The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Moses Called the meeting to order. ROLL CALL PRESENT: DIRECTORS: ABSENT: DIRECTORS: ALSO PRESENT Interim General Counsel Redevelopment Director Forintos, Department Secretary Toscano. PUBLIC PARTICIPATION NONE DANGLEIS, MADRID, NARANJO, ALEXANDER, MOSES NONE Barbosa, Executive Director Garcia, Steel, Redevelopment Project Manager Heads, Secretary Solis, Deputy Call to order Roll Call Also Present Pub Prtc None The CONSENT CALENDAR consisting of Items I -2a through I2g, Cons Cal was approved by motion of Director Dangleis, seconded by apvd I -2b Director Naranjo, and unanimously carried by roll call with Spec Call the exception of Item I -2b, which was considered under Special Call portion. a. The minutes of the regular meeting of April 19, 1993, were approved as written. b. SPECIAL CALL ITEM. C. The State of California balanced its budget by transferring a substantial portion of tax increments from Redevelopment Agencies to the School System. Azusa's share of the transfer is $575,000 this year and is expected to increase to $850,000+ next year. It was approved that the Agency protest the payment and reserve the right to litigate in the future. d. The Agency has negotiated an Owner Participation Agreement for the rehabilitation of Hermitage Park Project at 200 E. Gladstone Street. The Agency proposed to provide up to $535,000 for the complete rehabilitation of the project, including security fencing, painting, landscaping, interior remodels, etc. in exchange for the financing, the Developer agrees to restrict thirty (30) of the units for occupancy by very low income senior citizens. Gladstone A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE Res 93-R21 CITY OF AZUSA APPROVING AN OWNER PARTICIPATION OPA with AGREEMENT WITH ARV HOUSING, INC., FOR THE ARV REHABILITATION OF THE HERMITAGE PARK II RESIDENTIAL PROJECT. e. Plans and specifications were approved as Plans Pkg completed for the Parking Court Project. Court Proj. Secretary was authorized to advertise for bids. approved 0 0 f. The Agency Treasurer's Report as of March 31, Treas Rprt 1993, was received and filed. rec & file g. A resolution authorizing payment of warrants by the Agency was adopted and entitled: RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE Reso 93-R22 CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS Warrant TO BE PAID OUT OF REDEVELOPMENT AGENCY FUNDS. SCHEDULED ITEMS NONE SPECIAL CALL ITEMS Sched Items None Spec Call It The Economic Development Advisory Committee membership Apt members originally consisted of nine members, of which two council to Economic members were appointed. Several other citizens have Advisory volunteered to serve and their names were submitted for Committee formal appointment. Director Dangleis addressed the issue stating that he Dangleis opposed to the appointment of Mr. Art Morales as a member comments of the Economic Development Advisory Committee. Moved by Director Madrid, Seconded by Director Alexander Apvd list and unanimously carried by roll call to approve the list of of members volunteer citizens as members of the Economic Development for EAC Advisory Committee.
