The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. Call to Order ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Macias joined the meeting Roll Call at 6:41 p.m. after roll call. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Butzlaff, City Attorney Hull, Community Development Director Christiansen, Director of Human Resources and Risk Management Ayala, Police Chief Gonzalez, Neighborhood Services Coordinator Quiroz, Administrative Technician Juarez. Consultation with Sam Gonzalez, Chief of Police, City of Azusa The City Council reconvened at 7:33 P.M.; City Attorney Hull announced that there was no reportable action. Closed Session REGULAR MEETING Mayor Rocha called the meeting to order at 7:33 P.M. Councilmember Carrillo joined the meeting at 7:33 p.m, after roll call. ROLL CALL: Roll call was taken by City Clerk Comejo. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT 'Elected Officials: City Treasurer Vasquez, City Clerk Cornejo. Staff Members: City Manager Butzlaff, City Attorney Hull, Community Development Director Christiansen, Director of Human Resources and Risk Management Ayala, Police Chief Gonzalez, Police Captain Hunt, Finance Director Paragas, Public Works Director/City Engineer Bobadilla, Neighborhood Services Coordinator Quiroz, Administrative Technician Juarez. The Pledge of Allegiance was led by Ms. Diana Williams. The Invocation was given by Pastor Rick McDonald, Azusa House of Prayer PUBLIC COMMENT Regular Meeting Roll Call Flag Salute Invocation Public Comment Dr. Barbara Dickerson addressed the Council to encourage Veterans to attend Citrus College, should B. Dickerson they wish to pursue an academic Career and announced three of the nine programs that received a Comments grant from the Canyon City Foundation. Ms. Diana Williams discussed the success of the Lead in Harmony Conference which was held on D. Williams November 6, 2015; thanked Administrative Intern Carina Campos along with everyone who assisted Comments in the event; and stated that she would like to see the Human Relation Commission's various annual events continued. Mr. Art Morales addressed the Council to discuss the great job of the Azusa Police Department and his A. Morales desire to hire more officers; suggested designated parking spots at Citrus College for City of Azusa Comments 'residents; suggested the lighting around the City be increased; and thanked the military for their service. Mr. Jorge V. Rosales addressed item D-6, commended staff for having the RFP ready right away; J. Rosales regarding item D-8, he stated he was glad to see the development of a pavement -management plan; Comments and expressed his happiness to see the First Quarter Financial Report on the agenda as it provides transparency. City Manager Butzlaff responded to the comments of Ms. Williams, stating that he would pass on her T. Butzlaff compliments to Carina Campos. In response to Mr. Morales' comments regarding lighting, he stated Comments that the City follows design guidelines and if there were specific areas of concern, he ccould provide a list to city staff. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL Rprts/Update City Manager Butzlaff discussed the success of the Eddy Awards stating that although the City did not T. Butzlaff win it was a great opportunity to showcase the City and attract the businesses that the City needs. Comments Mayor Rocha: Request for a proclamation for retiring Azusa Unified School District Board of Proclamation Education Member Mr. Burke Hamilton to be presented on Tuesday November 17 at 3:30 p.m Request Moved by Councilmember Gonzales, seconded by Mayor Pro -tem Alvarez to approve the proclamation for retiring Azusa Unified School Board of Education Member, Mr. Burke'Hamilton, by the following vote of the Council: 'AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE Council to set a time and date in November, to hold the interviews of applicants for the vacant Planning Commission position. After a brief discussion, the Council elected to hold the interviews for the vacant Planning Commission position on Tuesday, December 8, 2015 at 6:30 p.m. in the Light and Water Conference Room. PAGE TWO —11/16/2015 Planning Commission Interview Date ti I Mayor Pro -tem Alvarez praised the success of the Veteran's Day event; wished everyone a Happy E. Alvarez Thanksgiving; stated that he would like to install a crosswalk or signal at the intersection of Irwindale Comments and Paramount; and requested that staff also look at Vernon Avenue between Gladstone Street and Arrow Highway, although a crosswalk is present, safety is still an issue. Councilmember Macias reminded everyone to get their flu -shots; discussed the success of the Eddy U. Macias Awards; and thanked staff for their presentation. He wished a happy belated birthday to the U.S. Nary Comments and the U.S. Marine Corp and also wished everyone a Happy Thanksgiving. Councilmember Carrillo wished everyone a Happy Thanksgiving and encouraged everyone to reflect A. Carrillo on what they were thankful for. Comments 'Councilmember Gonzales wished everyone a Happy Thanksgiving; reminded everyone of the free yard sale dates on December 5 and December 6; and reminded everyone to think of the less fortunate during this cold weather and donate as they were able to. He announced the following events: Winter Fiesta and tree lighting on December 5; a senior citizen haircut drive, compliments of local beauticians and barbers on December 13 at the American Legion; and asked that anyone that may need transportation to the event contact him. Mayor Rocha announced that the meeting would be adjourned in memory of Ms. Frances Salazar and Ms. Jovita Elias, lifelong Azusa residents. He wished everyone a Happy Thanksgiving and announced the following: donations for the Military can be dropped off at City Hall; the 17`h annual school district wide food drive was taking place and donations received would go to local food banks; Buster Balloon Show and Food Drive at the City Library on December 2. He asked that everyone keep service men and women in their prayers. R. Gonzales Comments J. Rocha Comments CONSENT CALENDAR: Moved by Councilmember Gonzales, seconded by Councilmember Consent Macias, to approve Consent Calendar Items D-1 to D-12, by the following vote of the Council: Calendar AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE 1. The minutes of the Special Meeting of October 12, 2015 were approved as written. Minutes ' 2. Resolution No. 2015-C60 was adopted and entitled: Res. No. 2016- C60, Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules and HR Action applicable Memorandum of Understanding(s), were approved as follows: Items Merit Increase and or Regular Appointments: M. Sencion, F. Zarate, P. Flores Promotion: P. Brock Separation: T. Harrington. 4. The lease contract with Enterprise Fleet Services for the lease of nine (9) unmarked police vehicles Lease of Police in an amount not to exceed $38,679.48 annually was approved and the City Manager was Vehicles authorized to execute a lease agreement on behalf of the City. 5. The City Treasurer's Statement of cash and investment balances for the month of September 2015 Treasurer's was received, reviewed and filed. Statement 6. Staff was authorized to release a Request for Proposal for the development of a mixed-use project RFP, Block 36 on the southeast corner of Foothill Boulevard and Azusa Avenue, commonly known as Block 36, 7. The first amendment to the Franchise Agreement between the City and Jan's Towing, Cities Amendment to Towing and Storage, Inc. (DBA: San Gabriel Valley Towing), and Royal Coaches Auto Body & Towing Towing was approved and the Mayor was authorized to sign on behalf of the City. Agreement 8. The City Manager was authorized to execute a Task Order with RKA Consulting Group for a not- Task Order to -exceed fee amount of $59,070.00 for the development of a Pavement Management System. RKA Consult. 9. The Mayor was authorized to sign the Fiduciary Agreement Addendum Memorandum of MOU Understanding to the Los Angeles Organized Crime and Drug Enforcement Task Force Amendment, (OCDETF) Strike Force Memorandum of Understanding. OCDETF 10. The list of agreements executed by the City Manager from September 28, 2015 to October 31, City Manager 2015 was received and filed. Agreements 11. No. 2015- C61, ICRMA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE CITY MANAGER TO PROVIDE WRITTEN NOTICE OF INTENT TO WITHDRAW MEMBERSHIP FROM THE INDEPENDET CITIES RISK MANAGEMENT AUTHORITY (ICRMA). ORDINANCES/SPECIAL RESOLUTIONS Ord./Spec. Res. SECOND READING AND ADOPTION OF ORDINANCE APPROVING THE AZUSA TRANSIT- Second Reading ORIENTED DEVELOPMENT SPECIFIC PLAN PROJECT AND ZONE CHANGE OF ALL ofTOD PROPERTIES WITHIN THE SPECIFIC PLAN AREA FROM THEIR CURRENT ZONING TO Ordinance `SPECIFIC PLAN — AZUSA TRANSIT ORIENTED DEVELOPMENT' Councilmember Macias offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL FOR THE CITY OF AZUSA, APPROVING THE AZUSA TRANSIT -ORIENTED DEVELOPMENT SPECIFIC PLAN PROJECT AND ZONE CHANGE OF ALL PROPERTIES WITHIN THE SPECIFIC PLAN AREA FROM THEIR CURRENT ZONING TO `SPECIFIC PLAN — AZUSA TRANSIT ORIENTED DEVELOPMENT' Moved by Councilmember Macias, seconded by Councilmember Carrillo, to waive further reading and adopt Ordinance No. 2015-011, by the following vote of the Council: AYES: COUNCILMEMBERS: CARRILLO, MACI AS, ROCHA NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: GONZALES, ALVAREZ SUCCESSOR AGENCY ITEMS Councilmember Gonzales offered a Resolution entitled A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS 'Moved by Councilmember Gonzales, seconded by Mayor Pro -tem Alvarez, to waive further reading and adopt Resolution No. 2015-R26, by the following vote of the Council: AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE ADJOURNMENT: It was consensus of the City Council to adjourn the meeting in memory of Ms. Frances Salazar, Ms. Jovita Elias, and Ms. Rosemary Pementel, lifelong Azusa residents.
