MINUTES OF THE CITY COUNCIL
SPECIAL/REGULAR MEETING
' MONDAY, MARCH 16, 2015 — 6:00 P.M.
The City Council of the City of Azusa met in special/regular session at the above date and time in the Azusa Auditorium
located at 213 East Foothill Boulevard, Azusa, CA 91702.
A copy of the Notice of the Special Meeting was delivered to the Mayor and Councilmembers on March 12, 2015,
between 4:00 P.M. and 5:00 P.M., by Senior Office Specialist Bautista and e-mailed by Deputy City Clerk Hernandez.
Mayor Rocha called the meeting to order at 6:07 P.M.

Invocation was given by Pastor Ariel Verayo, Jesus is Lord Church.
Music presentation was performed by Mariachi Juvenil Nueva Generacion.
Cheer presentation was performed by Foothill Middle School Cheerleaders and Azusa City Cheer
PUBLIC PARTICIPATION — was limited to the Special Meeting Items.

RESOLUTIONS DECLARING ELECTION RESULTS
City Manager Butzlaff presented the item stating that the Resolutions declared the results of the March
3, 2015, General Municipal Election conducted in the City of Azusa, Certified results were provided
by the City Clerk.

Los Angeles County Supervisor Hilda Solis, administered the Oath of Office to elected Mayor Joseph J. Rocha Oath
Romero Rocha, and City Clerk Comejo presented him with his Certificate of Election. of Office
Mayor Rocha addressed the audience and gave his inaugural speech.

Mr. Art Morales congratulated the Mayor and Council for their re-election.

The following, representing the Youth Commission and My Third Place, addressed the Council Speakers in
regarding the creation of a Youth Advisory Group in Azusa: Misses Catherine Castillo, Anita Moreno, Support of a
Rebekah Valle and Rosy Razo; and Messrs Adrian Greer, Fabian Hernandez, and Brandon Morales. Youth Group
Mr. Pablo Lucanera, Recycle Center at 975 W. Foothill Blvd., addressed the Council stating that he P. Lucanera
has applied with the State's CalRecycle for the required license permits to relocate his business; Comments
however, the process takes longer than he anticipated; he requested an extension from Council, to
allow his business to remain at the present location until his license permits have been issued.
City Manager Butzlaff addressed the speakers' request for a Youth Group stating that such groups are
'an emerging practice in local government; the group can be created in two forms: (1) form a Youth
Advisory Council and/or Committee that can advise the Council and the Parks and Recreation
Commission on youth activities, or Council could form a General Purpose Advisory Commission; (2)
City staff can coordinate with the Azusa Unified School District (AUSD) to involve the youth in
government activities, have an annual Youth in Government Day Event, where they can play roles by
being the Mayor and Councilmembers and act upon fictitious policy matters, to give them an
understanding of what the Council does and the issues that they have to act upon; he suggested that a
new Commission requires more staff time and involvement vs. a Youth in Government Day that could
be very successful at a minimal cost; he will prepare a report to present options to Council at the
upcoming Goals Setting Workshop in April 2015. He responded to the comments made regarding the
Recycling Center conducting business at 975 W. Foothill Blvd., stating that there is an existing
Settlement Agreement with the tenants to occupy the property, which expires on April 9, 2015; there is
an ongoing dispute with the Department of Finance over the ownership of that property, as it belongs
to the Successor Agency, not to the City; he will contact State Representatives to inquire if the review
of his license permit can be expedited sooner and not have to wait the required time period, as the
business may need to close while awaiting for those permits; Council may choose to extend the
deadline and allow the business to remain in the premises until the permits have been issued.

Discussion on the creation of a Youth Advisory Board
Mayor Rocha addressed the item stating that he contacted other Cities who have Youth Advisory
'Groups and will attend a City of Duarte Youth Advisory Group meeting to model and create Azusa's
own committee, he believes that a Youth in Government Day is a good idea, but it would only be once
a year, and a Youth Committee can get the youth more involved in the community as he believes this
type of involvement is missing; their meetings can be every two months or quarterly, the City can
make use of Azusa Pacific University's resources and work with a intern in order to avoid staff time.
Councilmember Carrillo stated that he wants to see options and the costs involved to ensure the funds
are available; he supports youth involvement but does not want to make promises for a program that
may not be sustained for the long term, as some Cities have been successful with this program and
some have not. Councilmember Macias supported the City Manager's approach to research for options
and the costs involved. Councilmember Gonzales supported the idea, and thought that a Government
Day once a year may also be a good approach, but he would like to see more information on options
before making a decision to ensure that it will be sustainable. Mayor Pro -tem Alvarez stated that he
was in support of anything that can encourage youth, he understood looking into the budget, but he did
not foresee a large cost. City Manager Butzlaff stated that he will present options to Council at their
Goal Setting Workshop in April 2015.

Moved by Councilmember Gonzales, seconded by Councilmember Macias to approve Mayor Rocha's Proclamations
request of two proclamations for Misses Elaine Dominguez and Bonnie Taguchi, who will be retiring AUSD Retirees
from the Azusa Unified School District, to be presented on March 26, 2015, 4:00-6:00 P.M. at
Gladstone Street Elementary School, by the following vote of the Council:

Moved by Councilmember Carrillo, seconded by Councilmember Gonzales to approve Mayor Rocha's Certificates
request for certificates of recognition for Misses LaLisa Morgan, Alexandra Muniz and Jeannette 2015 Woman of
Young, Azusa residents who were selected by Assemblymen Roger Hernandez for the "2015 Woman the Year Award
of the Year Award," to be presented on March 28, 2015, by the following vote of the Council:

Moved by Mayor Pro -tem Alvarez, seconded by Councilmember Macias, to approve a request from Certificates
the Human Relations Commission (HRC) to prepare certificates of recognition for the students who Speak Up
participated in the Speak Up Group Training, Councilmember Macias requested that the Certificates Group Students
be presented at a Council meeting and not at one of the HRC meetings as requested, by the following
vote of the Council:

Mayor Pro -tem Alvarez congratulated the re-elected officials, and thanked the local Navy Recruiting E. Alvarez
Center for assisting with the Reading Day at Valleydale Elementary School. Comments
Ccouncilmember Macias thanked everyone who was present at the meeting; he presented the idea of U. Macias
the "click it we'll fix it" concept, where residents can take pictures of things that need fixing around Comments
the City, such as a broken light, graffiti, potholes, sneakers hanging on wires, etc. report them on the
City's website or social media, and have it taken care of by staff members; he requested that staff to
prepare options on how it can be implemented, as it would be a good way to get the community
involved.
Councilmember Gonzales congratulated the re-elected officials; he announced the Compost and Mulch R. Gonzales
giveaway for Azusa residents, on March 28, 2015, 8:00 A.M. at Memorial Park; he presented the Los Comments
Angeles Special Olympics Flag for which the City will host the Country of South Africa, and
requested an item be placed on the next agenda, for discussion on forming a welcoming committee.
Councilmember Carrillo congratulated the Mayor and Councilmember Macias for their re-election, A. Carrillo
and Mayor Pro -tem Alvarez for his selection; he thanked everyone for being present at the meeting.
Mayor Rocha announced that the meeting would be adjourned in memory of Ms. Connie Chavira and J. Rocha
Mr. Pete Contreras, lifelong Azusa residents, and Coach James Rodriguez, longtime Azusa resident; Comments
he made the following announcements: Azusa Cares, Uniting With Your Teenager, March 21, 2015,
10:00-12:00 P.M. in the Azusa Library Auditorium; Veterans Memorial Committee Breakfast, March
22, 2015, 8:00 A.M., at the Azusa Veterans of Foreign War (VFW), proceeds will benefit the Veterans
Memorial Day Celebration and care packages expenses; Azusa and the Orphans Play, March 25, 2015,
7:00 P.M, at the Woman's Club, proceeds will benefit the Woman's Club; Clean up at the Edgewood
Center, April 4, 2015; Craft Fair, April 6, 2015, 9:30-1:00 P.M., at the Azusa Senior Center; he asked
to keep Service Men and Women in daily prayers.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH
THE SAME ARE TO BE PAID.
The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules H.R. Action
and applicable Memorandum of Understanding(s), were approved as follows: Item
Merit Increase and or Regular Appointments: J. Sanchez, Water Distribution Worker III.
New Appointments: P. Brock, Police Officer Trainee; C. Gutierrez, Police Officer Trainee.
3. The formal sealed bids in accordance with Azusa Municipal Code Section 2-523 Section E, Califa Agmnt
competitive bidding already completed was approved, and the agreement between the Azusa City Lib Broadband
Library and Califa for the upgrade of the broadband network was approved. Network
4. Staff was authorized to issue a Request for Proposal ("RFP") for professional auditing services for RFP Audit
a contract of three years with an option for a two-year extension commencing with the fiscal year Services
ending June 30, 2015.
5. The Notice of Completion, by California Commercial Pools Inc, for the completion of CIP NOC Pool Re -
Project #410, the re -plastering of the large pool at the Azusa Aquatic Center at James Slauson plastering
Park was approved, and the Change order #1 Water line depth tile markers, and Change order #2
Pool light repair were approved.
