HomeMy WebLinkAboutMinutes - January 21, 1985 - RACITY OF AZUSA MINUTES JOINT CITY COUNCIL AND REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JANUARY 21, 1985 - 6:00 P.M. The City Council and the Redevelopment Agency of the City of Azusa met in ajoint adjourned regular session at the above date and time in the City Hall Conference Room. Mayor/Chairman Moses called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS/DIRECTORS: COOK, CAMARENA, MOSES ABSENT : COUNCILMEMBERS/DIRECTORS: CRUZ, LATTA Moved by Mayor/Chairman Moses, seconded by Councilman/ Director Cook and unanimously carried by roll call* to excuse Councilman/Director Latta from the meeting. ALSO PRESENT City Attorney/General Counsel Thorson, City Administrator/ Executive Director Wood, Consultants Werner and DeDios, Deputy City Clerk/Deputy Secretary Lara. City Administrator presented an update on the Employee Salary Survey/Classification Study. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call* that City Administrator prepare Council Policy indicating that each member of the various Boards and Commissions in the City be authorized to attend one over -night conference per year (not including seminars which are usually one day's duration); further that any deviation of this policy, such as out of state conferences, would have to be approved by the City Council. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call* that formal bidding procedures be waived pursuant to the Municipal Code, and that the firm of Michael Sanchez and Associates be retained for the architectural design around City Hall which would include a marquee at a cost of $5,000.00; further that the firm also be retained to prepare the design of the logo on the buses for the fixed route system as well as bus stop signs and a pamphlet for distribution to residents at a cost of $18,000.00. Moved by Councilman Camarena, seconded by Councilman Cook and unanimously carried by roll call* that all non-profit organizations within the City be charged a non-refundable clean-up fee of $100.00 for the use of the Woman's Club; further that if the City Administrator decides that a staff person is necessary to be in attendance at the time of the rental that the organization using the Woman's Club be charged for that staff person's time. Moved by Councilman Cook, seconded by Mayor Moses and unanimously carried by roll call* that tennis courts be reconstructed to run in an east to west direction; modern lights to be mounted on existing poles; regulation nets be installed and color coat the courts in red and green. Total expenditure not to exceed $9,000.00 and work to proceed if monies are available in the budget. Moved by Director Cook, seconded by Director Camarena to waive further reading and adopt. Moved by Councilman Cook, seconded by Councilman Camarena to waive further reading and adopt. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: COOK, CAMARENA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: CRUZ, LATTA General Counsel requested a closed session pursuant to General Cnsl Government Code Section 54957 for the purpose of advising advice on the Agency of certain matters of potential litigation within closed sess the attorney-client privilege, the disclosure of which would (CRA) be adverse to the interests of the Agency of the City of Azusa;'tfurther, that pursuant to Government Code Section 54957.9(b) significant exposure to litigation against the Agency exists by the Azusa Unified School District. He further advised that pursuant to Government Code Section 54957.9 he had prepared a letter to the Board of Directors of the Redevelopment Agency, in confidence, under the attorney-client privileges, advising the grounds for and authorization for said closed session. The City Attorney requested a closed session with the City Cty Atty Council pursuant to the authority of Government Code advice on Section 54947.6, for the purpose of meeting with and closed sess advising the designated negotiators regarding salary nego- (COUNCIL) tiations with employee groups.
