The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Moses called the meeting to order. ROLL CALL PRESENT: DIRECTORS: DANGLEIS, STEMRICH, NARANJO, ALEXANDER, MOSES ABSENT DIRECTORS: NONE ALSO PRESENT General Counsel Thorson, Executive Director Caswell, Redevelopment Director Steel, City Department Heads, Secretary Solis, Administrative Clerk Sifuentes. DIRECTOR STEMRICH WAS EXCUSED FROM THE MEETING AT 11:05 P.M. PUBLIC PARTICIPATION NONE Call to order Roll Call Also Present Stemrich excused Pub Prtc None The CONSENT CALENDAR consisting of Items H -2a through H -2c, Cons Cal was approved by motion of Director Dangleis, seconded by appvd, H -2b Director Alexander, and unanimously carried by roll call Spec Call vote*, with the exception of Item H -2b which was considered under the Special Call portion of the Agenda. a. The Minutes of the regular meeting of 1991, were approved as written. b. c SPECIAL CALL ITEM May 20, Min appvd Two separate resolutions authorizing payment of warrants by the Agency were adopted and entitled: Spec Call A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. #s91 -R28 AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT & 91-R29 OF REDEVELOPMENT AGENCY FUNDS. Warrants SCHEDULED ITEMS Sched. Items NONE None SPECIAL CALL ITEMS Spec Call On June 28, 1990, Casden Properties acquired the 5.4 acre Repurchase site at the northwest corner of Foothill and San Gabriel of Casden from the Agency. They acquired the site prior to the Agency propty receiving tank closure on the former Exxon site. Casden contends that the presence of soils contamination has impaired their abiity to obtain construction financing. 0 6 With direction from the Board to repurchase the site, staff commenced negotiations with Casden and has reached a compromise of $2,325,000 plus interest from date of conveyance. The total, assuming a June 30, 1991 closing, will be $2,567,126. The repurchase will be funded by a land loan from the Light Fund and will be repaid with interest upon resale of the parcel. Mr. Art West had some questions on this issue relating to Comments interest charged and Federal funding, if applicable, and his A. West questions were responded to by staff, and Board members. He then questioned the purpose of repurchasing the property. He felt that Casden should be made to uphold the agreement and build apartments as originally planned. He had no objections to the apartments. Moved by Chairman Moses, seconded by Director Alexander that Repurchase the property be repurchased from Casden. Motion failed with propty Directors Dangleis and Naranjo dissenting and Director (failed) Stemrich absent. It was consensus of the Board to continue this item and that it be put on the Agenda for the meeting of June 17th. Moved by Director Alexander, seconded by Chairman Moses and carried by roll call* to adjourn the meeting. TIME OF ADJOURNMENT: 11:15 P.M.
