The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Moses Called the meeting to order. ROLL CALL PRESENT: DIRECTORS: ABSENT: DIRECTORS: ALSO PRESENT DANGLEIS, MADRID, ALEXANDER, MOSES Interim General Counsel Barbosa, Executive Director Garcia, Redevelopment Project Manager Forintos, Department Heads, Secretary Solis, Deputy Secretary Toscano. PUBLIC PARTICIPATION Mr. Art Morales addressed Boardmembers and expressed his opinion regarding the purchase of the property at 200 North Dalton. Call to order Roll Call Also Present Pub Prtc A. Dalton The CONSENT CALENDAR consisting of Items I -2a through Ile, Cons Cal was approved by motion of Director Dangleis, seconded by apvd I -2b - Director Madrid, and unanimously*carried by roll call with I -2c Spec the exception of Items I -2b and I -2c, which were considered Call under Special Call portion. a. The minutes of the regular meeting of May 17, and Min apvd the Regular Adjourned Meeting of May 24, 1993, were approved as written. b. SPECIAL CALL ITEM. Spec Call C. SPECIAL CALL ITEM. Spec Call d. The Agency Treasurer's Report as of April 30, Treas Rprt 1993, was received and filed. rec & file e. Two separate resolutions authorizing payment of warrants by the Agency were adopted and entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE Reso 93-R27 CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS & 93-R28 TO BE PAID OUT OF REDEVELOPMENT AGENCY FUNDS. Warrant SCHEDULED ITEMS NONE SPECIAL CALL ITEMS Schad Items None Spec Call The Redevelopment Agency has negotiated the purchase of 600 Purch Agmnt N. Cerritos, the Balboa Apartments. The purchase price is Balboa Apts $1,100,000. The property is proposed for demolition and 600 N. subsequent redevelopment for lower density affordable Cerritos housing. The seller is FNMA. Mr. Gilbert Becerril addressed Boardmembers in favor of the G. Becerril Agency acquiring the property. in favor Discussion was held between Boardmembers and Staff Disc re. regarding the purchase of this property and various issues Balboa Apts such as: purchase price, demolition expenses, what would purchase be the best use for the property, and code enforcement regulations. Director Madrid offered a Resolution entitled: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE Reso 93-R25 CITY OF AZUSA APPROVING A PURCHASE AND SALE AGREEMENT FOR apvd purch THE ACQUISITION OF REAL PROPERTY LOCATED AT 600 NORTH agmnt. CERRITOS IN THE CITY OF AZUSA. 600 N. Cerritos Moved by Director Madrid, seconded by Director Dangleis to adopt. Resolution passed and adopted by the following vote of the Agency: AYES: DIRECTORS: DANGLEIS, MADRID, MOSES NOES: DIRECTORS: ALEXANDER ABSENT: DIRECTORS: NARANJO Moved by Director Madrid, seconded by Director Dangleis and Apvd demo carried* by roll call to approve Plans and specifications 600 N. for demolition and authorize bidding, Director Alexander Cerritos Dissenting. Apvd Asbes- Moved by Director Madrid, seconded by Director Dangleis and tos abate carried* by roll call to approve Plans and specifications for asbestos abatement and authorize bidding, Director Alexander dissenting. Bowden Dev to build Bowden Development Company Inc., (BDI) is proposing to units at build and develop four single family homes at restricted NW crnr 9th sales prices to first time homebuyers. The site is located at the Northeast corner of Ninth/Azusa. Disscuss re: issues Discussion was held between Boardmembers, Developer and on Bowden staff regarding concerns on the zoning of the property, Development whether it would allow the developer to build more than 4 units. Staff explained that this is only the basic concept and negotiation and that the City would look into entering into an Owner Participation Agreement with the Developer which would prevent the Developer to build more units than what is negotiated for. Director Dangleis offered a Resolution entitled: Reso 93-R26 apvg basic A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT Concept & AGENCY OF THE CITY OF AZUSA GRANTING BASIC CONCEPT APPROVAL negot OPA FOR THE PROJECT PROPOSED BY BOWDEN DEVELOPMENT INC. with BDI Moved by Director Dangleis, seconded by Director Madrid to adopt. Resolution passed and adopted by the following vote of the Agency: AYES: DIRECTORS: DANGLEIS, MADRID, MOSES NOES: DIRECTORS: ALEXANDER ABSENT: DIRECTORS: NARANJO Adjourn Moved by Director Madrid seconded by Director Naranjo and unanimously carried by roll call to adjourn.
