CITY OF AZUSA
MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
20, 1993 - 7:59 P.M.
The Redevelopment Agency of the City of Azusa met in regular session at
the above date and time in the Civic Auditorium.
Chairman Moses Called the meeting to order.

JOINT PUBLIC HEARING - on the proposed sale of certain property in the Jnt Pub Hrg
Azusa Central Business District Redevelopment Project Area by the Agency Sale of crt prop
to Bowden Development, Incorporated, for the property located at the Bowden
northwest corner of Sixth Street and Alameda.
The Mayor/Chairman declared the Hearing open. The City Clerk/Secretary
read the affidavit of proof of publication of said notice published in the
Azusa Herald on December 9, 1993.
Project Manager Rick Forintos addressed the Hearing providing a detailed
report of the proposed Disposition and Development Agreement between
the City/Redevelopment Agency and Bowden Development, Incorporated,
for the property located on the northwest corner of Alameda Avenue and
Sixth. He provided a presentation of the proposal by Bowden Development
to construct four single family, first time buyer, homes on the property,
which consisted of the project description, Developer obligations,
qualifications, Agency obligations, special housing provisions, schedule of
performance, and project costs and benefits. He further advised about the
silent second as well as deed restrictions to one house per lot.
Mr. Fred Bowden of Bowden Development Incorporated addressed the
Hearing soliciting questions from Council or audience. There were none.

Mr. Art Morales addressed the Hearing expressing his opposition to the A. Morales
demolition of the First Presbyterian Church that once stood on the property. comments
City Administrator Garcia responded stating that the demolition of property City Admin
was a joint effort by the owner and City to protect the public from danger response
under the health and safety code.
Moved by Councilman/Director Naranjo, seconded by Councilman/Director Hrg clsd
Dangleis and unanimously* carried by roll call to close the Hearing.
Director Naranjo offered a Resolution entitled:

Moved by Director Naranjo, seconded by Director Dangleis to waive further
reading and adopt. Resolution passed and adopted by the following vote of
the Directors:

Moved by Councilman Naranjo, seconded by Councilman Dangleis to waive
further reading and adopt. Resolution passed and adopted by the following
vote of the Council.

Moved by Director Naranjo, seconded by Director Dangleis to waive further
reading and adopt. Resolution passed and adopted by the following vote of

read the affidavit of proof of publication of notice of said hearing published
in the Azusa Herald on December 9, 1993.
Moved by Councilwoman/Director Madrid, seconded by Cont Hrg to
Councilman/Director Dangleis and unanimously" carried by roll call that the Feb 7, 1994
Hearing be continued to February 7, 1994.

b. A resolution approving appropriation amendments was adopted and
entitled:

Proposed Memorandum of Understanding with West Venture Development
Company. MOU West
Venture
Steve Cervantes, Redevelopment Director, addressed boardmembers giving
an explanation on the proposed investment which is located on the corner S. Cervantes
of Citrus and Alosta. He introduced Mr. Segal from West Venture to give a comments
more thorough explanation.
Mr. Segal addressed the issue explaining that at the present time there is a Mr. Segal
vacant building that is being leased by Security Pacific Bank; he suggests to comments
buy back the lease and remodel the building to attract an anchor tenant to
be able to attract leasing to the center, which is currently at 67% occupied.

Mr. Naranjo commended West Venture for its continued efforts done in the Naranjo

Moved by Director Naranjo, seconded by Director Dangleis and appv MOU &
unanimously* carried by roll call to approve the proposed Memorandum of OPA with West
Understanding and prepare an Owner Participation Agreement for the Venture
Boards consideration.
Moved by Director Madrid, seconded by Director Dangleis and Adjourn
unanimously* carried by roll call to Adjourn the Redevelopment Agency
