MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
MARCH 18, 1985 - 7:43 P.M.
The Redevelopment Agency of the City of Azusa met in regular
session after their Study Session and Closed Session, at the
above date and time in the Civic Auditorium.
Chairman Moses called the meeting to order.
ROLL CALL
PRESENT: DIRECTORS: CRUZ, COOK, CAMARENA, LATTA, MOSES
ABSENT : DIRECTORS: NONE
ALSO PRESENT
General Counsel Thorson, Executive Director Wood, Consultants
DeDios and Werner, City Department Heads, Secretary Solis
and Deputy Secretary Lara.
There being no additions or corrections, the Minutes of the
March 4th Study Session, the March 4th regular meeting and
the March 11th Study Session were approved as written.
Director Cook offered a Resolution entitled:
A RESOLUTION OF THE AZUSA REDEVELOPMENT AGENCY DIRECTING
IMPLEMENTAION OF CERTIFICATE OF PARTICIPATION PROCEEDINGS
AND TAX ALLOCATION NOTE PROCEEDINGS IN FURTHERANCE OF
REDEVELOPMENT.
Moved by Director Cook, seconded by Director Camarena to
waive further reading and adopt. Resolution passed and
adopted by the following vote of the Agency:
AYES: DIRECTORS: CRUZ, COOK, CAMARENA, LATTA, MOSES
NOES: DIRECTORS: NONE
ABSENT: DIRECTORS: NONE
Director Cruz offered a Resolution entitled:
A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE
CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID
OUT OF COMMUNITY REDEVELOMENT AGENCY FUNDS.
Moved by Director Cruz, seconded by Director Camarena to
waive further reading and adopt. Resolution passed and
adopted by the following vote of the Agency:
AYES: DIRECTORS: CRUZ, COOK, CAMARENA, LATTA, MOSES
NOES: DIRECTORS: NONE
ABSENT: DIRECTORS: NONE
Moved by Director Cook, seconded by Director Camarena and
carried by roll call to deny application of GNS Petroleum
requesting to locate a storage and transfer station for used
motor oil in the City, finding that the use would be
inconsistent with the Redevelopment plan. Director Latta
dissenting. The City Attorney was also directed to prepare
the necessary resolution.

JOINT CITY COUNCIL AND REDEVELOPMENT AGENCY
STUDY SESSION
MARCH 18, 1985 - 6:00 P.M.
The City Council and the Redevelopment Agency of.the City of
Azusa met in a regular study session at the above date and
time in the Civic Auditorium.
Mayor/Chairman Moses called the meeting to order.

City Attorney/General Counsel Thorson, City Administrator/

the City Administrator Fuentes, Deputy City Clerk/Deputy
Secretary Lara.
Councilman Cruz offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, SUPPORTING AND RECOMMENDING THE AMENDMENT OF
INSURANCE CODE SECTION 533, EVIDENCE CODE SECTION 352 AND
GOVERNMENT CODE SECTIONS 825 AND 990 AS THEY CONCERN
PUNITIVE DAMAGES.
Moved by Councilman Cruz, seconded by Councilman Camarena
to waive further reading and adopt. Resolution passed and
adopted by the following vote of the Council:

Action on the Arrow/Canyon Redevelopment Project Areas was
deferred to regular meeting, this date, at 7:30 P.M., as
Chairman Moses and Director Cruz were abstaining from
proceedings, due to a conflict of interest, and further
that Director Latta was not present, therefore, no action
could be taken.
Request of GNS Petroleum to locate a storage and transfer
station.for used motor oil was deferred to meeting, this
date, 7:30 P.M., as there was need to discuss possible
litigation in closed session.
Moved by Councilman Cook, seconded by Councilman Camarena
and carried by roll call that Sanchez and Company be
authorized to proceed with specifications for the construction
of monuments to be placed at various locations/entrances
into the City, with modifications as stipulated by the
Council. (i.e., wrought iron, Welcome to Azusa, graduating
steps on either side of the columns)
COUNCILMAN/DIRECTOR LATTA ENTERED THE MEETING AT 6:35 P.M.
Moved by Councilman Cruz, seconded by Mayor Moses and
unanimously carried by roll call that Public Nuisance
Abatement Appeal Hearing of Art Morales be continued to
the meeting of May 20, 1985.

Moved by Councilman Cook, seconded by Councilman Camarena
and unanimously carried by roll call to appeal Planning
Commission's action granting a conditional use permit for
the operation of a public dance floor at 629 E. Foothill
Blvd.
Since Director Latta was now in attendance at the meeting
the Arrow/Canyon redevelopment project was discussed at
this time, rather than at the 7:30 P.M. meeting. It was
moved by Director Camarena, seconded by Director Cook and
carried by roll call that staff be directed to proceed
with the Arrow/Canyon Redevelopment Project and to pursue
area in Duarte and Los Angeles County which is in close
proximity of the project site for inclusion in said
redevelopment project. Chairman Moses and Director Cruz
abstaining.
Moved by Director Cook, seconded by Director Camarena and
and unanimously carried by roll call, that pursuant to
Government Code Section 54957, the Agency would hold a
CLOSED SESSION. The purpose of the Closed Session was to
receive the advice of General Counsel with respect to
matters of potential litigation; further finding that there
is a substantial threat of litigation involving GNS
Petroleum and Metro Steel, with respect to a proposed
facility on the Metro Steel property, and further finding
that the disclosure of the advice of General Counsel would
seriously impair the ability of the Agency to defend against
that, and therefore the Closed Session_ks justified.
Pursuant to Government Code Section 54957.9 the City Attorney
advised that he would prepare a letter speciying the exact
grounds for the closed session within seven days.
TIME OF RECESS FOR CLOSED SESSION FOR THE AGENCY:6:45 P.M.
THE CITY COUNCIL RECESSED AT 6:45 P.M.
