The Redevelopment Agency of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Chairman Madrid called the meeting to order. ROLL CALL PRESENT: DIRECTORS: ABSENT: DIRECTORS: ALSO PRESENT: HARDISON, STANFORD, ROCHA, BEEBE, MADRID NONE General Counsel Deitsch, Interim Executive Director Hsu, City Department Heads, Secretary Solis, Deputy Secretary Toscano. Call to Order Roll Call Also Present THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY CONVENED Cncl/CRA convene JOINTLY AT 9:20 P.M. jointly Community Development Director Bruckner addressed Council presented the updated CEQA Guidelines to be adopted by the City and Agency of the City. He stated that there have been Case and State law changes that need to be reflected in the CEQA Guidelines, which are summarized/entitled as follows: (1997 CEQA Legislation), Affordable Housing Exemption: Informal Consultation with Other Agencies and CEQA Exemptions: Repair of Facilities in Flood Damaged Areas, (1997 CEQA Case Law), Findings Necessary for Making Statement of Overriding Consideration, Comments to Draft CEQA Documents, Ballot Measure Exemption, and Demolition of Historical Resources. He then answered question posed by Councilmembers/Boardmembers regarding that the new guidelines will apply to the Rosedale Project. Com Dev Dir comments re: CEQA Guidelines Councilmember Stanford offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, Res. 98-C68 AMENDING AND ADOPTING LOCAL GUIDELINES FOR IMPLEMENTING THE CEQA CALIFORNIA ENVIRONMENTAL QUALITY ACT ("CEQA"). Guidelines Moved by Councilmember Stanford, seconded by Councilmember Beebe to waive further reading and adopt. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE MADRID NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE Director Stanford offered a Resolution entitled: A RESOLUTION OF THE BOARD OF DIRECTORS OF THE AZUSA Res. 98-R25 REDEVELOPMENT AGENCY AMENDING AND ADOPTING LOCAL GUIDELINES CEQA Guidelines FOR IMPLEMENTING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT ("CEQA"). Moved by Director Stanford, seconded by Director Beebe to waive further reading and adopt. The Minutes of the regular meeting of April 6, 1998, were approved as written. Min approved B. A RESOLUTION OF THE AZUSA REDEVELOPMENT AGENCY APPROVING Res. 98-1126 AND ADOPTING A METHOD OF RELOCATION AND OWNER Adopting PARTICIPATION RULES FOR THE MERGED CENTRAL BUSINESS DISTRICT Relocation PROJECT AREA, WEST END AND RANCH CENTER REDEVELOPMENT & OPA rules PROJECT AREAS. C. The License Agreement with Pima Corporation to use the Agency's vacant lot, at 444 Res. 98-1127 N. Azusa as a construction yard for its equipment, was approved. Lic Agmt Pima D. Resolution authorizing claims and demands was adopted and entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. 98-R28 AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF Warrants REDEVELOPMENT AGENCY FUNDS. It was consensus of the Board members to recess to the end of the meeting. Code Sec. 54957) City Administrator. (To discuss procedures for the recruitment of a City Administrator). B. PUBLIC EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE (Gov. Code Section 54957). C. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Gov. Code. Sec. 54956.9 (a): City of Azusa v. Oil and Solvent Processing Company, Waste Management, Inc. and Does 1 through 100, inclusive. Los Angeles Superior Court Case No. KCO26301. TIME OF RECESS: 10:00 P.M. Recess THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY RECONVENED Reconvened AT 11:15 P.M. City Attorney/General Counsel Carvalho advised that there was no reportable action taken No Reports in Closed Session. It was consensus of Councilmembers/Boardmembers to adjourn in memory of Lisa Adjourn to 4/27 Thompson, Cuco Velasco, and Carlos Luera, to Monday, April 27, 1998, 6:30 p.m., in the Light and Water Conference Room in order to conduct a Council/Staff Vision Workshop.
