The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 East Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. Call to Order ROLL CALL: Roll call was taken by City Clerk Comejo. Councilmember Carrillo joined the meeting Roll Call at 6:33 P.M. after roll call. PRESENT: COUNCH MEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Also Present Elected Officials: City Clerk Comejo. Staff Members: City Manager Butzlaff, City Attorney Martinez, Interim Human Resources Director St. Peter, Information Services/Library Director Graf, Police Captain Chavez, Public Information Officer Quiroz, Assistant/Deputy City Clerk Hernandez. Ceremonial eremonial The Council presented a proclamation to Ms. Irene Bonsangue to recognizing her for 21 years to public Proclamation I. service as Records Specialist III for the Azusa Police Department, and to congratulate her on her Bonsangue retirement . The Council presented checks to the Azusa American Little League, Azusa National Little League, Check to Azusa Jr. All American Football and Azusa Little League Softball, from the proceeds of the Casino Leagues Night Fundraiser, held on February 20, 2015. CLOSED SESSION Closed Session The City Council recessed to closed session at 6:45 P.M. to discuss the following: CONFERENCE WITH LABOR NEGOTIATORS Pursuant to California Government Code Labor Negot Section 54957.6. ACEA, CAPP, City Negotiators: Troy L. Butzalff, City Manager and Theresa St. Peter, Interim Human Resources AMMA, Exec Director Mngmnt Organizations: ACEA (Azusa City Employee Association), CAPP (Civilian Association of Police Personnel), AMMA (Azusa Middle Management Association) and Executive Management Employees (Unrepresented). The City Council reconvened at 7:32 P.M.; City Attorney Martinez announced that Council heard a City Attorney presentation from the City's negotiators on current negotiations with the labor unions, and there was Report no reportable action. REGULAR MEETING Regular Mtg Mayor Rocha called the meeting to order at 7:32 P.M. Call to Order ROLL CALL: Roll call was taken by City Clerk Comejo. Roll Call PRESENT: COUNCH.MEMBERS: GONZALES, CARRILLO, MACIAS ALVAREZ , ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Also Present Elected Officials: City Treasurer Vasquez, City Clerk Comejo. Staff Members: City Manager Butrzlaff, City Attorney Martinez, Police Captain Chavez, Finance Director Paragas, Interim Public Works Director/City Engineer Bobadilla, Economic and Community Development Director Christiansen, Utilities Director Morrow, Information Officer Quiroz, Assistant/Deputy City Clerk Hernandez. Pledge to the flag was led by Ms. Sara Jaramillo. Flag Salute Invocation was given by Ms. Peggy Martinez. Invocation PUBLIC PARTICIPATION Public Part 'Ms. Sara Jaramillo addressed the Council regarding defacement and destruction of the east side of the S. Jaramillo San Gabirel Mountains by Vulcan Materials mining, stating that when Measure A passed in 2011, Comments Vulcan was supposed to move the mining to the west side; however, mining is still taking place on the east side; she expressed concerns for health issues that are related to dust as a result of mining. Mr. John Heydom addressed the Council stating that he represented the Redeeming Love J. Heydom Organization, which services the San Gabriel Valley area by providing long term housing and Comments rehabilitation for young woman seeking rescue from domestic sex trafficking; he announced the 5K "Run 4 Their Lives" fundraiser event, on April 4, 2015, 9:00 A.M. at Azusa Pacific University Football Stadium, to raise awareness and funds to assist local victims; he gave further information on the event, invited the Council and residents to participate, and requested that this event be posted on the City's Community Calendar. Mr. Jorge V. Rosales, Azusa Sister City Committee President, invited the Council and residents to a J. Rosales open house on March 9, 2015, 6:30-8:00 P.M., at the Azusa Senior Center Lobby, and stated that they Comments are working on reinstating the youth and adult exchange programs with Sister City Zacatecas, Mexico; he reminded everyone to vote at the March 3, 2015, Municipal Election, and thanked Ms. Jaramillo for her comments regarding the Vulcan mining of the Azusa Canyon. Ms. Diana Reyes Williams, candidate for the Azusa City Council, addressed the meeting to D. Williams encouraged all registered voters to vote on March 3, 2015, polls open from 7:00 A.M. to 7:00 P.M.; Comments she expressed her gratitude for the opportunity to be actively involved in the community for 17 years since she has became a resident of Azusa. Mr. Hector Elizalde, Congresswoman Grace Napolitano representative, addressed the Council to H. Elizalde announce that the deadline to submit nominations for the "2015 Woman of the Year Award" was on Comments March 6, 2015; he encouraged all to vote at the March 3, 2015, Municipal Election. Mr. Art Morales welcomed everyone to the meeting; he announced a Fundraiser Breakfast, March 7, A. Morales 2015, 7:00 A.M., at Applebee's, to benefit the Veterans Student Network; he thanked the Mayor and Comments Council for their service to the community, and reminded everyone to vote at the March 3, 2105, Municipal Election. City Manager Butzlaff stated that he had a meeting with Vulcan, as he felt that it was important to T. Butzlaff bring an update to the Council, which is planned for sometime in April, 2015, and the community's Comments concerns will be addressed. He will request that staff post the "Run 4 Their Lives" event on the City's website and/or local cable. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rprts/Update Mayor Pro -tem Gonzales wished good luck to the candidates who were running in the Municipal R. Gonzales Election on March 3, 2015, encouraged everyone to exercise their right to vote and thanked City Clerk Comments Comejo and his staff for running the election; he announced the 3rd annual Free Compost and Mulch Giveaway to Azusa residents only, on March 28, 2015, 9:00 A.M., at Memorial Park. Councilmember Carrillo encouraged everyone to vote on March 3, 2015. A. Carrilllo 'Councilmember Macias encouraged everyone to vote on March 3, 2015, and thanked City Clerk U. Macias Cornejo for adorning the auditorium for the election; he wished a happy birthday to his sister in-law Comments Patty Padilla, his friend Ms. Annette Campos, his daughter Ms. Cecilia Macias, and invited the Helping Hand members, who were present at the meeting, joined him at the podium to wish Mr. Pete Contreras a happy 90th birthday, stating that he was one of the founding members of the Helping Hand in 1969. Mayor Rocha announced that the meeting would be adjourned in memory of Mr. Vicente Carreon, Mr. J. Rocha Martin Anthony Guzman and Mrs. Joy Zarate Hanson, lifelong Azusa residents; he invited the Comments community to the Meet and Greet the City Manager event, on March 11, 2015, 7-8:30 P.M., at the Azusa Senior Center; he gave information on the Foster Care and Adoption Workshop held on 03/02/2015 PAGE TWO February 21, 2015, to which over 100 participants attended; he announced One Book, One Azusa March 12, 2015, at the Azusa Library, and Be -a -Walker, March 14, 2015, at Pioneer Park, and asked to keep service Men and Women in daily prayers. CONSENT CALENDAR: Moved by Mayor Pro -tem Gonzales, seconded by Councilmember Consent Alvarez, to approve Consent Calendar Items D-1 to D-5, by the following vote of the Council: Calendar YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE 1. The minutes of the regular meeting of February 17, 2015, were approved as written. Minutes ' 2. Resolution No. 2015-C 11 was adopted and entitled: Reso 2015-C 11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING Warrants CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules H.R. Action and applicable Memorandum of Understanding(s), were approved as follows: Item Merit Increase and or Reeular Appointments: S. Smith, Apprentice Electrical Test Technician; B. Gallardo, Development Services Assistant. 4. Staff was authorized to solicit Request for Qualifications (RFQ) for On-call Professional RFP Eng Engineering Services. Services 5. The Treasurer's Statement of cash and investment balances for the month of January 2015, was Treasurer's reviewed, received and filed in the City's archives. Report SUCCESSOR AGENCY RELATED BUSINESS. Succr Agency Councilmember Macias offered a Resolution entitled: Reso 2015-R3 Warrants A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE ' PAID OUT OF SUCCESSOR AGENCY FUNDS. Moved by Councilmember Macias, seconded by Councilmember Carrillo, to waive further reading and adopt Resolution No. 2015-R3, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ADJOURNMENT: Adjourn in Memory of V. It was consensus of the City Council to adjourn the meeting in memory of Mr. Vicente Carreon, Mr. Carreon, M. Martin Anthony Guzman and Mrs. Joy Zarate Hanson, lifelong Azusa residents. Guzman & J.
