CITY OF AZUSA
MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
JUNE 17, 1985 - 7:47 P.M.
The Redevelopment Agency of the City of Azusa met in regular
session after recessing from their CLOSED SESSION and
6:00 P.M. meeting, at the above date and time in the Civic
Auditorium.
Chairman Moses called the meeting to order.

General Counsel Thorson, Executive Director Wood, City
Department Heads, Consultant Werner, Administrative Clerk
Toscano, Deputy Secretary Lara.
There being no additions or corrections, the Minutes of
the 6:00 P.M. and the 7:30 P.M. meetings stand approved
as written.
Director Cook offered a resolution entitled:
A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS
TO BE PAID OUT OF COMMUNITY REDEVELOPMENT AGENCY FUNDS.
Moved by Director Cook, seconded by Director Cruz to waive
further reading and adopt. Resolution passed and adopted
by the following vote of the Agency:

THE REDEVELOPMENT AGENCY RECONVENED AT 10:20 P.M.
Moved by Director Cook, seconded by Director Camarena
and unanimously carried by roll call to extend the contract
of Municipal Services, Inc., on a month to month basis
with a thirty (30) day cancellation clause for the purpose
of the transitional period between the expiration of their
contract on April 30th and the decision by the Agency
during the budget session as to how to handle that aspect
of the Redevelopment Agency business.

The City Council and the Redevelopment Agency of the City of
Azusa met in early session at the above date and time in the
Civic Auditorium.
Mayor/Chairman Moses called the meeting to order.

Services Guarrera, Assistant to the City Administrator Fuentes,
Consultant Werner, Recreation Superintendent Day, Deputy City
Clerk/Deputy Secretary Lara.
Moved by Director Cook, seconded by Director Camarena and
unanimously carried by roll call* to approve option to purchase
land located at 714, 720 and 722 N. Angeleno Avenue, as set
forth in the Staff report and to approve the extension of the
six month non-use period of Azusa Municipal Code Chapter 19.60,
as necessary for the implementation of the Central Business
District Redevelopment Plan.
Moved by Councilman Cook, seconded by Councilman Camarena and
unanimously carried by roll call* to approve option to purchase
land located at 714, 720 and 722 N. Angeleno Avenue, as set
forth in the Staff report and to approve the extension of the
six month non-use period of Azusa Municipal Code Chapter 19.60,
as necessary for the implementation of the Central Business
District Redevelopment Plan.
Moved by Councilman Cook, seconded by Councilman Camarena and
unanimously carried by roll call* to approve the.Pilot Program
for facade improvements; continue providing the structural analy-
sis; hire an,architectural firm -to develop•a design for the
downtown and design the facade of other structures within the
area, including signage; and continue providing the commercial
rehabilitation loans. Also, instruct staff to file amendments
on use of CDBG funds with the.County.

Moved by Councilman Cook, seconded by Councilman Camarena and Accpt dona-
unanimously carried by roll call* to accept $10,000.00 donation tion from
from Mr. Samuel Miller for the restoration and relocation of S. Miller
building located at 804-806 N. Dalton Avenue and that the Mayor
or City Administrator be authorized to accept said offer on behalf of
the City contingent upon the ultimate sale of the property.

unanimously carried by roll call* to authorize the use of the in frnt of
City Hall grounds for wedding ceremony, Theresa Zeiters. on City Hall
August 24, 1985, pending review by staff.
The Director of Community Services introduced new Recreation
Superintendent Richard Day to the Council and audience.
The Mayor introduced Stephen Eames of the San Gabriel Valley
Tribune who will be covering our -City Council meetings..,,

Moved by Councilman/Director Camarena, seconded by Mayor/
Chairman Moses and unanimously carried by roll call* that the
Agency and City Council recess to CLOSED SESSION for the
following:
That the Redevelopment Agency recess to CLOSED SESSION
pursuant to Government Code Section 54956.9(a) to confer
with Agency Counsel regarding pending litigation which has
been initiated formally and to which the Agency is a party;
said litigation is Lyte v. Azusa Redevelopment Agency, et al;
That the City Council recess to CLOSED SESSION to confer
with the City Attorney regarding pending litigation pursuant
to Government Code Section 54956.9(c), to decide whether
to initiate litigation against Manuel Murillo;
That the City Council recess to CLOSED SESSION to meet with
its designated representatives regarding labor relations
matters pursuant to Government Code Section 54957.6;
That the Redevelopment Agency recess to CLOSED SESSION to -
considerpersonnel matters pursuant to Government Code Section
54957 (appointment, evaluation, dismissal or charges
against employee);

pursuant to Government Code Section 54956.8 to give instructions
to the City's negotiator regarding negotiations with Aerojet
General, Inc., concerning the purchase/sale/exchange/lease of
the property located at or near the northwest corner of
Optical Drive and Aerojett Drive;
further,
that the City Council and the Redevelopment Agency find that
discussion of the litigation in open session would be prejudicial
to the interests of the City and Agency and that the City Council
and the Redevelopment Agency have received confidential letters
from the City Attorney/Agency Counsel pursuant to Government
Code Section 54956.9 describing the grounds and authority for
the CLOSED SESSION.
