocha was free to undertake the task of fact finding on his own, and once he was ready to share the Comments results of his survey, an item could be placed on the agenda for discussion at a future meeting. Councilmember Carrillo: Request for $200 sponsorship for the Gladstone High School Video $200 Production Class to purchase equipment. Sponsorship to Gladstone High Moved by Mayor Pro -tem Gonzalez, seconded by Councilmember Carrillo, to approve the request for sponsorship, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE Mayor Pro -tem Gonzales congratulated and thanked the Parks and Recreation Department for the R. Gonzales Winter Fiesta on December 7, 2014; he wished everyone a Merry Christmas and a safe 2015. Comments Councilmember Alvarez wished everyone a Merry Christmas and a Happy New Year. E. Alvarez Councilmember Macias wished everyone a Merry Christmas and a Happy New Year. U. Macias 'Councilmember Carrillo stated that he was grateful for the year 2014, as the City went through A. Carrillo catastrophic events, the Colby fire and the floods, to which the City departments and community Comments responded with resolution; he commended and expressed his appreciation to all City employees for the services that they provided to Azusa residents through out the year; he wished everyone a Happy Holiday Season. Mayor Rocha stated that the meeting would be adjourned in memory of Ms. Lupe Cornejo Zarate, J. Rocha lifelong resident of Azusa; he thanked the following: the public schools, Christbridge Academy and Comments the drivers, for their participation in the 16th Annual Food Drive; the Chamber of Commerce for the Toy -Food Drive; Canyon City Friends for toys donations; and City employees who donated supplies for the services men and women overseas. He announced the 3rd Annual Milton Family Toy Drive, December 19, 2014, 6:00-10:00 p.m., and the Toy Giveaway at Lee School, December 20, 2014; he asked to keep service men and women in daily prayers. 12/15/2014 PAGE TWO Police Chief Gonzalez addressed the meeting to give information about the recent Coffee With a COP Event held on December 11, 2014, 8:00-10:00 a.m., at the College Center Starbucks Coffee Shop; the event was advertised on social media, free coffee was served, and there was a large turnout of residents from different age groups; the goal was to break down barriers and build a bridge to the community, or just to say Hi; he was uncertain on how often this event would take place, but staff was considering it to be a bi-monthly event; attendees expressed concerns regarding their respective neighborhoods and those concerns will be addressed by staff. SCHEDULED ITEMS PUBLIC HEARING — AMENDMENT TO THE MONROVIA NURSERY DEVELOPMENT 'AGREEMENT SPECIFIC PLAN GENERALLY LOCATED NORTH OF 9TH STREET AND EAST OF PASADENA AVENUE TO THE EASTERN CITY OF AZUSA BOUNDARY LINE. Economic and Community Development Director Christiansen presented the item stating that it was a request to extend the Monrovia Nursery Development Agreement for 9 additional months; the former City Manger had set up a taskforce with the developer to negotiate the agreement, due to change in personnel, the task was given to the Community Development Department for handling; staff has met with the developer and the ad hoc committee to get an update on the negotiations, and to determine what direction to take; due to those changes, there was not enough time to finalize all the details of the agreement and present it to the Planning Commission before the expiration deadline of February 2015. He wished everyone a peaceful and safe Christmas Season. S. Gonzalez Comments Sched Items Public Hearing Amendment, Monrovia Nursery DA K. Christiansen Comments Mayor Rocha declared the Hearing open; City Clerk Cornejo read the affidavit of proof of publication Hrg Open published on December 5, 2014 in the San Gabriel Valley Tribune. Mr. Bill Holeman, applicant for Rosedale Landpartners, addressed the Hearing to request that Council B. Holman consider approval of the extension, in order to give enough time to fully work through the details that Comments are being negotiated; they have made progress on major items, and a few months will give them time to close any pending issues. He wished everyone a peaceful and safe Christmas Season. Mr. Jorge V. Rosales addressed the Hearing to remind staff to keep, as part of the negotiations, the J. Rosales commercial portion near the Citrus Station; the main 5 acre park, and the new K-8 school, which were Comments required items approved by the voters; he wished everyone a Merry Christmas. Moved by Mayor Pro -tem Gonzales, seconded by Councilmember Carrillo to close the Public Hearing, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE Mayor Pro -tem Gonzales offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPROVING AND AUTHORIZING EXECUTION OF AN AMENDMENT TO THE DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF AZUSA AND ROSEDALE LAND PARTNERS 11. The minutes of the special meeting of November 24, 2014, and the regular meeting of Minutes December 1, 2014, were approved as written. 2. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules H.R. Promotions: R. Nodarse. Separations: G. Gaytan, C. Taylorson, J. Momot. 4. The City Treasurer's Statement of Cash and Investment Balances for the month of October 2014, Treasurer's was received, reviewed, and filed. Report 5. A contract was awarded to California Commercial Pool, Inc. in the amount of $107,000.00 for the Contract 2014-2015 CIP Project 4410-15F, Re -plastering of the large pool of the Azusa Aquatics Center at Commercial James Slauson Park. Pool 6. The Police Department was authroized to enter into a one year Memorandum of Understanding MOU APD and (MOU) with Azusa Pacific University (APU) concerning the authority and responsibilities of APU APU and the Azusa Police Department. 7. The increase to the contract with Silver and Wright, LLP, in the amount of $30,000, to cover Silver& Wright necessary legal fees for Code Enforcement Services was approved. Amendment SUCCESSOR AGENCY RELATED BUSINESS Succr Agency Councilmember Carrillo offered a Resolution entitled: Reso 14-R20, Warrants A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS. Moved by Councilmember Carrillo, seconded by Councilmember Alvarez to waive further reading and adopt Resolution No. 14-R20, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE I ADJOURNMENT: Adjourn in Memory of L.
