CITY OF AZUSA
MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
DECEMBER 3, 1990 - 8:47 P.M.
The Redevelopment Agency of the City of Azusa met in
regular session at the above date and time in the Civic
Auditorium.
Chairman Moses called the meeting to order.

THE REDEVELOPMENT AGENCY CONVENED JOINTLY WITH THE CITY
COUNCIL AT 8:36 P.M.
CONTINUED JOINT PUBLIC HEARING - on a proposed sale of
certain real property in the Azusa Central Business District
Redevelopment Project Area, consisting of 3.5 acres
generally bounded by Foothill Boulevard to the south, San
Gabriel Avenue on the west, the AT&SF Railroad to the north
and Azusa Avenue on the east.
The Mayor/Chairman declared the hearing re -opened.
Redevelopment Director advised that this item is a revision
of the Disposition and Development Agreement between the
Agency and DeRosa Centennial Associates which reduces the
sales price of the site by an amount equal to the cost for
which the Agency would have to have reimbursed the
Developer. It also changes provisions in the DDA so that
the Developer is now required to complete the infrastructure
improvements and utility relocations at the Developer's
expense.

Testimony
Steel
Mayor/Chairman Moses questioned the amount of money that the Testimony
City committed to in this project and also the amount the Moses
developer has spent.
Redevelopment Director Steel responded that the net cost of Response
the City is $3,773,764.00, and that the developer's cost is Steel
$626,236.00 to purchase the land but will put about six or
seven million dollars in building the project.
Testimony was solicited but none received.
Moved by Councilman/Director Naranjo, seconded by Hrg closed
Councilman/Director Dangleis and unanimously carried by roll
call to close the hearing.
Councilman Naranjo offered a Resolution entitled:

PUBLIC PARTICIPATION
Mr. Jack Bean addressed the Agency with his concerns Comments
about the development of property in the City. He expressed J. Bean
his views regarding the development of the Krems Property. Krems Prop.
Chairman Moses stated that Mr. Krems is asking 7.8 million Comments
dollars for the property and that it is appraised at 3.9 Moses
million plus the City probably has to put in another 3
million of more for single family homes, he further
suggested that the City purchase the property, build homes
and lease them out.
Director Alexander stated that if homes were developed on Comments
the Krems site it would cause more telephone lines, more Alexander
food lines, gas lines and stress on City services such as
Police and street services.
Mr. Art Morales addressed the Agency stating that he was Comments
never against single family homes in the City. He further Morales
stated that all this information discussed regarding the
Krems property should be used to figure out what to do about
it.
Director Naranjo stated that by finally solving the problems Comments
with the Krems property would give the citizens peace of Naranjo
mind knowing that they have gotten rid of the deplorable
conditions that exist on that site, also by getting rid of
the swapmeet which he stated is the biggest eyesore in the
City.
Lengthy discussion occurred between Councilmembers and Staff Discussion
regarding whether the design review ordinance or nuisance
abatement would be best in solving the problems with the
Krems property.
Mr. Art West addresed the Agency questioning why the City Comments
doesn't just go in and condemn the Krems property? West
Director Stemrich responded that if we condemn the property, response
we will pay for it. Stemrich

Mr. Louie Zamora addressed the Agency expressing his thanks Comments
to Mr. Jack Bean for his comments and requested that the Zamora
Agency work with him and his ideas in solving the problems
with the Krems property.
At this time Director Stemrich brought forward agenda item
regarding discussion of a Cultural Center at the Krems site.
He stated that if Director Alexander would make the motion
to purchase the property and proceed to develop a Cultural
Center, then he would give him the third vote that is needed
to accomplish this.
Director Alexander responded that the Krems property price
is too high. The alternatives he suggested were that Mr.
Krems clean up his property as best he could, whether it's
through the design review or code enforcement, to purchase
the property through a voluntary purchase or to obtain the
property through eminent domain.

Moved by Director Alexander, seconded by Director Stemrich Purchase
to direct staff to investigate the possibility of purchasing Krems prop.
the Krems site and establishing a Cultural Center on the Failed
site. Motion failed. Directors Dangleis, Narnjo and Moses
dissenting.
The CONSENT CALENDAR consisting of Items H -3a through H -3e, Cons Cal
was not approved. All matters were referred to the next Cont 12/17/90
regular meeting.
The following actions were taken with respect to the Consent
Calendar.
Moved by Director Alexander, seconded by Chairman Moses to Approve Cons
approve the Consent Calendar. Motion failed by the Cal (failed)
following vote of the Agency:
