HomeMy WebLinkAboutMinutes - June 29, 1998 - RA• CITY OF AZUSA • MINUTES OF THE CITY COUNCIL, REDEVELOPMENT AGENCY, AND THE AZUSA PUBLIC FINANCING AUTHORITY ADJOURNED REGULAR MEETING MONDAY, JUNE 29p 1998 -6:30 P.M. The City Council/Board members of the City of Azusa and the Redevelopment Agency met in adjourned regular session at the above date and time in the Civic Auditorium. Mayor/Chairman Madrid called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Interim City Administrator/Executive Director Hsu, City Attorney/General Counsel Carvalho, City Manager Cole, Community Development Director Bruckner, Public Works Superintendent Pedroza, Grants Compliance Neal, Junior Accountant Grijalva, Headstart Coordinator Coppola, Recreation SuperintendentJacobs, Community Improvement Manager Rudisel, Accounts Payable Clerk Wanstrath, Chief of Police Broderick, Police Captain Garcia, Administrative Services Manager Putrino, Planning Secretary Rocha, Senior Accountant Jara, Personnel Analyst Wallace, City Librarian Maghsoudi, Senior Programs Manager Crawford, Transportation Manager MacKay, City Treasurer Talley, IBEW Representative Dent, Deputy City Clerk/Secretary Toscano, and other city employees. PUBLIC PARTICIPATION The following persons spoke in opposition to Circus Vargas performing in the City of Azusa in August; and the waiver of fees by the City as well as the use of the Krems property for the circus: Linda Cleary, Kris Lampe, Claire Haigh, Lucy Shelton, and Yvette Gonzales. The following persons spoke in favor of Circus Vargas: Thomas Keller and Lewis Jenkins, Operations Manager for Circus Vargas. Call to Order Roll Call Also Present Pub Part Circus Vargas pros & cons Mr. Chuck Nine addressed Council opposing the reduction of the Police Department budget. C. Nine Moved by Councilmember Beebe, seconded by Councilmember Rocha and unanimously Agmt w/Michael carried by roll call to approve the Consultant agreement with Michael J. Huls, R.E.A., for the J. Huls/consult. Used Oil Block Grant, and authorize the Finance Department to establish a blanket purchase Used Oil Grant order for the services in an amount not to exceed $7,000. Councilmember Beebe requested that staff work at reducing administrative fee and increase the program fee in future. Mr. Tito Branca, President of the Chamber, addressed Council requesting approval for T. Branca Chamber to bring Circus Vargas to Azusa and to waive the permit fees. Pres CofC Ms. Peggy Martinez addressed Council requesting that Councilmembers make its decision P. Martinez based on the facts, with regard to Circus Vargas. Councilmember Stanford addressed the issue proposing that the Chamber of Commerce find Stanford other ways to raise money in the future as it has caused the City and the community many comments problems. He advised that he would approve the Circus this year only, with the stipulation that the signs that were displayed at the Circus last year against animal rights activists, not be displayed this year, or the Circus will be closed; further, that the permit fees not be waived. 0 0 Councilmember Rocha addressed the issue stating that the Chamber of Commerce has Rocha always donated to the needy, provided scholarships for the community, and encouraged comments businesses to come to Azusa, but, concurred with Councilmember Stanford and requested that the Chamber not bring the Circus to Azusa again. Councilmember Hardison addressed the issue and expressed his wish to have a circus in the Hardison future without any animals. comments Councilmember Beebe expressed her opposition to allow the Circus in Azusa and t any fee Beebe waivers. She advised that the event does expose the City to liability and suggested that other comments options be explored in the future for different types of circus' and events, to be sponsored by the Chamber. Mayor Madrid expressed her concern regarding the disparity of treatment of types of animals Madrid in circus' versus aquariums, and agreed with Councilmember Rocha regarding the vote. comments Moved by Councilmember Stanford, seconded by Councilmember Rocha and carried by roll Circus appvd call to approve Circus Vargas to perform in the City of Azusa this year only, with the this year only stipulation that signs against animal rights activists not be displayed at the circus and that the w/stipulation permit fees not be waived. Councilmember Beebe dissenting. no fees waived Interim City Administrator Hsu addressed Council regarding the adoption of the proposed City Admin Hsu budget stating that another approach is being taken and final figures have not yet been arrived re: budget at, and requested that the issue be continued to tomorrow night, June 30, 1998. It was consensus of Councilmembers to recess to Closed Session to discuss the following: Closed Session PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Gov. Code Sec. 54957). Interim City Administrator CONFERENCE WITH LEGAL COUNSEL -POTENTIAL LITIGATION (Gov. Code Sec. 54956.9) THE CITY COUNCIL RECESSES AT 7:30 P.M. THE CITY COUNCIL RECONVENED AT 9:40 P.M. Recess Reconvened City Attorney Carvalho advised that there was no reportable action taken in Closed Session. City Attny Discussion was held between Councilmembers and staff regarding the need for Procedures guidelines/policies for conduct/voting procedures when Councilmembers are on outside Councilmembers Boards/Committees representing the City. It was consensus that operating norms, as reps on outside guidelines, policies and clarifications of what it means to represent the City Council on committees outside committees, are needed. It was consensus of CouncilmembersBoardmembers to adjourn to Tuesday, June 30,1998, Adjournto at 6:30 in the Civic Auditorium, in order to conduct a budget workshop. 6/30/98 TIME OF ADJOURNMENT: 9:49 P.M.
