Mr Decker, acting as Chairman of the Redevelopment Agency, called the meeting to order The City Clerk acted as Clerk of the Agency for the pur- pose of taking Minutes Present at the Meeting Agency members Rubio, Solem, Cruz, Arkison, Decker The Planning Commission submitted a recommended project area for the CRA The recommended area was in three separate units as follows UNIT INDICATED AS °l, 23 3, 4 11 Beginning at a point in the center of Foothill Boulevard South of the alley way between Azusa and Alameda Avenues, thence easterly to the center of the intersection of Foot- hill Boulevard and Soldano Avenue, southerly to the center of the intersection of 6th Street and Soldano Avenues westerly to the center of 6th Street intersection of the alley -way between Azusa Avenue and Alameda Avenue, thence south to the center of 2nd Street in a line parallel to Azusa Avenue, thence east to the center of 2nd Street south of the alley between Alameda and Dalton Avenues, thence south to the freeway right-of-way, following the freeway right-of-way westward to a point on let Street mid block between San Gabriel and Angeleno Avenue, thence northerly to the center of 2nd Street in a line parallel to ' San Gabriel Avenue, thence easterly to a point in the center of 2nd Street south of the alley between San Gabriel and Azusa Avenues, thence north to the center of 6th Street in a line parallel to Azusa Avenue, thence westerly to the center of Virginia Avenue to the intersection with 6th Street, thence north to the north side of the Santa Fe Railroad right- of-way, thence southwesterly following the right-of-way to its intersection with the freeway right-of-way, thence westerly following the freeway right-of-way to the City limits, thence north to the northwest corner of Lot 33, thence eastward to the northeast corner of Lot 33, thence south to the center point of Todd Avenue west of an alley being approximately one- half block north of Foothill Boulevard, thence easterly in a line parallel to Foothill Boulevard to a center point of Coney Avenue, thence northerly to a point in the center of the intersection of Coney and Industrial Streets, thence easterly on a straight line parallel to Foothill Boulevard to the intersection of the south side of the Santa Fe Rail- road right-of-way with Angeleno Avenue, thence easterly following the south side of the Railroad right-of-way to the center point of San Gabriel Avenue, thence northerly to a point in the center of San Gabriel Avenue west of property owned by the Von's Shopping Center, thence northeasterly along the City boundary line of same property to the center point of ' Azusa Avenue, thence southerly to the center point of the intersection of Santa Fe Avenue and Azusa Avenue, thence easterly to the center point of Santa Fe Avenue north of the alley way between Azusa Avenue and Alameda Avenue, thence southerly to the point of beginning UNIT INDICATED AS "Bn Beginning at a point on the City boundary north of the center point of Twintree Avenue, thence following the City boundary to a point to it's intersection with the easterly extension of 0 6 AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 3, 1974 Page 2 the north side of Hollyvale Street, thence westerly along a line parallel with Hollyvale Street and its extensions east and west to the center point of Citrus Avenue, thence southerly to the easterly extension of the south boundary of the property known as Foothill Shopping Center, thence westerly along same south boundary and its extension west- ward to the center point of Twintree Avenue, thence north- erly to the point of beginning UNIT INDICATED AS "Cn Beginning at a point on the City limit line and center of Gladstone Street, thence following the City limits southerly and westerly, and easterly and northerly to its intersection with the center of Gladstone Street again, thence westerly to the center point of Gladstone Street at its intersection with Azusa Avenue, thence north to the center of the inter- section of Azusa Avenue and Russell Street, thence westerly to the Dalton Wash, thence south on a line parallel to Azusa Avenue to the City limits, thence following the City limits easterly and southerly to the point of beginning. The Associate Planning Director addressed the Agency and provided some of the background relative to the Planning Commission recommendation It was noted that the approval of this recommendation would allow the Planning Commission to begin a preliminary re- development plan This plan, when ultimately approved, would direct the processes and types of redevelopment ' Louis Zimmerli, 925 W lot Street, President of the Chamber of Commerce addressed the Agency He suggested the three separate units be connected together, if only by a street width He further suggested the Agency establish a committee to do the necessary leg work relative to the redevelopment plan The City Attorney noted State law no longer required all parts of the project are to be contiguous Robert Tremaine, Development Coordinator Manager of the Chamber of Commerce noted that while the law does not require the units to be contiguous, a developer told him Bond Companies prefer contiguous units The City Attorney noted if this were needed it can be done later. After discussion, it was Moved by Mr. Rubio, seconded by Mr Solem and unanimously carried to concur with the recommended redevelopment project areas and with the recommendation that the west half of the block bounded by Azusa Avenue, Foothill Boulevard, San Gabriel Avenue and Santa Fe Avenue be the initial redevelop- ment project sub area. Moved by Mr Arkison, seconded by Mr Rubio and unanimously Adjourn as carried to adjourn the Community Redevelopment Agency and Community re -convene as the City Council Redevelopment Agency & re- convene as City Council The Agency adjourned at 9 01 p.m. Adjourn Clerk of the Agency
