CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, MAY 15, 1978 7 50 p.m.
The Redevelopment Agency of the City of Azusa met in
regular session at the above time and place.
Director Solem called the meeting to order Call to Order
Present at Roll Call Directors Decker, Fry, Cruz, Roll Call
Moses, Solem
Also Present City Attorney Newton, Executive Director
Dangleis, City Department Heads, Secretary
Solis
There being no additions or corrections, Minutes of the Ap vl Min
meeting of May 11 1978, stand approved as written. t71/78 mtg
A proposed Resolution was presented authorizing the Res. #5
submittal of the proposed Redevelopment Plan to the
Planning Commission
Director Decker offered the Resolution entitled

Moved by Director Decker, seconded by Director Moses
and unanimously carried by rollcall that further reading
be waived
Moved by Director Decker, seconded by Director Moses
that the Resolution be adopted Resolution passed
and adopted by the following vote

NOES Directors None
ABSENT Directors None
A proposed Resolution was presented authorizing trans- Res #6
mission of proposed Redevelopment Plan to the Fiscal
Review Committee
Director Cruz offered the Resolution entitled
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA AUTHORIZING TRANSMISSION OF THE PROPOSED REDEVELOP-
MENT PLAN FOR THE AZUSA CENTRAL BUSINESS DISTRICT RE-
DEVELOPMENT PROJECT TO THE FISCAL REVIEW COMMITTEE
Moved by Director Cruz, seconded by Director Fry and
unanimously carried by roll call that further reading
be waived.

the Resolution be adopted Resolution passed and adopted
by the following vote

Director Cruz offered the Resolution entitled

ING THE DRAFT ENVIRONMENTAL IMPACT REPORT, AND THE PROPOSED
OWNER -PARTICIPATION RULES FOR THE PROPOSED AZUSA CENTRAL

Mr Bruce Ballmer, Senior Attorney, from the law firm of
Eugene Jacobs, City's CRA Counsel, spoke re the effect
of Proposition 13 on City's Redevelopment activities
He advised that the effect would be quite sizeable,
however, it would not stop all activities He also
answered questions relative to past, current and pro-
jected costs for counseling for redevelopment In the
absence of firm data he estimated the costs to completion
would be $20,000

Mr Balmer indicated staffing could be effected internally
with no additional hiring needed In fact he urged the
City to continue with its present staffing in order to
keep costs at a minimum
