December 20th 1915
The Board of Trustees met in regular session at 7:30
P.M. Present at roll call Smith, Petty, Clark, Collins. '
Absent. Barnes.'
The minutes of December 6th and December 8th 1915 were

read and approved.
q4 It was moved by Smith seconded by Petty that the President
h of the Board appoint some member of the Council to represent
i'the City of Azusa at the annual meeting of the Azusa Agri -
v � cultunal Water Company, Jan. 3rd. 1916 and to vote the City's
stock at this meeting. Motion carried.
The Presiddnt appointed Trustee F. L. Clark.

Mr. Reed and Mr. Oki made application for the renewal of
their Pool -room license for the quarter ending April let. 1916.
It was moved by Clark seconded by Petty that the license
be granted Mr. Reed and Mr. Oki.. Motion carried.
ovv_� Three petitions were presented'to the'Board asking that
the City pass an Ordinance prohibiting the manufacture of
powder and other explosives within the City of Azusa.
After listening to Atty. Baker, Atty Rodman, Mr. Keeney
Mr. IClapetsky and Mr. Rourke it was moved by Petty seconded
by Smith that the City Attorney prepare an ordinance prohibiting
U the manufacture of powder and explosives in the City of Azusa
r� with the understanding that the City of Azusa and the Trustees
are to be protected from all damages and expense -of such an
ordinance.

Noes: None
Absent: Barnes.
Trustee Clark excused.
It was moved by Petty seconded by Smith that the following
resolution be adopted by the Board of Trustees.

"Be it resolved that the Engineering work performed by
na° F. C. Roberts was highly unsatisfactory to the City in that
the specifications as submitted to, and accepted by the City ,
were incomplete and imperfect and were not such specifications
as should have been submitted by a competent engineer.
And further be it resolved, that the supervision of said
F. C. Roberts was not satisfactory, in that he was absent from

the job for weeks at a time and failed to attend many meetings
of the Board of Trustees or to confer with said Board upon
request in -accordance with his contract.'
And further be it resolved that said Roberts purchased
materials for said system .without any authority and after the
said Board had specifically forbidden him so to do.
And further be it resolved that in some particulars the
work was not performed in a workmanlike and competent manner.
And further be it resolved that his services were un-
satisfactory in that the said F. C. Roberts on several
occasions presented demands and drew money from the City,
which was not yet due according to the terms of his original
contract."
A communication was read from the Los Angeles County /� 4,vn,,A
Flood Control Association asking that a full representation
from this City be present at a meeting held December 23rd
1915.
President Collins appointed Mr. Petty, Hr. Steele

and Mr. Gierllch to represent the City at this meeting. �l
It was moved by Petty seconded by Smith that the Supt.
of Light & Water be given the authority to emtloy such expert
advice as he may need in the institution of a bookkeeping
system. Mothon carried.
Trustee Petty offered a resolution repealing Resolution
No. 460 of the City of Azusa.
The resolution wqs read by the clerk and seconded by
Smith.

Trustee Smith offered the following resolution and moved
its adoption " A RESOLUTION OF THE BOARD OF.TRUSTEES OF THE
CITY OF AZUSA, DECLARING ITS INTENTION TO IMPROVE A PORTION OF
DALTON AVENUE IN THE CITY OF AZUSA, .AND DETERMINING THAT
SERIAL BONDS SHALL BE ISSUED TO REPRESENT THE COST THEREOF."
The resolution was read by the clerk and seconded by
Petty.

Trustee Smith offered a resolution and moved its adoption
being "A RESOLUTION3.:0F THE BOARD OF TRUSTEES OF THE CITY OF
AZVSA DECLARING ITS INTENTION TO CHANGE AND REnESTABLISH
THE GRADE OF SOLDANO AVENUE FROM THE SOUTH LINE OF ELEVENTH
STREET TO A POINT ON THE WEST LINE OF SAID SOLDANO AVENUE,
DISTANT THEREON 152.74 FEET SOUTIERLY FROM THE SOUTHWEST
CORNM OF LOT 15, BLOCK 170 OF THE MAP OF AZUSA AS PER MAP
THEREOF RECORDED IN BOOK 15, PAGE 93 OF MISCELLANEOUS
RECORDS OF LOS ANGELES COUNTY, STATE OF CALIFORNIA: AND ALSO
FROM THE NORTHEAST CORNER OF LOT 9, BLOCK 18, OF SAID MAP
OF ASUSA AND THE NORTHWEST CORNER OF LOTI8,BLOCK 17,OF SAID
MAP OF AZUSA TO A POINT ON THE EASTERLY AND WESTERLY LINES
OF SAID SOLDANO AVENUE DISTANT 400 FEET SOUTHERLY FROM THE .
SOUTHERLY LINE OF SECOND STRF,T IN THE CITY OF AZUSA."

It was moved by Petty beconded by Smith that the Ordin-
ance being AN ORDINANCE AMENDING QRDINA14CE NO 173 OF THE CITY
OF AZUSA be taken up for the first reading. The ordinance
was read .
It was moved by Petty seconded by Smith that the following
bills be allowed and warrants drawn on the Treasurer for the
same.
