REGULAR MEETING
MONDAY, MAY 18p 1998 - 7:55 P.M.
The Redevelopment Agency of the City of Azusa met in regular session at the above date
and time in the Civic Auditorium.
Chairman Madrid called the meeting to order. Call to Order

General Counsel Carvalho, Interim Executive Director Hsu, City Department Heads,
Secretary Solis, Deputy Secretary Toscano.

JOINT PUBLIC HEARING - on a proposed Rental Agreement with Roland Hoagland Jnt Pub Hrg
pertaining to the rental of an approximately 1500 square foot Agency building located at Rental Agmt
615 North Azusa Avenue. 615 N. Azusa
The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of Hrg open
publication of notice of said hearing published in the Azusa Herald on May 71 & 141
,
1998.
Community Development Director Bruckner addressed the issue stating that the State Com Dev Dir
requires that a public hearing be held anytime an agreement of this nature is considered. comments
The business owner at 615 N. Azusa Avenue is seeking to change hands and the new owner
desires to enter into an agreement with the Agency to assume the Rental Agreement that is
in place. Staff found that current rent changed is comparable to rents for this type of
property and that the owner should pay for the property insurance. He cited Section 16,
of the agreement, a proposed amendment relating to the destruction of the property stating
that "should, by an act of God, the property be destroyed, the Agency would have the
ability to decide to demolish or to apply the proceeds of the insurance to repair the
building". He recommended tat the agreement be approved as amended. He then answered
questions posed by Council regarding a walk through.
Ms. Peggy Martinez addressed the issue questioning who is responsible for the maintenance P. Martinez
of the building and why the City sub -leases some buildings and others they deal with comments
directly.
Community Development Director Bruckner responded that tenants are responsible for TI's Com Dev Dir
and City is responsible for major repairs (as defined in Section 6 of the Agreement). response
Further, he stated that due to•short staff, the Agency sometimes enlists the services of a
Real Estate Agent to act as property managers and lease out properties on Agency's behalf.
It was consensus of CouncilmembersBoardmembers to close the Hearing. Hrg clsd

Moved by Councilmember Stanford, seconded by Councilmember Hardison to waive
further reading and adopt. Resolution passed and adopted by the following vote of the
Council:

NOES: COUNCILMEMBERS: NONE

Moved by Director Stanford, seconded by Director Hardison to waive further reading and

motion of Director Stanford, seconded by Director Rocha and unanimously carried. Approved

and Adjourned regular meetings of April 27, and April 30, 1998, were approved as
written.
B. A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT Res. 98-R34
AGENCY OF THE CITY OF AZUSA APPROVING APPROPRIATION Appropriation
AMENDMENTS FOR FISCAL YEAR 1997-98 PURSUANT TO SECTION 2-450 Amendments
OF THE AZUSA MUNICIPAL CODE.
C. Resolution authorizing claims and demands was adopted and entitled:

AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF Warrants

It was consensus of the Board members to recess to the end of the meeting. Recess

THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY RECONVENED AT Reconvened
11:25 P.M.
City Attorney/General Counsel Carvalho advised that the City Council has voted to uphold City Attorney
the termination of Customer Service Representative II, Terri Elliot, and that in regards to advised
the second item concerning the evaluation of the Finance Director position, the City Council
directed City Administrator Hsu to counsel Finance Director on an employee matter and
follow up with written confirmation.
It was consensus of Councilmembers/Boardmembers to adjourn to Tuesday, May 26, Adjourn to 5/26
1998, at 6:30 p.m., in the Light and Water Conference Room to recess to Closed Session Closed Sess
to discuss the recruitment of a City Administrator, PUBLIC EMPLOYEE (Gov. Code Sec. City Admin
