'Mr. Antonio Tapia addressed the Council regarding trash left on the streets by Athens after pickup, A. Tapia and constant noise in his neighborhood due to loud parties and ice cream vendor trucks driving by. Comments City Manager Butzalff addressed Mr. Tapia's comments stating that he will contact Athens to address the trash problem; he suggested that he contact the non -emergency Police Department number to T. Report 4th of July Events Police Chief Gonzales thanked City Manager Butzalff for going out on the field and participating in a ride along during 4th of July, to see firsthand what activities took place, and the Council for moving forward with the mobile application as it has been very successful. He stated that the 4th of July was a busy day for the Police Department; a vehicle accident took place at the Canyon by Mountain Cove, half the police personnel were called to assist, and the remaining officers issued 39 citations for 'and the discharge of illegal fireworks. Last year 106 calls were received regarding illegal fireworks compared to 101 this year. He responded to questions posed by Council stating that the administrative citation for first and repeat offenders, and the homeowner where the violation takes place, is $1,000; last year the Community Development Division received payment for half of the 66 issued citations; citations can be paid in full, by a payment plan or be appealed. Mayor Pro -tem Alvarez hoped that everyone had a safe 4th of July; he encouraged Veterans to attend E. Alvarez and register at the upcoming Veterans' Forum, on July 11, 2015. Comments Councilmember Macias hoped that everyone had a good 4th of July, he thanked the Police Department U. Macias for their efforts in keeping the City safe during the holiday, and expressed his condolences to the Comments family for the passing of Mr. Raymond Venzor Councilmember Gonzales announced the welcome ceremony of the South Africa delegation/athletes R. Gonzales 'for the Los Angeles 2015 Special Olympics World Games, at Azusa Pacific University (APU), July comments 22, 2015, and a breakfast behind City Hall, July 24, 2015, 9:00 A.M., and stated that former resident Mr. Mike Lee sent his regards to everyone. Councilmember Carrillo thanked the Police and City Departments for a job well done on the 4th of A. Carrillo July. Mayor Rocha made the following announcements: Summer Concerts in the Park, beginning July 9, 2015; 11th Annual Veterans Forum, July 11, 2015; Be -a -Walker Program, July 11, 2015; Summer Reading Programs, July 14, 2015; Community Open House on the Transit Oriented Development (TOD) Specific Plan, July 14, 2015; Dog Vaccination Clinic, July 16, 2015; Sister City Fundraiser Dinner/Show, July 15, 2015; Silverado Senior Chuck Wagon Dinner Fundraiser, July 17, 2015. He about the increase of visitors to the San Gabriel Mountains National Monument Recreation Area, and how this will impact the City, residents and the surrounding area; he asked all to keep service men and women in daily prayers. SCHEDULED ITEMS AMENDED AND RESTATED ORDINANCE REVISING REQUIREMENTS FOR BIDDING, CONTRACTING AND PURCHASES OF PROJECTS SUPPLIES SERVICES AND EQUIPMENT. City Attorney Martinez presented the item stating that discussion on the proposed ordinance was held by Council at a Special Meeting on June 22, 2015; the proposed ordinance amends the City's purchasing regulations to increase the dollar amount threshold that the City Manager is authorized to let, from $10,000 to $25,000, it amends the ordinance to reflect all of the components of the new revisions, and provisions were added to establish the master service contract; additional comments received from Council and the public at the special meeting were also incorporated. Councilmember Macias offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING AND RESTATING ARTICLE VII, CHAPTER 2 OF THE AZUSA MUNICIPAL CODE RELATING TO BIDDING, CONTRACTING AND PURCHASES OF PROJECTS, SUPPLIES, SERVICES AND EQUIPMENT. Representation 7. The issuance of Blanket Purchase Orders in an amount of $10,000 or more in accordance with Blanket P.O.s Sections 2-523 and 2-524, under Article VII, Bidding and Contracting, of the Azusa Municipal Code was approved. 8. SPECIAL CALL ITEM. Spec Call 9. A Task Order between the City of Azusa and HR Green California for Citywide Engineering and HR Green Traffic Speed Surveys was approved, and the City Manager was authorized to execute the same. Task Order 10. The following Resolution No. 2015-C33 was adopted and entitled: Reso 2015-C33 CaITIP A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINTING A Representatives DIRECTOR AND ALTERNATE TO THE CALIFORNIA TRANSIT SYSTEMS JOINT POWERS AUTHORITY (CaITIP). ' 11. Staff was authorized to finalize the agreement with the Azusa Chamber of Commerce for Funding Chamber of and Support, for Fiscal Year 2015/2016, at a funding level of $44,493, which was the same Commerce funding level as Fiscal Year 2014/2015, and the City Manager was authorized to execute the Agreement contract, in a format acceptable to the City Attorney, on behalf of the City. 12. Staff was authorized to issue a Request for Proposal (RFP) for a Comprehensive User Fees and Charges Study. ACCEPTANCE OF THE IMPROVEMENTS AT THE AZUSA ROCKERY, A GEOLOGY PARK. Councilmember Macias requested that a dedication ceremony be scheduled in October, 2015, to accept the park. Chief Gonzalez answered to a question posed by Mayor Rocha stating that the homeless population who frequent the park cannot be removed as long they are not conducting illegal activity; staff has a meeting scheduled to meet with the Army Core of Engineers to discuss the homeless population in the area surrounding the park.
