The City Council, of the City of Azusa, met in special session at the above date and time in the Azusa Light & Water Conference Room, located at 729 N. Azusa Avenue, Azusa, CA 91702. A copy of the notice of said special meeting was delivered to the Mayor and Councilmembers on June 18, 2015, by Senior Office Specialist Bautista and e-mailed by Administrative Technician Juarez. Mayor Rocha called the meeting to order at 7:21 P.M. Call to Order ROLL CALL: Roll call was taken by City Clerk Comejo. Roll Call PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Also Present Elected Officials: City Clerk Comejo. Staff Members: City Manager Butzlaff, City Attorney Martinez, Finance Director Paragas, Economic and Community Development Director Christiansen, Utilities Director Morrow, Police Captain Chavez, Assistant/Deputy City Clerk Hernandez. Participation AGENDAITEMS PRESENTATION ON RETAIL DEVELOPMENT AND RE -DEVELOPMENT OPPORTUNITIES Presentation WITHIN THE CITY OF AZUSA. on Retail Development Community Development Director Christiansen presented the item stating that on April 6, 2015, the City and Re - Council approved a contract with CBRE to perform a retail trade area and gap analysis study, for the Development purpose of using it as a tool on the Transit Oriented Development (TOD) Specific Plan in order to attract Opportunities retailers. Messers Erik Westedt and Christopher Prosch, CBRE Representatives, provided the Council with a CBRE detailed presentation on the retail trade area and gap analysis study for the City of Azusa. Presentation on The Retail Trade Area study consisted of three trade areas: Primary Trade Area, within City of Azusa andail Gapegion Boundaries (the immediate market); Secondary Trade Area, within 10 minutes drive time from Foothill Analysis Boulevard and Azusa Avenue; Regional Area, within 25 minutes drive from Foothill Boulevard and Azusa.Avenue. The study provided detailed information on statistics of household demographics, workforce demographics, categories of employment, household income, and population by race, in order to determine the type of retailers needed. The Retail Opportunity Gap Report examined the market that determined which types of products could potentially expand to Azusa; it indicated the difference between household expenditures, their corresponding retail sales estimates and how Azusa residents spend money outside and their immediate market, meaning that demand exceeds supply. They made recommendations on the types of retail businesses that could be attracted. Discussion was held regarding public transportation, traffic flow, how often the presented report needed to be updated and incentives for new businesses. Recess 'IN — rcnvrLw Ur llRAFT AMENDED AND RESTATED ORDINANCE REVISING Review of REQUIREMENTS FOR BIDDING CONTRACTING AND PURCHASES OF PROJECTS Procurement SUPPLIES SERVICES AND EQUIPMENT. Ordinance City Attorney Martinez presented the item stating that the last amendment made to the procurement Ordinance was made in 1999; at that time Azusa adopted the State's Uniform Public Construction Cost Accounting System which authorized alternative financial thresholds for public projects; it also incorporated other provisions requiring formal or informal bids depending on the dollar level thresholds that were anticipated; those thresholds have become outdated, and the ordinance needs to be revised and ' updated. The draft ordinance included the best examples from other Cities incorporating Azusa components in order to meet the City's needs; changes to the ordinance include a change to the threshold amount of what needs Council's approval, and notification to the City Council of contracts approved by the City Manager. It was consensus of the City Council to direct staff to prepare a draft ordinance to be presented for first reading at the July 7, 2015, Council Meeting; and that the revisions include increasing the amount to $25,000, that is allowed for the City Manager to approve contracts, and to present a report to the City Council of such contracts.
