CITY OF AZUSA
MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
TUESDAY, JULY 7, 1998 - 9:45 P.M.
The Redevelopment Agency of the City of Azusa met in regular session at the above date
and time in the Civic Auditorium.
Chairman Madrid called the meeting to order.

ALSO PRESENT:
General Counsel Deitsch, Executive Director Cole, City Department Heads, Secretary
Solis, Deputy Secretary Toscano.
CITY COUNCIL AND AGENCY CONVENED JOINTLY AT 9:45 P.M.
Community Development Director Bruckner addressed Council regarding Loan Agreement
by and between the Redevelopment Agency of the City of Azusa and the City of Azusa,
stating that the Redevelopment Agency's primary funding source is property tax increment
and the only way that money can be spent is through the payment of debt and the way to
establish that debt is by advancing funds from the General Fund for the eventual repayment
by the Redevelopment Agency with tax increment funding.
Councilmember/Director Rocha voiced concerns regarding Agency budget document
notation stating that "the Agency has borrowed 77% of its capacity, longer term solutions
must be implemented to avoid depletion of all working capital, the Agency would otherwise
deplete its reserves in two to three years, the Agency needs to closely monitor its cash
flow"; he requested clarification.

Community Development Director Bruckner responded stating that City Manager, and staff Com Dev Dir
need to work on a strategy to honor that debt and acknowledged that there is a need to cut response
back on expenses on an annual basis.
City Manager Cole responded that Administrative costs have been ongoing and need to be City Mgr
addressed but requested that the item be approved and that the costs will be closely response
monitored.
City Attorney Deitsch advised Council to view the difference between short term and long City Attny
term loans, and stated that this loan will be repaid within a year; that the creation of debt response
by the Redevelopment Law is a good thing because the debt enables the Redevelopment
Agency to be able to collect property tax increment, which otherwise would go to other
taxing entities. Further, that under the Community Redevelopment Law, and AB1290, the
Agency will not be allowed to incur indebmess following the year 2004.
Councilmembers/Directors requested that they be made aware of any action that would
extend the one year time limit. Cncl request

REQUESTING A LOAN FROM THE CITY OF AZUSA FOR PURPOSES OF THE
MERGED REDEVELOPMENT PROJECT AREA.
Moved by Director Beebe, seconded by Director Hardison to waive further reading and
adopt. Resolution passed and adopted by the following vote of the Agency:

of May 26 1h, June 2nd, June 100, June 16, and June lTh, were approved as written.
B. A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF AZUSA Res. 98-1146
REDEVELOPMENT AGENCY MAKING A FINDING THAT THE PLANNING Ping & Admin
AND ADMINISTRATIVE EXPENSES TO BE FUNDED FROM THE LOW AND costs/low to mod
MODERATE INCOME HOUSING FUND ARE NECESSARY FOR THE income funds
PRODUCTION, IMPROVEMENT OR PRESERVATION OF THE COMMUNITY'S
SUPPLY OF LOW AND MODERATE INCOME HOUSING.
C. The Agency Treasurer's Report as of May 30, 1998 was received and filed. Treas Rpt
D. The Redevelopment Agency Blanket Purchase Orders were approved and formal Blanket P.O.'s
bidding procedures were waived. Approved
E. Two separate Resolutions authorizing claims and demands was adopted and entitled:
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. Nos. 98-R47
AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF & 48, Warrants
REDEVELOPMENT AGENCY FUNDS.
It was consensus of the Board members to recess to the end of the meeting.

It was consensus of Councilmembers/Boardmembers to adjourn to Saturday, July 11, 1998, Adjourn to 7/11
at 9:00 a.m., in the Azusa Senior Center in order to conduct a workshop jointly with the Sr Cntr Rosdale
Planning Commission regarding the Rosedale Project. Project
Further, the meeting was adjourned in memory of Reverend Lewis Waddoups, and Rosie In memory &
Padilla and to keep in prayers, Rosie Ceniceros, Marianne Harville, and Lupe Rosales. prayer
