MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
OCTOBER 17, 1994 - 7:47 -P.M.
The Redevelopment Agency of the City of Azusa met in regular session at
the above date and time in the Civic Auditorium.
Chairman Alexander called the meeting to order. Call to Order

Interim General Counsel Barbosa, Executive Director Garcia,
Redevelopment Director Cervantes, Secretary Solis, Office Specialist
Ramirez.
The CONSENT CALENDAR consisting of items I -la through I -1g was Consent Cal.
approved by motion of Director Madrid, seconded by Director Beebe and appvd, I -Ib
carried by roll call vote, with the exception of item I -Ib, which was Spec Call
considered under the Special Call portion of the Agenda. Chairman
Alexander dissenting.
a. The Minutes of the regular meeting of October 3, 1994, were approved Min appvd
as written.
b. SPECIAL CALL.
C. Bowden Development Company has complied with all the
requirements of the DDA and all three homes have been sold to
moderate income first time home buyers. The Building Department
has completed its review of the project and the Agency has completed
its review as well as recorded Covenants, Codes, and Restrictions for
the current and future buyers. The Certificate of Completion was
approved and its execution and recordation was authorized.
d. The Agency approved the DDA with Russell Blewett of R.E. Blewett
Companies on June 7, 1994, for the construction of twenty single
family detached homes. The Developer has entered into a Limited
Partnership Agreement with Tone Yee Investments to provide equity
fund for the project. Section 107 and DDA requires the Agency to
approve any major changes in the control of the Development entity.
The change of the Development entity was approved by the adoption
of the following resolution:

DISPOSITION AND DEVELOPMENT AGREEMENT BY AND
BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY
OF AZUSA AND R.E. BLEWETT COMPANIES, INC. TO
ASSIGN DISPOSITION AND DEVELOPMENT AGREEMENT
TO AZUSA HERITAGE, A CALIFORNIA LIMITED
PARTNERSHIP.
e. The Agency Board of Directors has encouraged the Agency staff to
commence acquisition appraisals of nine properties near the northwest
corner of the block bounded by Foothill Boulevard, Azusa Avenue,
Sixth Street, and Alameda Avenue. The subject property is occupied
by Azusa Realty and a financial services office. The property is owned
by Gloria Delgado and her son, Carlos E. Paniagua. The following
resolution was adopted:

f. Over the past six months the Agency has been using the consulting Agmt
firm of Economic Development Systems for retail and restaurant w/Economic
recruitment. Staff is proposing to contract for additional retail Dev Systems
recruitment services for the restaurant site and for retail in the Price
Club Plaza. Approval was given for consulting service agreement with
Economic Development Systems for an amount not to exceed $6,190.
g. A RESOLUTION OF THE REDEVELOPMENT AGENCY OF Res. 94-R59
THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND Warrants
DEMANDS TO BE PAID OUT OF REDEVELOPMENT FUNDS.
Director Beebe addressed item regarding notice of completion of project by
AAJ, Inc. and abstained from any action due to a possible conflict of
interest. It was then moved by Director Madrid, seconded by Director
Naranjo and carried by roll call that Notice of Completion for demolition
of 600 and 604 North San Gabriel Avenue by AAJ, Inc, General
Contractor, be approved and its execution and recordation authorized.

Alexander and unanimously carried by roll call to adjourn to Wednesday, 10/19/94
October 19, 1994, 7:00 p.m.,at Center Middle School in order to conduct a Town Hall
