MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, FEBRUARY 2, 2015 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium
located at 213 East Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 6:30 P.M.
Call to Order
ROLL CALL: Roll call was taken by City Clerk Comejo. Councilmember Carrillo joined the meeting Roll Call
at 6:32 P.M. after roll call.

The City Council Recessed to closed session at 6:31 P.M. to discuss the following:
1. CONFERENCE WITH LABOR NEGOTIATORS Pursuant to California Government Labor
Code, Section 54957.6. Negotiations
City Negotiator: Theresa St. Peter, Interim Human Resources Director ACEA, AMA,
Organizations: ACEA (Azusa City Employee Association), CAPP (Civilian Association of IBEW, Exec
Police Personnel), AMMA (Azusa Middle Management Association), 113EW Management
(International Brotherhood of Electrical Workers) and Executive Management
Employees (Unrepresented).
The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced that Council heard a City Attorney
presentation from the City's negotiator, and there was no reportable action taken. Report

Public Part
Ms. Dora Gomez, representing Project 29:11, a community developed corporation in the City of D. Gomez
Covina, thanked Mayor Rocha for attending the Annual Community Christmas Party held in Comments
December 2014, and invited all to the Back to School Blast Event in August 2015; she provided the
program's web page at www.project291 Lnet, for information on the program and future events.
Ms. Peggy Martinez addressed the meeting to welcome new City Manager Mr. Troy Butzlaff; she P. Martinez
suggested that the Downtown area needs change to create a more friendly shopping experience and a Comments
mixed use development; she encouraged everyone to vote on Election Day on March 3, 2015.
Mr. Robert Donnelson addressed the meeting thanking the Council and staff for installing a new light R. Donnelson
'pole on Russell St. and Azusa Ave.; he addressed item B-1, the dog licensing report, stating that he did Comments
not receive a renewal notice; he suggested that three year and lifetime licensing be offered, same as
with the previous provider.
REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
Report from staff regarding dog licensine:
Police Chief Gonzales addressed the Council stating that the Los Angeles County Department of
Animal Care and Control (LACACC) issued renewal notices to 52 Cities, but the City of Azusa Zip
Code was omitted from that mailing due to a data entry error; the few residents that did received the
notice were coded as Azusa County residents; the LACACC will take corrective measures by re -
sending renewal notices that will include refunds for the $40.00 field officer enforcement penalty, and
those who were penalized with an amount equal to their license will be given credit for a second year
license; he responded to Mr. Donnelson's question, stating that staff researched various options for
animal licensing and humane services, during that time the Joint Powers Authority (JPA) was
dissolving, the cost to the City to maintain the relationship with the San Gabriel Valley Humane
Society was high, and the service was poor; the LACACC provides better service, and their prices are
reasonable; after the LACACC took over, registration went up from 600 to 4,000.

Mayor Rocha thanked thank Police Chief Gonzales for looking into this matter, and he was happy that J. Rocha &
the error was being corrected; Councilmember Macias asked if the three days notice to respond left at U. Macias
residences by the canvassing filed officer, be extended to a week, to allow more time for those who are Comment
not at home during the day.
Mr. Carlos Pineda, Animal Control Manager for the LACACC, addressed the Council thanking them
for the opportunity and apologized for all the inconveniences that the error caused; they will take this
as a learning opportunity to prevent it from happening again; he responded to Councilmember Macias
question stating that the field officers are responsible for enforcing State and City laws regarding
licensing of pets; the canvassing process allows for three attempts to reach the resident, officers
provide a contact phone number on the notices, so that they can set up specific appointments, as they
understand that some people are absent from their home during the day; they will look at alternative
options to make it more available for residents and cost effective to the City.
Discussion was held regarding having two dog clinics per year, during the winter and summer; in
June, Police staff coordinates with the Azusa Light &Water Department on the mailing of notices to
all residents inside their utility bills, to announce the July and August clinic events, and again in July
to announce the January Canvassing; staff will work with the LACACC regarding adding another
clinic event during the year; two or three year licenses are not available, because if the pet dies prior to
the license expiring, the fees are non-refundable; the former provider offered life -time licensing, which
the LACACC does not honor as they are not legal; however, the City will reimburse those who had the
lifetime license with the prior provider once they register with the LACACC; Azusa is one of 52 Cities
that contract with the LACACC and cannot customize its contract, but staff negotiated a few benefits
such as not licensing cats, as it is mandatory with the LACACC; in addition to the animal shelter, they
offer online licensing renewal and at the Norwalk Office; it was requested that they keep up-to-date
and accurate records, as a resident reported having wrong information on her account.

'Interim City Manager Permian addressed the Council to thank them for giving him the opportunity to D. Penman
serve them, the community and staff for the past three and a half months, as it was his last official Comments
meeting; he enjoyed the experience and stated that he sees a good future for Azusa.
Mayor Pro -tem Gonzales thanked Interim City Manager Penman for his hard work, it was a pleasure R. Gonzales
working with him and wished him the best in his future endeavors; he announced that Azusa is hosting Comments
a delegation of South Korean High School baseball players who are using the Recreation softball field
to practice, they have played with high schools from the San Gabriel Valley, and he invited all to their
exhibition game with Azusa and Gladstone High Schools, February 4, 2015, 3:00 P.M., Memorial
Park; he announced the 10th Annual Casino Night, February 20, 2015, 6:30 P.M., Azusa Woman's
Club; he requested that during the election season constitutes try to contact candidates personally and
not use social media to transmit wrong messages, and asked everyone to be respectful of campaign
signs as someone was caught stealing political signs was arrested.

Councilmember Alvarez thanked Interim City Manger Penman for his hard work and for the great job E. Alvarez
he did during his tenure, and stated that he will be missed. Comments
Councilmember Macias gave Interim City Manager Penman a heartfelt thank you, and stated that he U. Macias
did make a difference during his tenure with the City; he thanked everyone who assisted in putting Comments
together the Great Menudo Cook -off event on January 31, 2015; he wished everyone a Happy
Groundhog Day.
Councilmember Carrillo thanked Interim City Manager Penman for his service and commitment to the A. Carrillo
community. Comments
Mayor Rocha thanked Interim City Manager Penman for his service; he announced the following J. Rocha
events: Tree Planting Ceremony, February 7, 2015, 8:00 A.M. on Russell St. between Azusa Ave. and Comments
San Gabriel Ave.; Recognition and Hanging up of a Military Banner, February 8, 2015, 8:30 A.M., 6th
St. and Azusa Ave.; Be a Walker, February 14, 2015, 8:00 A.M., Northside Park; he read a letter
received from an Azusa soldier currently serving in Afghanistan, thanking everyone who donated to
the care packages; he asked to keep service men and women in daily prayers.

CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH
THE SAME ARE TO BE PAID.
3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules
and applicable Memorandum of Understanding(s), were approved as follows:
Merit Increase and or Regular Appointments: T. Avila, Police Corporal; J. Rush, Police Officer; S.
Sloniker, Police Officer.
Flexible Staffing Promotions: J. Picazo, Water Distribution Worker III; R. Sok, Police Records

4. The Interim City Manager was authorized to approve the License Agreement with Performance
Truck Repair for the use of approximately 4,000 square feet of City property, 943 N. Vernon Ave.,
at $800 per month for the storage of large vehicles, subject to any non -substantive changes made
by the City Attomey.

5. Pursuant to the City of Azusa Civil Service Rules Section 3.5 and 3.8, the class specification and Class Spec &
corresponding salary range for Police Records Supervisor was adopted, and the reclassification of Reclassification
Rose Rodriguez from Police Records Specialist III to Police Records Supervisor was approved.
