MINUTES OF THE SPECIAL MEETING OF
THE CITY COUNCIL
' MONDAY, OCTOBER 12, 2015 — 6:30 P.M.
The City Council, of the City of Azusa, met in Special Session at the above date and time in the Azusa Light & Water
Conference Room, located at 729 N. Azusa Avenue, Azusa, California.
Mayor Rocha called the meeting to order at 6:30 P.M. Councilmember Carrillo joined the meeting at Call to Order
6:31 p.m. after roll call.
ROLL CALL: Roll call was taken by City Clerk Cornejo.

PRESENTATION AND DISCUSSION REGARDING POTENTIAL DESIGN ALTERNATIVES TO
Design
EXTERIOR OF DOWNTOWN PARKING STRUCTURE.
Alternatives to
Exterior of
City Manager Troy Butzlaff introduced the item stating that artist Mr. Jose Antonio Aguirre previously
Downtown
showed the Council a potential design concept for the exterior of the downtown parking structure. The

Council requested design alternatives for review and consideration. Staff is seeking direction from the
Structure
Council as to which design alternative they wish to move forward with. It is also important to provide
direction to Foothill Transit, as they are constructing the parking structure and need to plan accordingly.
Mr. Jose Antonio Aguirre, Artist, presented some of his artwork for the exterior of -the downtown
parking structure. He showed the Council his original design for the south side wall which was inspired
by Native American iconography. It consisted of a meandering river and other symbols, including a star.
He then presented two new design alternatives for the tower portion of the structure. The first alternative
included the symbol of a sun and the second was a sun, half-moon and star with the rays going down the
wall, which unified the architectural aspect. The colors of the City's logo were incorporated in the design
that will be placed on the other portion of the wall; the design contained mountains along the top and
citrus in the center. Other symbols presented included Azusa founders, Mr. & Mrs. Henry Dalton, a cart,
steam engine train, a 1920's Model A car, the Azusa WWI memorial monument, and the Bridge to
Nowhere.

about 9 feet tall and 18 inches wide was originally designed for the center of the station's arches.
river pavers will cost about $70,000 which does not include the mosaic art components or the Iconic
Azusa "A" Monument Structure. The other items have not been priced as staff was unsure which
direction the Council would like to go.
Discussion ensued regarding the two proposed alternatives for the sun symbol. The first was a sun and
the second was a sun, half-moon and star. The Council chose alternative two, the sun, half-moon and
star.
The Council agreed to the geometric shapes on the design panels that will be placed along the parking
structure wall. The first panel was presented, which would include either a mosaic of Mr. and Mrs.
Henry Dalton or of the WWI memorial monument. The Council selected to have the WWI memorial
monument, which will be colorized. For the second panel, the Council was given the option of either a
'cart or the Bridge to Nowhere and the cart was selected. With respect to the third panel containing the
1920's vehicle, Council selected to incorporate a Route 66 logo alongside the vehicle. There was further
discussion .regarding use of a steam engine or red car on the last panel. It was decided that Mr. Aguirre
would design an alternative that would include the red car, and present it to the Council for their final
review at a later date.
The Council had the option to use Granite or Sandstone for the Iconic Azusa "A" Monument Structure.
The color of the granite would either be similar to the design or coral pink and could stand between 9-10
feet tall. It was noted that it would have an anti -graffiti coating to prevent damage. The Council was in
favor of putting the glass mosaics on the side of the monument and would like to see it lit up at night.
There was further discussion regarding the potential availability of funds, since the monument qualifies
as public funds; the possibility of lighting for the parking structure mosaics; and the final cost.
Discussion was held regarding the river motif on the parking structure wall, with consensus to use the
proposed design.

Azusa Middle Management Association President, Cary Kalscheuer, addressed the closed session item C. Kalscheuer
stating that the association members had not had a cost of living adjustment since 2009; their MOU Comments
lapsed in July 2014 and he would like to see more progress with the issue; the City is looking at savings
'of about $3 million; potential retirements; they have been without a contract for over a year; and believes
Troy's suggestion is a good deal.
The City Council recessed to closed session at 7:30 P.M. to discuss the following:

City Negotiators: Troy L. Butzlaff, City Manager and Amelia Ayala, Interim Human Resources and
Risk Management Director. .
Organizations: ACEA (Azusa City Employee Association), CAPP (Civilian Association of Police
Personnel), AMMA (Azusa Middle Management Association), APOA (Azusa
Police Officer Association), and APMA (Azusa Police Management Association).
There was no reportable action for Closed Session Item No. 1.
