The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium
located at 213 East Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 6:30 P.M.

action taken in closed session; Mayor Rocha abstained from participating on Item No. 3.

Mr. Hector Elizalde thanked the Council for their assistance with the 4th Annual Veterans Forum, held H. Elizalde
at the Azusa National Guard Armory, July 11, 2015. Comments
Mr. Adrian Osterreich, representing Ygrene Energy Fund, offered their services to residents for the A. Osterreich
financing of residential water and energy conservation upgrades related to the .State's Property Comments
Assessed Clean Energy (PACE) Program.
Mr. Greg Ahern addressed the meeting to express concerns regarding Councilmember Carrillo's G. Ahern
current employment, which he believers may cause potential conflict of interest on, certain projects Comments
approved by Council.
Mr. Jorge V. Rosales announced the Korean Armistice Day Ceremony, in front of City Hall, July 27, J. Rosales
2015. Comments
City Manager Butzlaff responded to Mr. Osterreich's presentation of Ygrene Energy Fund, stating that T. Butzlaff
the Azusa Utilities Department is currently working with another company on the financing of clean Comments
energy programs for Azusa residents.
City Attorney Martinez responded to Mr. Ahem's concern stating that if a financial conflict should M. Martinez
arise as a result of Councilmember Carrillo employment with the City of Covina, the proper steps Comments
would be taken; there is no incompatible offices conflict, as the law does not recognize the title of
Assistant City to the Manager incompatible with the title of Councilmember for another City.
NOTICE WAS GIVEN by City Clerk Cornejo, that the following City Board and Commissioners

'City Manager Butzlaff announced that the Council Meetings of August 3 and 17, 2015, were to be T. Butzlaff
canceled, as there is no business that will be conducted. Comments
Moved by Councilmember Gonzales, seconded by Mayor Pro -tem Alvarez to approve Mayor Rocha's Certificates
request for certificates to congratulate three boxers who competed at the Women's World Boxing Boxing
Championship Tournament, to be presented at the Council Meeting on September 8, 2015, by the Champions
following vote of the Council:

Councilmember Alvarez announced that he will not be in attendance at the meeting of September 8, E. Alvarez

Councilmember Macias thanked staff for the Concerts in the Park event on July 16, 2015, and wished U. Macias
everyone a happy summer. Comments
Councilmember Gonzales thanked staff for hosting the Transit Oriented Development (TOD) R. Gonzales
Workshop on July 14, 2015; he made the following announcements: Welcome Ceremony for the comments
Africa Delegation for the 2015 Special Olympic World Games, at Azusa Pacific University, July 22,
2015, and a Welcome Breakfast behind City Hall, July 24, 2015; Annual Cool Kutz For Kids,
Memorial Park, August 16, 2015.
Councilmember Carrillo welcomed the 2015 Special Olympics World Games Athletes to Azusa and A. Carrillo
wished everyone a good summer. Comments
Mayor Rocha thanked Congresswoman Napolitano for the Veterans Forum Event; he made the J. Rocha
following announcements: End of Summer Reading Program Carnival, July 21, 2015; Concerts in the Comments
Park, July 23, 2015; Azusa Beautiful Monthly Cleanup, August 1, 2015; National Night Out, August
4, 2015; Be -A -Walker, August 8, 2015; Dog Vaccination, August 19, 2015; back to school for Azusa
residents, August 18, 2015. He wished a happy 49th Wedding Anniversary to his wife Linda, and
asked to keep service men and women in daily prayers.

PUBLIC HEARING - ANNUAL (2015) METROPOLITAN TRANSPORTATION AUTHORITY Public Hearing
(MTA) CONGESTION MANAGEMENT PROGRAM (CMP) LOCAL DEVELOPMENT REPORT. CMP Program
Community Development Director Christiansen presented the item stating that the annual MTA CMP K. Christiansen
Program has been suspended; however, agencies are still required to file the annual report, by way of a Presents Item
resolution, to give an update to MTA on the program.
Mayor Rocha declared the Public Hearing open; City Clerk Cornejo read the affidavit of proof of Hearing Open
publication published in the San Gabriel Valley Tribune on July 10, 2015.
No public comment was given.

Councilmember Carrillo offered a Resolution entitled: Reso 2015-C34

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, FINDING
THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM
(CMP) AND ADOPTING THE CMP LOCAL DEVELOPMENT REPORT, IN ACCORDANCE
WITH CALIFORNIA GOVERNMENT CODE SECTION 65089.

3. The City Treasurer's Report for the City of Azusa for the month of May 2015, was received, Treasurer
reviewed and filed. Report
4. SPECIAL CALL ITEM

5. The purchase of Police Department dispatch furniture for four (4) workstations from Russ Bassett Dispatch
in the amount of $73,777.36 was approved. Furniture
6. A one year agreement between the City of Azusa and Azusa Pacific University (APU), to provide APU-URO
a full time police officer to serve as a University Resource Officer (URO) for the 2015-2016 Agreement
undergraduate academic school year was approved.
' 7. The parkway improvements in the Promenade District, located along 9th street, Azusa Veterans Acceptance
Way, Monrovia Place and The Promenade were approved and accepted, and an amendment to the Parkway Impr
existing contract, between the City and ValleyCrest Landscape Maintenance in the amount of Monrovia
$2,340 annually, was approved. Nursery
8. An amendment to the contract with B/R Partners, Incorporated for Project Management Services B/R Partners
related to the Rosedale project was approved, and the City Manager was authorized to execute, in Agreement
a form acceptable to the City Attorney, the Professional Services Agreement Amendment. Amendment
9. A contract was awarded to FRI & Associates in an amount not to exceed $38,880, to administer Housing Rehab
the City's CDGB Single Family Housing Rehabilitation Program, and the Mayor and the City Program
Manager were authorized to execute the contract, in a form acceptable to the City Attorney, on Agreement
behalf of the City.
10. An amendment to the Professional Services Agreement with Morse Planning Group, for Project Morse Planning
Management Services extending the term of the agreement through June 30, 2016, was approved, Group
and the City Manager was authorized to execute the amended agreement, in a form acceptable to Amendment
the City Attorney, on behalf of the City.

Public Works Director Bobadilla responded to a question posed by Mayor Pro -tem Alvarez, stating Sweepers
that it would be more cost effective to lease the scrubbers instead of buying them.
Moved by Mayor Pro -tem Alvarez, seconded by Councilmember Gonzales to approve the lease of two
(2) Tennant Integrated Sweepers/Scrubbers (M20) in the amount of $127,411.20, plus applicable tax,
from US Bank, and to authorize the City Manager to execute all documents necessary for the
transaction on behalf of the City, by the following vote of the Council.

boundaries.
Moved by Councilmember Macias, seconded by Councilmember Carrillo, to approve an amendment
to the Outdoor Event Agreement with Brobksee, LLC for the 2015 and 2016 Revel Canyon Marathon,
and to authorize the City Manager to execute the amendment, in a form acceptable to the City
Attorney, on behalf of the City, by the following vote of Council:
