HomeMy WebLinkAboutMinutes - October 1, 1997 - RA0 0 CITY OF AZUSA MINUTES OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING WEDNESDAY, OCTOBER 1, 1997 -6:00 P.M. The City Council* of the City of Azusa met in adjourned regular session at the above date and time in the Library Auditorium. Mayor* Madrid called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: City Administrator Garcia, Chief of Police Broderick, Community Development Director Bruckner, City Engineer Abbaszadeh, Redevelopment Director Steel, Deputy City Clerk Toscano. Call to Order Roll Call Also Present Agenda Items Interim Redevelopment Director Steel addressed Councilmembers/Boardmembers CRA Dir introducing the Downtown Streetscape Plans program goals on Azusa Avenue, from Fifth comments Street to Ninth Street, which will include street realignment, parking, landscaping, lighting, Downtown benches, bollards, banners, and trash receptacles. Streetscape Plan Mr. Mark Brodeur of Urban Design Studios addressed Councilmembers regarding some of the items discussed at the public workshops that were held and detailed information about the amenities for the area which were as follows: trees -Golden Medallion, Historic double luminary light bulbs, bollards, teak wood benches, iron sights trash receptacle, a banner system, and stated that a uniform blue color will be utilized. Lengthy discussion was held between Councilmembers, staff, Mr. Brodeur, and audience regarding bus stops, funds for build out, trees, itemized cost, lighting, project scope and budget, logo, rocks, section 108 loan funding, payback process, CDBG funding, other areas of the downtown area, Federal Main street program, traffic flow, economic promotion design, construction management and time line. Mayor Madrid expressed her opposition to the lighting standards. After Council comments, Councilmember Hardison offered a Resolution entitled: M. Brodeur Urban Design Studios comments Discussion A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING Res. 97-C139 DESIGN PLANS FOR THE DOWNTOWN STREETSCAPE PROGRAM. Appvg Design Plans Downtown Moved by Councilmember Hardison, seconded by Councilmember Rocha to waive further Streetscape reading and adopt. Resolution passed and adopted by the following vote of the Council: Program AYES: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NON E 0 0 After discussion, Director Stanford offered a Resolution entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA Res. 97-R47 APPROVING PHASE II OF THE DOWNTOWN BANNER PROGRAM Approving Phase II Moved by Director Stanford, seconded by Director Hardison to waive further reading and Downtown adopt. Resolution passed and adopted by the following vote of the Agency: Banner Program AYES: DIRECTORS NOES: DIRECTORS ABSENT: DIRECTORS It was consensus of Council to adjourn.
