Mayor Decker called the meeting to order and led in the Call to Order salute to the flag Present at Roll Call Councilmen Rubio, Solem, Cruz, Arkison, Decker ' Also Present City Administrator Dangleis, City Engineer Stimson, Superintendent of Light & Power Gerharz, Associate Planning Director Ftizsimmons, Planning Assistant Barbara Schoetz, City Clerk Dean Klarr The meeting being a point meeting with the Planning Call to Order Commission, the Planning Commission was called to order (Planning by Chairman Gerald H Murray Commission) Present at Roll Call Robert G Fry, Harry C Coffin, Donald A Olejnik, 0. John Conforti, Paul P Mendoza The meeting also being a point meeting with the Chamber of Call to Order Commerce, Mr. Louis Zimmerli President of the Chamber of (Chamber of Commerce introduced the following Chamber members Cctfrlrftt) Bill Beattie, Bob Snvder, Paul%E. Allen, Don Larson, Sharon Lewis, Saul Winokur, Leo C Nasser, Janice E Billings, Adolph Solis, Len Vanderhoop, Al J Reinhardt Also Present Robert Tremaine, Development Coordinator Manager of the Chamber Zimmerli presented the reasons for the meeting Reasons for 'President to jointly discuss the aspects of redevelopment in the joint meeting downtown area He reported that seven committees have been set up by the Chamber as follows 1 Vacant lot clean-up 2 Color -design storefronts ' 3 Wall mural contest 4 Remove/repaint signs 5 Beautification 6 Traffic/Parking 7 Sidewalks - trees These committees will function in the target area of down- town tQ do immediate improvements Bob Tremaine, Development Coordinator for the Chamber presented a slide program geared at emphasin the "Positive Image" of the City, and how the task forces fi a above committees) will add to this image He urffed building upon the existing Spanish and "Early California motif now present Saul Winokur reported about a contest being conducted for a mural, which will be painted on the north wall of the building which is the south boundary of the mini park on the southwest corner of Foothill Boulevard and Azusa Avenue The tbaT- will be early California days and the mural will be paunted prior to Golden Days in October Discussion ras held relative to the status of the necessary "survey area" and"project area" Ralph Fitzsimmons, Associate Planning Director, explained a survey area is necessary to study for redevelopment A project area is a specific area designated for redevelopment within the survey area 1 1 LIBRARY AUDITORIUM A#SA, CALIFORNIA WEDNESDA?, MARCH 27, 1974 On tax increment financing, only the tax increment of the project area can be used Councilman Rubio presented some sketches of the block bounded by Foothill Boulevard on the south, Santa Fe Avenue on the north, Azusa Avenue on the east and San Gabriel Avenue on the west. He pointed out the great amount of vacant area now existing because of demolished buildings He urged a beginning of redevelopment by calling the east half of this block the project area In the concepts he covered, he included a covered mini mall, and second floor apartments for senior citizens General discussion was held in which it was noted a project area must be large enough that it can support itself through tax increment. The uses to which tax increment monies can be placed was debated The question was also raised whether the Canyon area within the city can be included in a project area. It was determined that the whole city can not be designated as a project area, because this would freeze all taxes received by the City, School District etc at their present return The City and the School District could not operate on this frozen return in the future.
