The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Comejo. Councilmember Carrillo arrived at 6:31 p.m., was not present at roll call. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEM 3ERS: NONE ALSO PRESENT Elected Officials: City Clerk Comejo. Staff Members: City Manager Butzlaff, City Attorney Martinez, Economic and Community Development Director Christiansen, Economic Development Specialist Campos, Neighborhood Services Coordinator Quiroz, Chief Deputy City Clerk Garcia. CEREMONIAL ' 1. Carina Campos, of Economic Development Special ist,presented the certificates to City of Azusa scholarship recipients, Ithzcally E. Herrera, Jesus Jaimes, and Destiny A. Tellez. 2. Troy Butzlaff City Manager, announced the proclamation was presented for week of October 16-22, 2016 as Freedom from Workplace Bullies Week. 3. Troy Butzlaff, City Manager, presented a Certificate of Recognition to Martha Villegas for her Community Service. CLOSED SESSION The City Council recessed to closed session at 6:38 P.M. to discuss the following: CONFERENCE WITH LEGAL COUNSEL — THREAT OF LITIGATION/POSSIBLE INITIATION OF LITIGATION — Pursuant to California Government Code Sections 54956.9(d)(2) & (d)(4) 1 Potential Case The City Council reconvened at 7:30 P.M.; REGULAR SESSION Mayor Rocha called the meeting to order at 7:30 P.M. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo Staff Members: Acting Chief of Police Hunt, City Attorney Martinez, Director of Human Resources and Risk Management Ayala, Director of Economic and Community Development Christiansen, Public Works Director/City Engineer Bobadilla, Recreation and Family Services Director Jacobs, Recreation Coordinator Martinez, Management Analyst Lacasella, Economic Development Specialist Campos, Neighborhood Services Coordinator Quiroz, Police Lieutenant Grant, Chief Deputy City Clerk Garcia. The Pledge of Allegiance was led by Vincent L. Chacon. The invocation was given by Reverend LeRoy -First Assembly of God Church. CLOSED SESSION REPORT The City Council reconvened at 7:40 P.M. City Attorney announced the following regarding Closed Session. All members were present. Item 1 No reportable Action PUBLIC COMMENT Susie Gurrera, Azusa co-chair of the City of Azusa Golden Days Committee- Introduced the Golden Days 2016 Committee; Peggy Martinez, Gaby Arellanes and Sylvia Contreras are hostesses. She announced the Honored Citizens; Joe Torres and Edith Russek as well as new committee members. ' Ed Blomendohl, 125 W. Sierra Madre, Azusa, CA 626-253-6749,addressed Item E-7 Dementia Friendly Family Community, he thanked the Council for acknowledging and making the City dementia Friendly. He announced that they have virtual dementia tours at Silverado Living. Roxanne Bickham, American Cancer Society, 50 N. Hill Ave. 4200, Pasadena, CA 909-917-6857, Roxanne bickhar @cancer.org thanked council for their support. She recognized those who participated in the Relay for Life Cancer Event, Azusa Rotary, City of Azusa Parks & Recreation Dept., Duces Wild Entertainment, VFW Post 8070, Toyota of Glendora, Tardino Bros., Benny & Rocko and special thanks to Northrup Grumman, and Victor Hodge Elementary School where Benny & Rocko helped to raise $51,000 in the past 2 years. She also presented Council with a sponsorship plaque. Jaime Martinez- 161 S. Cerritos Ave.626-231-1378, Addressed the council regarding past arrest with other cities. He is requesting Justice for his brother. ' Jared Rohatinsky, 11968 Itlica Dr. Ut., 84003,801-830-0624 iaredabroosee.com spoke on behalf of Revel Marathon to announced that Azusa's participation in the marathon is welcomed. . He presented information regarding the Revel Marathon Event. It has had a $1 Million Dollars impact to the local economy, with $50 thousand of direct revenue to the local tax revenues. He thanked Council for the relationship that the city has with Revel Marathon. Hector Elizalde,4401 Santa Anita Ave. El Monte, CA 626-350-0150, hector. elizaldcna mail.house.gov. Announced a Military Academy Day on Saturday October 29, 2016, at 8 a.m. to 12 p.m. at West Covina Senior Center, 2501 E. Cortez Street, West Covina. They will have all the branches of the military there to answer questions. The event is free. He is requesting that everyone participate in the event. Jorge Rosales, president of Azusa Sister City Committee informed the council about the Golden Days schedule of events. He invited council and staff to participate in the 50`h Sister City Dinner Dance on Friday, October 7, 2016. The price of the meal is $25.00 at Azusa' Woman Club, 1003 N. Azusa Ave. It begins at 6:00 p.m. City Manager Butzlaff responded to public comments. No public Comments to report. REPORTS. UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL Carol Anne Hagele, Education Specialist, of San Gabriel Valley Mosquito and Vector Control District gave a presentation on the reproduction cycle of mosquitos with statistics for 2016. She announced that there were 276 cases of mosquito borne illnesses and 20 fatalities in Los Angeles County. Councilmember Macias asked what is being done in regards to the San Gabriel Valley Rivers, Carol Anne's response was they're constantly in the riverbeds treating for mosquitos and black flies. Councilmember Carrillo thanked her for bringing this report to the community. ' Mayor Rocha announced San Gabriel Valley Mosquito & Vector Control have weekly meetings on 2"d Friday of the month at 7 a.m. at location 1145 N. Azusa Road, West Covina, CA Acting Chief of Police Hunt Introduced Lt. Chris Grant, Liaison HALO Program, Lt. Grant, addressed the Council with a presentation on the homeless population here and in nearby cities. In efforts of outreach the homeless population and improve lifestyles. For more information on the HALO Program you can speak with Lt. Chris Grant Supervisor, Cpl. Andy Rodriguez, Cpl. Louie Hernandez, Officer Jesse Landa or Officer Kyle Baily. He presented the statistics of 224 homeless people here in Azusa. HALO is working with the different agencies to help clean up some of the encampments and improve living conditions for the city overall. Councilmember Macias -asked to explain what is an entry? PAGE TWO 10/3/2016 - Lt. Grant responded with anything that is a call to service or an Officer was called for an activity can be added as an entry in the system to keep track of the -homeless. However if they already exist in the system they are not re -added to the system. Councilmember Gonzales congratulated LA County Fire on successful open house for the new Fire Station 97. He congratulated Mr. Torres and Ms. Russek as well as welcomed them to the Golden Days Committee. He praised the Parks and Recreation for the successful 5K Run. He announced the sale of Salute through Songs Concert featuring Brent Wood. Tickets will be sold at $25 during the Golden Days week. He welcomed the APU students for their attendance. Councilmember Alvarez, thanked Golden Days' Committee. ' Councilmember Macias, congratulated the Honored Citizens of Azusa Golden Days. He would like to also adjourn in memory of Mr. James Grosser, lifelong resident who passed in the morning. Mayor Rocha announced that the meeting will adjom in memory of Richard John Chacon, Aurelio Carrillo, James Grosser. He congratulated the two Honored Citizens. And asked that we keep the service men and woman in our prayer. He announced the Lagunitas Job Fair scheduled for November 10, 2016, from 2 p.m. to 7 p.m. will be postponed to January 19, 2017. SCHEDULED ITEMS City attorney, Marco Martinez introduced Mr. Ferguson to give a Presentation and discuss what direction council could take on the potential Recreational Marijuana Regulations in response to Proposition 64 for the November. 8, 2016, Election Ballot. Attorney Ferguson presented options for council. Moved by Councilmember Gonzales, seconded by Councilmember Alvarez and carried by unanimous vote of the Council, AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE Mayor Rocha asked who would be monitoring the regulations? 'Attorney Ferguson- responded with that would be a policy issue. Councilmember Macias asked what is the date that it will go into effect? Attorney Ferguson responded, November 9`h 2016. Councilmember Carrillo said that he would like to take the most conservative action for the City. The entire council decide to go with Option No. 2. There was continued discussion between City Council and City Attorney in regards to regulations and cultivation within the city to be determined under reasonable regulation. CONSENT CALENDAR: Moved by Councilmember Gonzales, seconded by Councilmember Alvarez, to approve Consent Calendar Items D-1 to D- 9, and carried by the following vote of the Council: AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE 1. Minutes of the Regular Meeting of September 6, 2016 were approved as written. 2. Adopt Resolution No. 2016-C63 was adopted and entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. ' 3. The Human Resources Action Items in accordance with the City of Azusa Civil Service Rules and Applicable Memorandum of Understanding(s). were approved as follows: Merit Increase: G Enriquez Class Specification Revision: Senior Librarian/ Youth Services Reclassification: Senior Librarian/ Technology Services to Senior Librarian/Youth Services New Appointment: Z. Chadwick, J. McMath, M. Velez, A.Garcia 4. Approved tentative tract map and any amendments thereto; and find that this project is in compliance with the provisions of the Subdivision Map Act; and approve Final Tract Map 73418; and authorize the City Clerk and City Treasurer to endorse the certificates on the face of the map, which embodies the approval of Final Tract Map 73418. Approved Amendment No. 3 for the Jail Food Service Contract with the County of Los Angeles increasing the cost per meal to $2.63; and authorize the Mayor to execute, in a form acceptable to the City Attorney, Amendment No. 3 on behalf of the City of Azusa; and Authorize the Acting Chief of Police or, City Manager with City Attorney approval to sign any additional cost increase amendments during the life of the Food Service Contract not to exceed a total of $4.00 per meal. 6. Send a letter to the California Public Utilities Commission (CPUC) urging them to adopt the Recommendations on Natural Gas Leakage Abatement. 7. Adopted Resolution 2016-C64 expressing the City's commitment to becoming a "Dementia Friendly Community" and taking necessary actions, which include participation on a task force, to create a community that is informed, safe and respectful of people living with dementia and their families. ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXPRESSING CITY OF AZUSA's COMMITMENT TOWARD BECOMING �A °DEMENTIA FRIENDLY COMMUNITY" 8. Authorized the City Manager to execute the Outdoor Event Permit Agreement for the 2017 Revel Canyon Marathon, operated by Brooksee LLC., in a form acceptable to the City Attorney, on behalf of the City 9. The list of agreements executed by the City Manager for the month of August of 2016 was received and filed. SUCCESSOR AGENCY RELATED BUSINESS Resolution No. 2016-R14 was adopted and entitled: A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS ADJOURNMENT The meeting was adjourned in memory of Mr. Richard John Chacon, Lifelong Azusa Resident; Aurelio Carrillo, Longtime Azusa Resident; James Grosser, Lifelong Resident.
