MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
APRIL 18, 1994 - 8:10 P.M.
The Redevelopment Agency of the City of Azusa met in regular
session at the above date and time in the Civic Auditorium.
Chairman Moses Called the Meeting to order. Call to order

Interim General Counsel Barbosa, Executive Director Garcia,
Redevelopment Director Cervantes, Department Heads, Deputy
Secretary Toscano, Office Specialist Hernandez.

CONTINUED JOINT PUBLIC HEARING - on Disposition and Jnt Pub Hrg
Development Agreement with R.E. Blewett Companies, Inc. for the Balboa Site
Development of 600 North Cerritos Avenue (Balboa Site).
Redevelopment Director Cervantes addressed the Hearing stating CRA Dir
that the proposed project consists of the construction of twenty comments
single family homes, fifteen which will be sold to first time home
buyers and five at market rate. The property is owned by the
Redevelopment Agency and will be sold to R.E. Blewett for $400,000,
who will construct the homes. He addressed the project description,
purpose of the DDA, Developer qualifications, Agency obligations,
Special Housing provisions, Schedule of Performance, Reuse
Appraisal, Project's costs and benefits, and Project cost summary.
Mr. Blewett addressed the Hearing advising that the Homeowners' R. E. Blewett
Association will cover street and recreational maintenance, that each comments
person will own his/her own lot and that it will be a gate community.
Moved by Councilman Naranjo, seconded by Councilman Dangleis Hrg clsd
and unanimously carried by roll call to close the Hearing.
Director Dangleis offered a Resolution entitled:

Moved by Director Dangleis, seconded by Director Naranjo to waive
further reading and adopt. Resolution passed and adopted by the
following vote of the Agency:

Councilman Dangleis offered a Resolution entitled:

Moved by Councilman Dangleis, seconded by Councilman Naranjo to
waive further reading and adopt. Resolution passed and adopted by

approved by motion of Director Madrid, seconded by Director apvd, I -2b,
Dangleis and carried by roll call vote, with the exception of Items I- I -2c, spec
2b and I -2c which were considered under special call portion. Director call
Alexander dissenting.

e. Two separate Resolutions authorizing payment of warrants by
the Agency was adopted and entitled:

OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE 94-R21

Consent Calendar Item No. I -2b.
The EDAC Strategic Plan recommended the implementation of EDAC imple-
Commercial/Industrial Loan Program that will improve the visual mentation
appearance of private businesses, and thereby increase business loan program
efficiency and stimulate private investment. In addition, the Existing
Commercial Rebate Program requires additional funding.
Redevelopment Director Cervantes addressed the issue, giving a S. Cervantes
thorough explanation on this program, explaining the proposed comments
Commercial/Industrial Rehab Program for exterior/interior
improvements, ineligible rehabilitation, program administration and
existing commercial rebate programs.
Question and answer session was held among Boardmembers and Discussion
Director cervantes, regarding this program.
Moved by Director Dangleis, seconded by Director Naranjo, and Appvd Imple-
carried by roll call vote to, approve implementation of the mentation of
Commercial/Industrial Loan Program, authorize a program budget of EDAC loan
$200,000, and approve the additional funding for the Downtown and prog.
Expanded Commercial Rebate Program in the Amount of $100,000.

accomplish a loan pool of $7,500,000 or about 50 loans of $150,000.
Redevelopment Director Cervantes addressed the issue explaining
this program offers many benefits, not only to the ultimate S. Cervantes
purchasers, but to the Agency as well. This program will assist first comments

Moved by director Alexander, seconded by Director Naranjo and Apv agmnt
unanimously carried by roll call to approve Trust Agreement w/Calif Hsg
between the Agency and the California Housing Loan Insurance Fund, Loan Ins &
and the 97% Loan Pledge Agreement between the California Housing Pledge Agmnt
Finance Agency (CHFA) acting through the California Housing Loan CHFA
Insurance Fund (CHLIF).
