HomeMy WebLinkAboutMinutes - December 16, 1991 - RACITY OF AZUSA MINUTES OF THE REDEVELOPMENT AGENCY REGULAR MEETING DECEMBER 16, 1991 - 11:16 P.M. The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Moses called the meeting to order. Call to order ROLL CALL Roll Call PRESENT: DIRECTORS: DANGLEIS, STEMRICH, NARANJO, ALEXANDER, MOSES ABSENT DIRECTORS: NONE ALSO PRESENT Also Present General Counsel Thorson, Executive Director Garcia, Redevelopment Director Steel, City Department Heads, Secretary Solis, Deputy Secretary Toscano. PUBLIC PARTICIPATION Pub Prtc Mr. Art Morales addressed the Agency expressing his opinion that the City is in need of low cost housing. Ms. LaValle Lynch addressed the Agency with complaints regarding apartments at 1303-1325 N. San Gabriel, managed by Nijar Apartments. She stated that the rents are rising and the apartments are not being maintained properly. It was consensus of the Agency that the Code Enforcement Manger be directed to look into the matter. The CONSENT CALENDAR consisting of Items I -2a and I -2b, Cons Cal was approved by motion of Director Dangleis, seconded by appvd Director Stemrich, and unanimously carried by roll call vote. a. The Minutes of the regular meeting of December 2, 1991, Min appvd were approved as written. b. Resolution authorizing payment of warrants by the Agency was adopted and entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. #91-R79 AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT Warrants OF REDEVELOPMENT AGENCY FUNDS. Items The Board of Directors expressed its wish to pursue a senior Basic Concept housing project on the Casden Site and directed by consensus for Senior that rents be structured to assist the needy. Studies have Hsg on Casden been conducted to determine the most appropriate development Site and funding sources. 6 • Mr. Art Morales addressed the Agency with concerns for the A. Morales rights of the seniors who may live in the proposed new comments senior housing. Discussion was held between Boardmembers and Staff regarding Discussion many aspects of the basic concept for the proposed senior site. The units shall be made available to one and two - person households earning less than 60% of median income, no more than $20,880 per year. This schedule is necessary to obtain tax-exempt financing and the federal and state tax credits which can contribute up to 30% of unit costs. The average monthly rental rate shall be $394, which includes utilities. It was suggested that parking be of 1 per unit instead of 0.75 per unit. Moved by Chairman Moses, seconded by Director Alexander and Basic Concept unanimously carried by roll call to approve the Basic & Request for Concept and the distribution of Request for Qualifications. Recess THE CITY COUNCIL CONVENED JOINTLY WITH THE REDEVELOPMENT Cncl/CRA AGENCY AT 12:25 A.M. convened Councilman/Director Alexnder offered a Resolution entitled: A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. t91 -R80 AND THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF Clsd Sess THE CITY OF AZUSA TO RECESS TO CLOSED SESSION ON DECEMBER 16, 1991. Moved by Councilman/Director Alexander, seconded by Councilman/Director Naranjo to waive further reading and adopt. Resolution passed and adopted by the following vote of the Council/Agency: AYES: COUNCILMEMBERS/DIRECTORS: DANGLEIS, STEMRICH, NOES: COUNCILMEMBERS/DIRECTORS: NOANRE JO, ALEXANDER, MOSES ABSENT: COUNCILMEMBERS/DIRECTORS: NONE TIME OF RECESS TO CLOSED SESSION: 12:26 A.M.
