The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Alexander called the meeting to order. ROLL CALL PRESENT: DIRECTORS: HARDISON, MADRID, NARANJO, BEEBE, ALEXANDER ABSENT: DIRECTORS: NONE ALSO PRESENT: General Counsel Deitsch, Executive Director Garcia, Interim Redevelopment Director Steel, City Department Heads, Secretary Solis, Deputy City Clerk Toscano. Call to Order Roll Call Also Present The CONSENT CALENDAR consisting of items I-1 a through I-1 f were approved by Consent Cal. motion of Director Beebe, seconded by Director Hardison and unanimously carried by Appvd roll call vote with the exception of item I -le, which was considered under the Special I -le, Spec Call Call portion of the Agenda. a. The Minutes of the regular meeting of November 4, 1996, were approved as Min appvd. written. b. The Agency Board approved the Disposition and Development Agreement with Nores DDA/ Don Nores on June 3, 1996. The Agreement required the Developer to close escrow waive 30 by July 10 or be penalized $250 per day from the power pole relocation fund. penalty Escrow closed 30 days late due to many lender requirements. The building construction is ahead of scheduled and Developer requested that the Agency waive the penalty so the Developer may use the entire fund to pay for the pole relocation. The 30 day late penalty was waived. c. A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. 96-R56 AZUSA AUTHORIZING A LOAN FROM THE MERGED REDEVELOPMENT Auth loan PROJECT AREA CAPITAL PROJECT FUND TO THE 20% SET ASIDE LOW- merged redev TO -MODERATE INCOME HOUSING FUND. project d. Step increase recommendation was approved for M. Hall, Economic Specialist, to Step Inc step 5, effective October 3, 1996. M. Hall e. SPECIAL CALL ITEM. Spec Call f. Resolution authorizing payment of warrants by the Agency was adopted and entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. 96-R57 AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT Warrants OF REDEVELOPMENT FUNDS. 0 SPECIAL CALL ITEMS 0 Chairman Alexander addressed item regarding the contract for consulting services from SCS Engineers for site testing on the Krems property. He explained his vote by noting that although he is against the Krems project, he does agree that the site needs to be tested. Moved by Director Beebe, seconded by Director Hardison and unanimously carried by roll call to approve agreement between the Agency and SCS Engineers and its execution was authorized. SCHEDULED ITEMS None. It was consensus of the Board to recess at 8:48 p.m. THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY CONVENED JOINTLY TO RECESS TO CLOSED SESSION. City of Azusa, United States District court, Central District of California, Case #CV5-8361-ABC (JGX) Glass v. City of Azusa, Superior Court, State of California, County of Los Angeles, East District. Case #KCO22939. Conference with Labor Negotiator (Gov. Code Sec. 54957.6), Agency Negotiator: City Administrator, Employee Organization: APOA TIME OF RECESS: 10:18 P.M. THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY RECONVENED AT: 11:30 P.M. City Attorney/General Counsel advised that there was no reportable action taken in Closed Session.
