MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
MONDAY, SEPTEMBER 15, 1997 4:53 P.M.
The Redevelopment Agency of the City of Azusa met in regular session at the above date
and time in the Civic Auditorium.
Chairman Madrid called the meeting to order.
PRESENT: DIRECTORS: HARDISON, STANFORD, ROCHA, BEEBE,
MADRID
ABSENT: DIRECTORS: NONE
Assistant General Counsel Carvalho, Acting Executive Director Craig, Interim
Redevelopment Director Steel, City Department Heads, Deputy Secretary Toscano, Office
Specialist Aguilar.

JOINT PUBLIC HEARING - on adoption of Resolution on an offer to purchase the Jnt Pub Hrg
Agency owned home located at 1040 North Orange Avenue by Mr. and Mrs. Deanda. 1040 N. Orange
The Mayor declared the Hearing open. The Deputy City Clerk/Deputy Secretary read the Hrg open
affidavit of proof of publication of notice of said hearing published in the San Gabriel
Valley Tribune on September 4th and 11th, 1997.
Interim Redevelopment Director Steel addressed the Hearing stating that this is the time CRA Dir
to confirm the sale of property at 1040 North Orange Avenue that was constructed by ROP comments
students. The improvement in the economy and the quality of the house attracted an offer
of $177,500, and the law requires that any time the Agency sells or leases property without
formal competitive bidding, a Public Hearing is required. A surplus of $10,000 will be
generated after the sale of the property.
Testimony was received from Art Morales and Ron Legault. Testimony
Moved by Councilmember/Director Beebe, seconded by Councilmember/Director Stanford Hrg closed
and unanimously carried to close the Hearing.
Councilmember/Director Hardison offered two Resolutions entitled:

to waive further reading and adopt. Resolution passed and adopted by the following vote
of the Agency/Council:

AGENCY OF THE CITY OF AZUSA APPROVING APPROPRIATION Appropriation
AMENDMENTS FOR FISCAL YEAR 1997-98 PURSUANT TO SECTION 2450 OF Amendments
THE AZUSA MUNICIPAL CODE.
C. On September 2, 1997, informal quotations were received and opened for the Constr. fencing
construction of fencing and wall improvements at 550 North Cerritos Avenue, pursuant wall improvements
to agreement between the Agency, Azusa Unified School District, R.E. Blewett, Inc. 550 N. Cerritos
and Zukun Ju and Azusa Heritage. Approval was given to Pycz Construction for the Pycz Constr. &
block & slope improvements in the amount of $10,000, and to Charlie's Fence Charlie's Fence
Company for the wrought iron work in the amount of $8,547, and the requirement for Company
labor/material and performance bonds was waived.
D. Additional demolition and asbestos soil testing for the Krems property was approved Agmt w/Krems
and the Agency staff was authorized to enter into a reimbursement agreement with Mr. add'l demo &
Krems, in accordance with the terms described in the staff report. asbestos soil test
E. The Agency Treasurer's Report as of July 31, 1997, was received and filed. Treas Rpt

City Attorney/General Counsel Carvalho advised that the negotiator has been instructed City Atty/Gen
with regard to the Real Property Negotiations and that the two cases regarding Potential Counsel
Litigation are proceeding. comments
It was consensus of Councilmembers/Boardmembers to adjourn to Wednesday,
September 17,1 997, at 7pm in the Civic Auditorium in order to conduct a Rosedale
workshop, and then to Monday, September 29, 1997, at 6pm in the Library Auditorium
in order to conduct a Public Hearing on COPS and a workshop on Code
Enforcement/Planning.
