The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in
salute to the flag.
Invocation was given by Mr. Frank Herber of Church of
Jesus Christ of Latter Day Saints.

There being no corrections or additions, Minutes of regular
meeting of April 5, 1976, and adjourned meeting of April
Q13, 1976, stand approved as written.
As Mr. Rubio was not in the audience to receive his
plaque, from the City, it will be presented at a later
date.
Councilman Arkison presented a plaque to Mr. Robert Fry
in appreciation for his years of service on the Planning
Commission.
' Fernando Esparza, President of Azusa High School Aztec
Band presented to City Council a certificate of appreci-
ation in recognition of its support to the band, for
year 1975-76.
Mr. Ken Downes, 916 Cherrystone In.,, Los Gatos, Ca.,
City's Cable TV Licensee addressed Council re: current
status and projected completion date of Cable TV system
in Azusa. Mr. Downes supplied information about problems
and difficulties encountered in establishing the system.
In answer to question by Council, he stated that the City
wide system would be completed by the end of this calendar
year, and initial installation will be within 90 days.

City Clerk presented claim against the City by William B. Claim vs City
Campbell, 743 E. Foothill Blvd., Glendora, due to alleged
damage to his car in the amount of $467.50. City Admin-
istrator having investigated, recommended that claim be
denied.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to approve recommendation of City
Administrator.

A communication from Parks & Recreation Commission was
submitted stating Azusa Unified School District intends
to sell an unused school site, at 600 E. Sierra Madre
Ave. Parks and Recreation Commission stated they have
no interest in subject property.

10.20.080 OF THE AZUSA MUNICIPAL CODE, RELATING TO
ANIMAL CONTROL AND FIXING FEES AND CHARGES REQUIRED TO
BE PAID IN CONNECTION THEREWITH.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried that further reading be waived.

City Administrator submitted counter proposal from Mr.
Ullrich, for purchase of City property at 5th St. and
Virginia Ave. Purchase price of $300,000., initial
payment of $10,000 and balance of $290,000. to be paid
in six (6) annual payments, with interest rate of 6%
on unpaid balance.
After discussion, it was

and unanimously carried that Council authorize City
Attorney to proceed with escrow re: sale of City property
at 5th St. and Virginia Ave.
City Treasurer's Financial Statement was submitted, show-
ing a balance of $2,217,703.70, as of February 29, 1976.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to receive and file.
City Administrator submitted monthly reports from various
departments.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to receive and file.
A notice was presented that Light & Power Department
entered into an Agreement for installation and removal
of electric distribution facilities for supplying elec-
trical energy for power and lighting service with Meyer
Plastics, 900 W. 8th St., Azusa. A charge of $1,000 was
required for this service.
Moved by Councilman Decker, seconded by Councilman Arkison
and unanimously carried to receive and file.
City Administrator presented to Council request from East
San Gabriel Valley Consortium (CETA I), that City of
Azusa pay $800. as its share of building rental space.
It was his recommendation that City pay this expense,
contingent on all four concerned cities agreeing to pay
pro -rata share for each.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to approve recommendation of
City Administrator.
Request from John White, Maintenance Man III, Public
Works Department, for reimbursement of job-related
courses, in the amount of $32.

and unanimously carried to approve request.

Fire Chief submitted request for approval to attend Appvl. Fire
Southern California Association of Foresters and Fire Chief to
Wardens Training and Safety Seminar, to be held May 6 attend seminar,
& 7 1976, at Camp Pilgrim Pines in Oak Glen, total cost at Oak Glen

Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to approve display and distribu-
tion of literature opposing Proposition 15, in the Light
& Power Office.
Director of Public Works submitted final acceptance of
Project No. 548, reconstruction of several alleys, which
has been successfully completed by A.M. Paving Co. Final
contract amount $27,989.61.
Director of Public Works recommended City Council accept
CA Project No. 548, and direct the City Clerk to file Notice
Ln of Completion with Los Angeles County Recorder.

Mayor Solem brought to Council's attention that Father Plaque to
Duggan, pastor of St. Frances of Rome Church in Azusa Father Duggan
has retired, and suggested that the City present him with
a plaque.
' Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to present plaque to Father Duggan
at City employees service award dinner on May 21, 1976.
Mr. Robert Sandwick former City Administrator of Azusa,
presented a picture of "old" City Hall, with request
that it be presented to the Historical Society.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to accept picture from Mr. Sand-
wick, and send letter of appreciation to him, on behalf
of the Historical Society.
Mayor Solem noted that Parks & Recreation Commission
have invited Council, to be its guests at "Azusa Night
at Dodger Stadium", on April 26, 1976.
Councilman Arkison questioned if any action had been
taken concerning matter of cars parked on vacant lot at
Pasadena Ave. and 5th St. City Administrator answered
City does have an Ordinance prohibiting this, and City
Attorney is contacting involved persons by mail.
Councilman Arkison also questioned if exempt solicitors'
license Ordinance has been reviewed. City Clerk stated
City Attorney is amending this Ordinance, and will limit
time allowed for exempt license, to 30 days.
Councilman Arkison asked City Administrator if procedures
were established for earthquake disaster, and how often
were drills held. City Administrator answered drills had
been held and that it was his feeling the City is ade-
quately prepared in the event of an earthquake; however,
magnitude will dictate efficiency and extent of response.

Councilman Arkison requested list of organizations that Acct.#5100
