The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Moses called the meeting to order. ROLL CALL PRESENT: DIRECTORS: DANGLEIS, STEMRICH, NARANJO, ALEXANDER, MOSES ABSENT DIRECTORS: NONE ALSO PRESENT General Counsel Thorson, Executive Director Diaz, Redevelopment Director Steel, City Department Heads, Secretary Solis, Administrative Clerk Sifuentes. PUBLIC PARTICIPATION Mr. Art Morales addressed the Agency and requested information on the Casden (CoastFed) project. He wondered that since they were going to build apartments to condominium standards, why not just make them condominiums from the onset to sell to homeowners rather than have renters who are primarily transients. The CONSENT CALENDAR consisting of Items H -2a through H -2f, was approved by motion of Director Stemrich, seconded by Director Dangleis, and unanimously carried by roll call vote, with the exception of Item H -2b, which was considered under the Special Call portion of the Redevelopment Agency Agenda. a. The Minutes of the regular meeting of September 17, 1990, were approved as written. b. SPECIAL CALL ITEM C. Staff has developed an outline of a proposed housing rehabilitation program using Community Development Block Grant Funds and the 20% set-aside funds. Staff was directed to prepare procedures manual to refine and implement the programs; submit competitive application to the State Housing and Community Development for deferred loan program and also to seek proposals from consultants for administration of the program. The Agency may waive the 208 set-aside requirement if it finds that other funds are being used to improve the supply of low and moderate income housing, The Council approved the CDBG allocations as presented in the Council's Consent Calendar portion of the Agenda, this evening, therefore, the Agency is able to release a total of $223,307 for general Agency projects. Two separate resolutions authorizing payment of warrants by the Agency were adopted and entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. #s 744 AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT & 745 OF REDEVELOPMENT AGENCY FUNDS. Warrants SCHEDULED ITEMS Redevelopment Director Steel presented a feasibility report to the Board relating to the possibility of siting a hospital, cultural center and/or law school on the Azusa Square site. He advised that there is not a demand for a new acute care private hospital in the Valley. The site could possibly attract an HMO, a public hospital, or a research hospital, but these uses would not generate significant revenues for the City. A cultural center could be constructed at the site, with cost the primary consideration. Based on the experience of other cities, these uses are very expensive to construct and operate. As a result, large scale cultural centers are normally only found in affluent cities. Law schools are the most difficult use to assess. The only sure method of determining the likelihood of a law school is to market the site to the few independent law schools and, possibly, Azusa Pacific University. An independent law school such as Western State University would only require 2-3 acres of land, so other compatible users would need to be attracted. Discussion was held regarding the fact that almost all of the surroundicing cities have hospitals, and that the County plans to build a satellite facility in the City of Irwindale; that Azusa did not have the acreage (150) needed to compete for this facility; that possibly a branch of a university could be located at the Krems site; if further studies were needed that a consultant would have to be hired at a cost of between $15 to $20,000.00. Other discussions regarding the golf course property and the Monrovia Nursery were mentioned as proposed sites for such projects. Schad. Director any interest Stemrich dissenting. in projs Further discussion was held regarding this issue and Discussion Redevelopment Director advised that in order to support a cultural center the costs would be 3/4 million dollars and those funds would be derived from the General Fund; further, there would be a need to purchase additional land for such a facility as well as for parking. 10/01/90 PAGE TWO 0 SPECIAL CALL ITEMS Spec Call Director Stemrich requested that Redevelopment Director Steel ex - advise and explain item dealing with soils testing at the plained soil former Exxon gas station site. tests @ Casden Proj Redevelopment Director Steel advised that the Casden (CoastFed) project has been delayed because of the fact that the County Department of Public Works, which is the regulatory agency with oversight of soil clean up from leaking underground tanks, is requiring additional soils investigation of the former Exxon property before the DPW will issue final tank closure, which would allow construction to begin. Their concerns are ground water contamination. Exxon attempted to clean up the site, but will no longer do the work required by the DPW, therefore, it is in our own best interests to do so, then bill Exxon. It was then moved by Director Naranjo, seconded by Chairman Agmt w/SCS Moses and unanimously carried by roll call to approve to conduct proposal by SCS Engineers to conduct further soils soils tests investigation on the Exxon property and to install a vapor extraction well, if necessary, and authorize the Chairman to execute a contract with SCS in the amount of $43,875 to perform said work. Council Director/Councilman Naranjo offered a resolution entitled: A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #746 AND THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF Closed Sess THE CITY OF AZUSA TO RECESS TO CLOSED SESSION ON OCTOBER 1, 1990, PURSUANT TO THE PROVISIONS OF GOVERNMENT CODE SECTION 54957 AND MAKING FINDINGS PURSUANT TO GOVERNMENT CODE SECTION 54956.8 Moved by Director/Councilman Naranjo, seconded by Chairman/Mayor Moses to waive further reading and adopt.
