The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Moses Called the meeting to order. Call to order ROLL CALL Roll Call PRESENT: DIRECTORS: DANGLEIS, MADRID, NARANJO, ALEXANDER, MOSES ABSENT: DIRECTORS: NONE ALSO PRESENT Also Present Acting Interim General Counsel Barbosa, Executive Director Garcia, Redevelopment Director Cervantes, Redevelopment Project Manager Forintos, Department Heads, Secretary Solis, Deputy Secretary Toscano. THE CITY COUNCIL CONVENED JOINTLY WITH THE REDEVELOPMENT City Jtly AGENCY AT 8:37 P.M. w/CRA CONTINUED .JOINT PUBLIC HEARING - on a proposed sale of certain real Jt. Hrg property to be acquired by the Redevelopment Agency. Sale Prop Redevelopment Director Cervantes addressed the Hearing stating that Bowden Development Inc. proposed to purchase the property on the Northeast corner of Azusa Avenue and Ninth Street to develop three single family homes to be sold at an affordable price to moderate income households and the agency is involved to insure that the project remains affordable. Redevelopment Agency Project Manager addressed the Hearing providing a history of the property and explained in detail the proposed uses and amenities for the homes to be built. He also advised of the developer requirements, plans, zone change, qualifications of the purchases as well as the Agency requirements. He stated that the Agency will be paying a small percentage of the required fees and permits. Dir CRA Cervantes comments Project Mgr Forintos comments Mr. Art Morales addressed the issue expressing his concerns regarding the A. Morales profit to the City as well as the profit to the developer from the proposed comments project. Mr. Fred Bowden, of Bowden Development Inc. addressed the issue F. Bowden responding to the question of zoning stating that the reason for R3-0 comments zoning is because it is consistent with neighborhood zoning and that a condition of the agreement is that single family homes can only be built on the property. Moved by Councilman/Director Naranjo, seconded by Councilwoman/ Hrg clsd Director Madrid and unanimously carried by roll call to close the Hearing. Councilman/Director Alexander expressed his opposition to the project. Director Naranjo offered a Resolution entitled: • • , A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA APPROVING THE PROPOSED NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR THE PROJECT AT 902 NORTH AZUSA AVENUE. Moved by Director Naranjo, seconded by Director Madrid to waive further reading and adopt. Fricke Construction has completed the Azusa Parking Court/Utility John T. Fricke Undergrounding Project in accordance with the specifications of the Pkg Crt Proj contract. Items. SCHEDULED ITEMS Schad Itms The Economic Development Advisory Committee (EDAC) has set several EDAC short-term goals for the Agency to implement. One common need Public identified in several of the sort term goals and subcommittee reports is a Relations need to hire a Public Relations Consultant to prepare some marketing Proposal brochures. Geographics has been recommended as the desired Public Relations Consultant for an amount of $67,077.23. Redevelopment Director, Steve Cervantes addressed the issue giving an S. Cervantes update on EDAC and introduced Mr. Al Schapiro to give a more thorough comments update on this committee. Mr. Al Shapiro, Chairman of the Economic Development Advisory A. Shapiro Committee, addressed Directors by presenting EDAC's proposal and its comments benefits. Director Alexander expressed his concerns regarding the investment on this Alexander proposal. comments Ms. Dawn Hassett, from Geographics, addressed Directors giving them a D. Hassett thorough explanation of this proposal and how the investment will be used. comments Discussion was held among Directors and Ms. Dawn on the advantages of this proposal and how it will help business community.
