Call to Order Roll Call Flag Salute Invocation Public Part Mr. Hector Elizalde, representative of Congresswoman Napolitano addressed the Council to invite H. Elizalde everyone to the Military Academy Day on Saturday, November 7, 2015 at the West Covina Senior Comments Center. Representatives will be present to speak with students that are interested in pursuing a career in the military. He requested the City's assistance in notifying residents of Azusa. Ms. Abigail Flores addressed the Council stating that she is an avid cyclist and member of two bicycle A. Flores clubs. She requested information regarding the City's bicycle plan once the opening of the two Gold Comments Line stations occurs; the promotion of cycling on the City's website; and bicycle detections at intersections. Mr. Andrew Yip addressed the Council stating that he is student at Azusa Pacific University and a A. Yip member of Bike San Gabriel Valley (SGV). He is interested in the City's bike plan, concerned about Comments 'the safety of riders and has assisted other Cities in applying for Federal grants for bicycle safety. Mr. Art Morales addressed the Council regarding the dangers of cycling on sidewalks; the Azusa A. Morales School Board election on November 3; encouraged everyone to get involved and vote; and requested Comments the polling places closing time be changed to 8:00 p.m. He also requested that the Native American artifacts that were found during the construction of the Rosedale Development be displayed in library. City Manager Butzlaff addressed Mr. Elizalde's comments stating that City Staff will notice the Military Academy Day on the City's website to get the word out to the community. He addressed the concerns regarding the City's bicycle plan stating that the City has both Class 1 and Class 2 bike lanes, information regarding the location of these lanes is available on the website under the transportation element of City's general plan; bicycle transportation has been addressed in the upcoming Downtown area specific plan as the City wants to make sure that people have the ability to safely get to the Gold Line Station through the Downtown; the City recently received a $60,000 grant from the Air Quality Management District (AQMD), Mobile Source Air Pollution Reduction Review Committee (MSRC) program for the installation of lighted bollards along the bicycle route off of San Gabriel Boulevard, in order to enhance bicycle safety. The streets of older cities were not created with the intended width to support both vehicle and bicycle traffic; the problem for cities like Azusa is buying the additional right-of-way to create new bicycle paths which is very expensive and usually has to go through private property owners. California has the common rule of "shared roads" where roads are intended to be used by all types of transportation usage. He welcomed the comments and will continue to look into opportunities to improve and create bicycle lanes as funds are available. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF T. Butzlaff Comments Rprts/Update Mayor Rocha: Request for a $200 sponsorship for Sierra High School to attend a field trip. Sponsorship, Sierra High Moved by Councilmember Carrillo, seconded by Mayor Pro -tem Alvarez to approve the Sierra High School School for a Feld trip sponsorship, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE Mayor Pro -tem Alvarez announced that he participated in the Golden Days 5k Family Fun Run on E. Alvarez Sunday, October 4, 2015 and there were over 400 participants; the Taste of the Town event on Comments Tuesday, October 6, 2015 from 5:00 p.m. to 8:00 p.m.; and he encourage everyone to participate in the Golden Days events. 'Councilmember Macias thanked the two individuals that spoke about the City's lack of bicycle U. Macias infrastructure. As an avid cyclist, he is amazed by the bicycling amenities that the City has, including Comments the bike lane that runs along the San Gabriel River and mentioned the grant that the City obtained from the AQMD. He is looking forward to seeing everyone at the Golden Days events and wished a happy birthday to his friend, Mr. David Santellan. Councilmember Gonzales wished everyone a great Golden Days week and is looking forward to R. Gonzales seeing everyone at the parade. He welcomed City Manager Butzlaff to his first Golden Days parade. Comments 2. Resolution No. 2015-055 was adopted and entitled: Reso 2015-055 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules H.R. Action and applicable Memorandum of Understanding(s), were approved as follows: Item Merit Increase and or Regular Appointments: R. Rodriguez. Flexible Staffing Promotion: E. Cardoso. Reclassification: K. Maldonaldo-Orr. Councilmember Carrillo announced that he attended the League of California Cities Annual A. Carrillo Conference where he had the opportunity to get an update on the last legislative session, network with Comments other Cities that are facing the same challenges as Azusa and attended some conferences on economic development. He wished everyone a happy Golden Days week. Mayor Rocha announced that the meeting will be adjourned in memory of Ms. Josefina Aguirre, J. Rocha lifelong Azusa resident. He wished everyone a happy Golden Days week and announced that he Comments participated in the Fun Run on Sunday, October 4. He also announced the following Golden Days events: Talent Show on Wednesday, October 7; Bingo Night on Thursday, October 8; Golden Days Steak Fry Dinner on Friday, October 9; Parade on Saturday, October 10 and Carnival at Memorial Park from Friday, October 9 through Sunday, October 11. Regarding the Native American artifacts that were found during the construction of the Rosedale Development, the City has first right of refusal; some of the artifacts that were found are tools and toys; the artifacts were boxed and shipped a museum at UCLA; and he would like staff to look into bringing the artifacts back. He asked that 'to everyone keep service men and women in their prayers. CONSENT CALENDAR: Moved by Councilmember Gonzales, seconded by Mayor Rocha, to Consent approve Consent Calendar Items D-1 to D-8, with the exception of item D-5 which was handled under Calendar the Special Call portion of the agenda, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: ALVAREZ (abstained from item D-1 only) 1. The parkway landscaping improvements surrounding the Parsons Place Neighborhood in the Landscaping Promenade District of Rosedale along the north side of 9t° street, the east side of Azusa Veterans Improvments, Way, the south side of The Promenade, and the west side of Rosedale Ave. were accepted and an Rosedale amendment to the existing contract between the City and ValleyCrest Landscape Maintenance was increased by $670 per month to maintain the additional parkways. SPECIAL CALL AUTHORIZATION TO ISSUE A REQUEST FOR PROPOSALS TO PROVIDE FLEET MAINTENANCE SERVICES. Public Works Director/City Engineer Bobadilla and City Manager Butzlaff responded to questions 'posed by Mayor Pro -Tem Alvarez stating that staff was late sending out the Request for Proposals (RFP) because they were evaluating other departments including the Light & Water and Police Departments.to see if they wished to join the RFP; it took more time than was available so the City is currently operating on a month to month basis; the other departments will continue operating under the contract that they are in and this RFP will be for general fleet maintenance; and while operating on a month to.month basis, all rates will remain the same. J Moved by Mayor Pro -Tem Alvarez, seconded by Councilmember Gonzales to authorize staff to issue a Request for Proposals to provide fleet maintenance services by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ADJOURNMENT: It was consensus of the City Council to adjourn the meeting in memory of Ms. Josefina Aguirre, lifelong Azusa resident.
