MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
SEPTEMBER 81 1987 7:43 P.M.
The Redevelopment Agency of the City of Azusa met in
regular session at the above date and time in the Civic
Auditorium.
Chairman Moses called the meeting to order.

PRESENT: DIRECTORS: AVILA, COOK, CRUZ, LATTA, MOSES
ABSENT : DIRECTORS: NONE
ALSO PRESENT
General Counsel Thorson, Executive Director Fuentes, City
Department Heads, Redevelopment Project Analysts Steel and
Katchen-Gall, Secretary Solis, Acting Deputy Secretary
Toscano.
There being no additions or corrections, the Minutes of the
regular meeting of August 17, 1987, were approved as
written.
Notice of Sale of Azusa Landfill. American Sheds, Inc., an
indirect wholly-owned subsidiary of Browning-Ferris
Industries purchased the Azusa Land Reclamation Company,
Inc., a subsidiary of Southwestern Portland Cement Company.
In accordance with the Owner Participation Agreement and
conditional Use Permit No. 151, American Sheds, Inc. must
submit formal written acceptance of the conditions of the
OPA and CUP 151.
Moved by Director Cruz, seconded by Director Latta and
unanimously carried by roll call to accept and file
affidavit from American Shed, Inc.

Halferty Development Company requested permission to place a Halferty Dev
leasing sign on the corners of Azusa Avenue and San Gabriel Permission
Avenue at Foothill Boulevard. The Agency owns both sites. to place
The signs will stimulate tenant interest and help consumate signs.

Moved by Director Cruz, seconded by Director Latta and
unanimously carried by roll call to approve placement of
leasing sign on CSD -1 site.
Two proposals have been received for the CBD -2 site. Staff
is completing its comparison of the two proposals and will
submit the two proposals to the Board within the next two
weeks.
Moved by Director Latta, seconded by Director Cook and
unanimously by roll call to schedule a formal presentation
for the week of October 5, 1987.

Moved by Director Cruz, seconded by Director Latta and
unanimously carried by roll call that request by United
Land Grange to extend the Exclusive Right to Negotiate
Agreement, which expired on August 31, 1987, be denied but
to allow United Land Grange to re -open negotiations with the
Redevelopment Agency upon completion of financing
arrangements.
The Redevelopment Treasurer's Financial Statement showing a
balance of $2,620,444.82, as of July 31, 1987, was received
and filed.
Director Latta offered two separate resolutions authorizing
payment of warrants by the Agency, entitled:
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF
REDEVELOPMENT AGENCY FUNDS.
Moved by Director Latta, seconded by Director Cruz to waive
further reading and adopt. Resolutions passed and adopted
by the following vote of the Agency:

Mr. Bruce Milne of CMRR addressed Boardmembers regarding
Mr. Milne,
installation of proposed solid waste disposal project in the
CMRR added.

unanimously carried by roll call to authorize staff to meet
with Mr. Milne for more information, establish a study
session and report back to Boardmembers.
Gale Avakian addressed the Agency regarding Item G-1,

questioning the expansion of Azusa Landfill dump site.

discuss issues involving the Raiders' relocation to
Irwindale.
