CITY OF AZUSA
MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
OCTOBER 5j 1987 7:42 P.M.
The Redevelopment Agency of the City of Azusa met in
regular session at the above date and time in the Civic
Auditorium.
Chairman Moses called the meeting to order.

PRESENT: DIRECTORS: AVILA, COOK, CRUZ, LATTA, MOSES
ABSENT : DIRECTORS: NONE
ALSO PRESENT
General Counsel Thorson, Executive Director Fuentes, City
Department Heads, Redevelopment Project Analysts Steel and
Katchen-Gall, Secretary Solis, Administrative C1erK Murillo.

There being no additions or corrections, the Minutes of the Min appvd
regular meeting of September 21, 1987 were approved as
written.
The Agency issued requests for proposals for the CBD -2 site, Presentation
which encompasses the Azusa Square Shopping Center and the by Lewis
Foothill Drive -In. Two proposals have been received from Homes/Westn
Nathan Krems/Los Angeles Land Company and Lewis Prop. &
Homes/Western Properties. N. Krems/Los

Redevelopment Analyst Steel apprised the Agency of the scope Co. for CBD -2
of each proposal and then a slide presentation was made by site
him of the site and proposed development for the area.
Representatives from both developers made oral presentations
to the Agency and discussed their proposed development on
the CBD -2 site. Both developers concurred that the site
should be developed in two phases; the Azusa Square as Phase
I and Phase II, the Foothill Drive -In, to be done at a later
date after negotiations with the property owner for
acquisition of the site. They further agreed that Phase I
should be commercial and that Phase II could best be
utilized by residential development. Nathan Krems/Los
Angeles Land Company indicated that the bowling alley would
remain in place as long as it was economically feasible.
After discussion, it was moved by Chairman Moses, seconded

Negotiation Agreement which would provide the following:

participant shall provide evidence of
tenant interest as soon as possible,

commence appraisal process to establish
value of existing property.
Moved by Director Cook, seconded by Director Cruz and
unanimously carried by roll call to grant Lewis
Homes/Western Properties a 180 day extension of their
Exclusive Negotiation Agreement, excluding the Azusa Square
Shopping Center property.
Moved by Director Cruz, seconded by Director Latta and
unanimously carried by roll call to approve a study session
on October 13, 1987, at 7:45 P.M., for the purpose of
discussing the creation of a new redevelopment project area,
and possible contract award for consulting services in that
respect.
Director Latta offered two separate resolutions authorizing
payment of warrants by the City entitled:
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF
REDEVELOPMENT AGENCY FUNDS.
Moved by Director Latta, seconded by Director Cruz to waive
further reading and adopt. Resolutions passed and adopted
by the following vote of the Agency:

ABSENT: DIRECTORS: NONE
PUBLIC PARTICIPATION
Mrs. Betty Wertz addressed the Agency and commended them on
the manner in which they were handling redevelopment in the
City. She especially appreciated the fact that the bowling
alley would remain, as recreational facilities were needed
in the City. She further stated that she appreciated the
low interest rates of our bond indebtedness.

B. Wertz
Mr. Gene Stoddard addressed the Agency with complaints that Comments by
the CBD zone was causing him financial problems, in that his G. Stoddard
business, which was automotive in nature, was not an
allowable use in that zone, thus restricting the sale of his
business.
Mary Andrews addressed the Agency stating that she was a Comments by
long time resident and had seen many changes in the City. M. Andrews
She complained that there were very few yards or open spaces
for children to play. She further stated that the homes at
the Rainbow Angling Club were an eyesore to the community.
Mr. Felix Madrid addressed the Agency with complaints of Comments by
poor workmanship and damages caused by the contractor at his F. Madrid
residence. He stated that he had complained to the
representative of the City's Low Cost Rehabilitation
Loan Program, but to no avail. He was advised to contact
the City Administrator for reconciliation of the matter.
It was consensus of the Agency to recess for five minutes. 5 min recess
TIME OF RECESS: 8:55 P.M.
THE REDEVELOPMENT AGENCY RECONVENED AT 9:01 P.M. Reconvened
Moved by Director Cook, seconded by Director Cruz and Adjourn to
unanimously carried by roll call to adjourn the meeting to 10/13/87
