The City Council, of the City of Azusa, met in Special Session at the above date and time in the Azusa Light & Water Conference Room, located at 729 N. Azusa Avenue, Azusa, California. Mayor Rocha called the meeting to order at 7:09 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ROCHA ABSENT: COUNCILMEMBERS: ALVAREZ ALSO PRESENT Elected Officials: City Clerk Comejo. Staff Members: City Manager Butzlaff, City Attorney Martinez, Utilities Director Morrow, Police Chief Gonzalez, Police Captain Hunt, Public Works Director/City Engineer Bobadilla, Management Analyst Lacasella, Administrative Intern Campos, Associate Planner Munoz, and Administrative Technician Juarez. COUNCIL,RECESSED FOR BREAK AT 7:10 P.M. AND RECONVENED AT 7:20 P.M. PUBLIC COMMENT ' No public comment was given. STUDY SESSION COMMUNITY ASSISTANCE PROGRAM. Administrative Intern Carina Campos presented the details on the City's Proposed Special Assistance Program which would create a formal process for considering community funding assistance requests. Discussion ensued regarding the eligibility requirements, the maximum grant amount allowed and what the funds should be used for. The Council elected to allow grants up to $200 to be requested by community based groups and recognized clubs or sports teams that are affiliated with a school within the jurisdiction of Azusa. The funds granted are only to be used for youth - focused educational and enrichment purposes. SCHOLARSHIP FUND PROGRAM. Administrative Intern Carina Campos presented the proposed Scholarship Program which was funded by Vulcan Materials Company as a condition of their development agreement, and would benefit both high school seniors and adults advancing their career. Discussion ensued regarding acceptable schools, grade point average (GPA) and to whom the funds would be dispersed to. The Council directed Staff to modify the qualifications to include acceptance to an accredited college, university or trade school, a minimum GPA of 2.75, and ensure that scholarship funds are given directly to the institution and not the individual. 'DISCUSSION REGARDING PARKING RESTRICTIONS FOR CERTAIN COMMERCIAL VEHICLES ON RESIDENTIAL STREETS. Staff presented the staff report stating that the City had received various complaints regarding the parking of commercial vehicles in residential districts. The Azusa Municipal Code classifies a commercial vehicle as that weighing more than 10,000 pounds and Staff is seeking the Council's direction on lowering the weight threshold to allow for more enforcement. Discussion ensued regarding the proposed commercial weight threshold of 6,000 pounds, the limitation of parking in both residential and commercial areas, and hours of prohibited parking. The Council directed staff to lower the commercial vehicle threshold to 6,000 pounds and restrict parking in both residential and commercial areas from 12AM — 5AM. Once the changes are adopted, there will be a one year trial period to allow for changes as needed. ADJOURNMENT The meeting was adjourned by consensus of the City Council.
