The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Moses Called the meeting to order. ROLL CALL PRESENT: DIRECTORS: DANGLEIS, MADRID, NARANJO, MOSES ABSENT: DIRECTORS: ALEXANDER ALSO PRESENT Interim General Counsel Barbosa, Executive Director Garcia, Redeveldpment Project Manager Forintos, Department Heads, Secretary Solis, Deputy Secretary Toscano. THE CITY COUNCIL CONVENED JOINTLY WITH THE REDEVELOPMENT' AGENCY AT 10:08 P.M. A New Secured Note is being proposed as part of the Agency's 1993-94 budget and must be approved by the Board of Directors and Council by June 30, 1993, to be eligible for inclusion in the Statement of Indebtedness. The following Resolutions were adopted: Director Dangleis offered a Resolution entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA REQUESTING LOANS FROM THE CITY OF AZUSA FOR PURPOSES OF THE MERGED REDEVELOPMENT PROJECT AREA. Moved by Director Dangleis, seconded by DirectorMadrid to waive further reading and adopt. Resolution passed and adopted by the following vote of the Agency: AYES: DIRECTORS: NOES: DIRECTORS: NOES: DIRECTORS: DANGLEIS, MADRID, NARANJO, MOSES NONE ALEXANDER Councilman Dangleis offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING LOANS FOR PURPOSES OF THE MERGED REDEVELOPMENT PROJECT AREA. Moved by Councilman Dangleis, seconded by Councilwoman Madrid to waive further reading and adopt. Morales Redevelopment acquire the property on Alameda, which used comments to be the Fire Station, and be used for Redevelopment Projects. The CONSENT CALENDAR consisting of Items I -2a through I2g, Cons Cal was approved by motion of Director Madrid, seconded by apvd Director Danglies, and unanimously* carried by roll call vote. a. The minutes of the regular meeting of June 7, Min apvd 1993, were approved as written. b. The Agency is required by law to set-aside 20% of its tax increments for to -mod housing projects, unless certain findings are made. Staff has presented findings to release this obligation from the Ranch Center Redevelopment Project. The following resolution was adopted: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE Res 93-R30 CITY OF AZUSA FINDING THAT A SUBSTANTIAL EFFORT effort IS BEING MADE TO MEET THE NEED FOR LOW AND to meet MODERATE INCOME HOUSING IN THE RANCH CENTER need for REDEVELOPMENT PROJECT, AND THAT THIS EFFORT low inc CONSISTS OF SUCH AN EXTENSIVE EXPENDITURE THAT hsg in THE NEED TO SET ASIDE IOW AND MODERATE HOUSING Ranch Ctr­ FUNDS IN -THIS PROJECT WILL BE MET FOR SEVERAL Red Proj YEARS INTO THE FUTURE. C. Per Redevelopment Law, planning and general administrative costs related to programs and activities authorized under Section 33334.2 of the Health and Safety Code may be paid with 20% Set -Aside Low -to -Moderate income housing funds upon Agency determination. The following resolution was adopted. On June 7, 1993, the Board of Directors approved Waive purchase of the Balboa Apartments at 600 N. bid proc Cerritos Avenue. Before close of escrow, the & award Agency must ensure that the property is free of contr to any subsoil conditions that would increase Soils Eng development costs, such as expansive soils. Due to check to escrow time constraints and the need for soil cond immediate soil investigation services, it was on Balboa approved to waive formal bidding procedures and apts, 600 select Associated Soils Engineering, Inc. to N. Cerritos perform these services in the amount of $5,700. e. Bid opening was held in the Office of the City Pkg Crt Clerk on June 15, 1993, for the proposed Parking prof all Court Project that included landscape, parking, bids and irrigation. Six bids were received. Upon rejected thorough review of the bids it was determined that the contract items were misleading and therefore the bids were not consistent. All bids were rejected and staff was directed to revise the contract items and re -advertise the same. f. Bid opening was held in the office of the City Pkg Crt Proj Clerk on June 15, 1993, for the Parking Court Undergrdg Project/Undergrounding. The Contract was awarded Fircke Const to Fricke Construction, in the amount of $108,940. PAGE 2 9 ! g. Formal bidding procedures were waived pursuant to Blnkt P.O. Is the Municipal Code and blanket purchase orders 1993-94 FY over $5,000, for the fiscal year 1993-94 were approved. h. A resolution authorizing payment of warrants by the Agency was adopted and entitled: RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE Reso 93-R32 CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS Warrant TO BE PAID OUT OF REDEVELOPMENT AGENCY FUNDS.
