MINUTES OF THE REDEVELOPMENT AGENCY
REGULAR MEETING
MONDAY, AUGUST 3, 1998 -11:13 P.M.
The Redevelopment Agency of the City of Azusa met in regular session at the above date
and time in the Civic Auditorium.
Chairman Madrid called the meeting to order. Call to Order

General Counsel Carvalho, Interim Executive Director Cole, City Department Heads,
Secretary Solis, Deputy Secretary Toscano.
THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY CONVENED Cncl/CRA jointly
JOINTLY TO DISCUSS THE FOLLOWING:
Community Development Director Bruckner addressed item regarding the Exclusive Right Com Dev Dir
to Negotiate Agreement proposals for the Talley Building, detailing proposal from Mr. comments
McElhaney, for telemarketing and communications equipment sales with 24 employees, and Exc Neg Agmt
an anticipated loan from the agency for $200,000. Further, he is proposing to rehabilitate Talley Building
the building and do seismic retrofitting. Mr. McElhaney has put up a good faith deposit.
The second proposal is from Mr. Naccachian of the BalzacCaf6 and his proposal is to
develop living quarters upstairs for himself and a restaurant downstairs. He anticipated the
restaurant will employ about 20 employees in about three years, sales tax generation from
the food sales, and anticipates an Agency loan for about $170,000. He detailed the time
frame. He advised that after a review of the two proposals, it is recommended that Mr.
McElhaney's proposal accepted.
Mr. McElhaney addressed Council responding to questions posed by Councilmembers, Mr. McElhaney
detailed his business and amenities and how he will give people a reason to come and shop comments
downtown. He also offered suggestions on how to deal with the downtown area.
Ms. Peggy Martinez, representing Paul Naccachian, of the Balzac Cafd, detailed the P. Martinez
proposal Mr. Naccachian is presenting, addressing concerns to provide Azusa what is rep. Balzac Caf6
lacking, retail front, business friendly, a restaurant where people can meet. She described
Mr. Naccachian's vision of downtown to include Art Gallery/Antique Mall.
Director Beebe offered a Resolution entitled:
A RESOLUTION OF THE AZUSA REDEVELOPMENT AGENCY BOARD OF
DIRECTORS APPROVING AN EXCLUSIVE RIGHT TO NEGOTIATE AGREEMENT
BETWEEN THE AGENCY AND MR. AND MRS. MCELHANEY (DBA GROUP
CENTREX COMMUNICATIONS), FOR CERTAIN PROPERTY LOCATED AT 619-
621 NORTH AZUSA AVENUE, AZUSA.
Moved by Director Beebe, seconded by Director Rocha to waive further reading and adopt.
Resolution passed and adopted by the following vote of the Agency:

The CONSENT CALENDAR consisting of items VI -A, through VI -C was approved by Consent Cal
motion of Director Beebe, seconded by Director Rocha and unanimously carried. Approved
A. The Minutes of the regular meeting of July 20, 1998, and the regular Min approved
adjourned meetings of June 30'" and July 11`h, were approved as written.
B. The Agency Treasurer's Report as of June 30, 1998, was received and filed. Treas Rpt
C. Resolution authorizing claims and demands was adopted and entitled:
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY Res. No. 98-R52
OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE Warrants
PAID OUT OF REDEVELOPMENT AGENCY FUNDS.
It was consensus of the Board members to adjourn.
