The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Alexander called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: DIRECTORS: HARDISON, MADRID, NARANJO, BEEBE, ALEXANDER ABSENT: DIRECTORS: NONE ALSO PRESENT: Also Present General Counsel Deitsch, Executive Director Garcia, Redevelopment Director Cervantes, City Department Heads, Secretary Solis, Deputy Secretary Toscano. THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY Cncl/CRA CONVENED JOINTLY AT 9:28 P.M. convene jointly JOINT PUBLIC HEARING - on proposed Disposition and Development Joint Pub Hrg Agreement with Donald J. Nores and Joyce A. Nores, for property located in the DDA Nores West End Redevelopment Project Area. Moved by Mayor/Chairman Alexander, seconded by Councilmember/Director Hrg continued Hardison and unanimously carried by roll call to continue the Joint Public Hearing to 9/5/95 to September 5, 1995 Council/Agency meeting. THE CITY COUNCIL RECESSED AND THE REDEVELOPMENT AGENCY Cncl recess/CRA CONVENED AT 9:29 P.M. continued The CONSENT CALENDAR consisting of items I -2a through I -2e was approved Consent Cal by motion of Chairman Alexander, seconded by Director Beebe and unanimously I2a-I2e carried by roll call vote. appvd a. The Minutes of the regular meeting of August 21, 1995, were approved as Min appvd written. b. ARV has complied with all the requirements of the OPA and the 147 unit senior Certof Comp citizen rehabilitation project is completed. The Building Department has signed ARV off and all Agency requirements have been met. The Certificate of Completion was approved and its execution and recordation were authorized. C. Very Special Chocolats has complied with all requirements of the OPA and the Cert of Comp expansion project is completed. The Building Department has given final Very Special approval. The Certificate of Completion was approved and its recordation and Chocolats execution were authorized. 0 0 d. A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF AZUSA REDEVELOPMENT AGENCY MAKING A FINDING THAT THE PLANNING AND ADMINISTRATIVE EXPENSES TO BE FUNDED FROM THE LOW AND MODERATE INCOME HOUSING FUND ARE NECESSARY FOR THE PRODUCTION IMPROVEMENT OR PRESERVATION OF THE COMMUNITY'S SUPPLY OF LOW AND MODERATE INCOME HOUSING. C. Two separate resolutions authorizing payment of warrants by the Agency were adopted and entitled: Res. 95-R48 Ping & Admin expenses to be funded by Low Mod funds A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE Res. Nos. 95-R49 CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS and 95-R50. TO BE PAID OUT OF REDEVELOPMENT FUNDS. Warrants SPECIAL AL . ITEMS Special Call Items None. None SCHEDULED ITEMS Scheduled Items None. None It was consensus of the Board members to recess to the end of the Council meeting. TIME OF RECESS: 9:30 P.M. Recess THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY Cncl convene CONVENED JOINTLY TO RECESS TO CLOSED SESSION AT 10:39 P.M. jointly w/CRA Moved by Mayor/Chairman Alexander, seconded by Councilmember/Director Closed Session Naranjo and unanimously carried by roll call to recess to Closed Session to discuss the following: Real Property Negotiations (Gov. Code Sec. 54956.8) Azusa Redevelopment Agency/Mission Chrysler, 229 South Azusa Avenue, Azusa, California, Terms and conditions of payment and Armando and Ernestine Vargas, 502 East Foothill Boulevard, Azusa, California 91702, Terms and conditions of payment. Potential Litigation Gov. Code Sec. 54956.9 (b) (1). 1 Case. TIME OF RECESS TO CLOSED SESSION: 10:40 P.M. Recess THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY Reconvened RECONVENED AT 11:55 P.M. City Attorney/General Counsel Deitsch advised that there was no reportable action City Atty/Gen from Closed Session. He also advised that Councilmember/Director Madrid left the Counsel advises Closed Session meeting, but did participate in all the proceedings. THE NEXT RESOLUTION NO. 95-R51.
