MINUTES OF THE CITY COUNCIL AND
THE REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
TUESDAY, JULY 22,1997 -6:00 P.M.
The City Council* of the City of Azusa met in adjourned regular session at the above date and
time in the Library Auditorium.
Mayor* Madrid called the meeting to order.
PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE,
MADRID
ABSENT: COUNCILMEMBERS: NONE
ALSO PRESENT:
Assistant City Attorney Carvalho, City Administrator Garcia, Chief of Police Broderick,
Captain Pihlak, Administrative Analyst Dadaian, Director of Community Services Guarrera,
City Librarian Maghsoudi, Finance Director Craig, Utilities Director Hsu, Superintendent of
Public Works Pedroza, Accounting Supervisor Brisco, Interim Redevelopment Director Steel,
Deputy City Clerk Toscano.
City Administrator Garcia advised that ballot information on the Fire Assessment Fee protest
vote will be available by Thursday, July 24, 1997, in order for the City Clerks office to have
time to conduct a canvass/validation of the vote. He also announced the results of the Fire
Assessment Fee question that was voted by property owners of the city on July 21, 1997, which
was as follows: Yes Vote: 1,475, with property value of $278,049.79 and No Vote: 1,413,
with property value of $341,833.68. He addressed Revenue alternatives in light of the Fire
Assessment Results and presented five proposed ballot measures. He proposed taking fire fee
question to a special election to be consolidated on November 4' with the County of Los
Angeles and in order to accomplish this it would require a 2/3 vote of the
CouncilBoardmembers. He presented measures that would increase rock, sand & gravel
extraction tax, increase in Residential property rental tax, increase in Commercial property
rental tax, and increase in the swap meet tax and increase in the Utility users tax.
Finance Director Craig presented his proposal for budget balancing which consisted of a
reduction goal at three levels, base, 5% or 10% levels of portions in some of the Budget
Missions entitled: Government Services, Public Safety, Leisure/Cultural Services, Resource
Management, Circulation, and Business Services. His proposal consisted of a variety of
elimination of community services as well as the layoffs or freezes of many city employee
positions. Together, with proposed revenue measures, the proposed cuts amounted to
$2,860,720.

Lengthy discussion was held between CouncilmemberBoardmembers, staff, and the public, Discussion
as each proposed cut or reduction was presented and many alternatives were discussed by all.
The proposed revenue measures were discussed at length as CouncilmemberBoardmembers
provided staff with input and guidance on each proposed measure

It was consensus of Councilmembers/Boardmembers to adjourn to Monday, July 28, 1997,
at 6:00 p.m., in the Azusa Library Auditorium.
