HomeMy WebLinkAboutMinutes - September 3, 2002 - RACITY OF AZUSA MINUTES OF THE REDEVELOPMENT AGENCY REGULAR MEETING TUESDAY, SEPTEMBER 3, 2002 — 9:45 P.M. The Board of Directors of the Redevelopment Agency of the City of Azusa met in regular session at the above date. Chairperson Madrid called the meeting to order. ROLL CALL PRESENT: DIRECTORS: HARDISON, STANFORD, ROCHA, MADRID ABSENT: DIRECTORS: CHAGNON ALSO PRESENT: General Counsel Carvalho, Executive Director Cole, City Department Heads, Deputy Secretary Toscano. Call to Order Roll Call Also Present THE CITY COUNCIL CONVENED JOINTLY WITH THE REDEVELOPMENT AGENCY Cncl/CRA AT 9:09 P.M., TO CONDUCT THE FOLLOWING JOINT PUBLIC HEARING: Convene jntly CONTINUED JOINT PUBLIC HEARING - on a proposed Disposition and Development Joint Pub Agreement with SY Development Corporation. Hrg Sy Dev Economic Development/Redevelopment Director Andrews addressed the Hearing J. Andrews stating that the DDA if for the rehabilitation and reconstruction of the Talley building, a Comments landmark structure in the downtown district located at 619-621 N. Azusa Avenue. He stressed its location and its importance to the revitalization of the downtown area. Assistant Economic Development/Redevelopment Director Amador addressed the J Amador Hearing responding to questions posed by Councilmembers regarding the developer Comments and recently completed projects. He noted that he would speaking on deal points and project economics and continued to answer questions posed by Council. He stated that the economics for the project J. Amador are based on a conceptual plans, which includes evaluation drawings and Floor plans, Con't and a probable construction budget. Mayor Madrid and Mayor Pro -Tem Hardison expressed concern regarding the Council developer and historical commission not being in attendance at the meeting and/or Concerns able to review it the staff report information. Councilmember Rocha asked questions regarding the DDA and the environmental Rocha review period with regard to the developer terminating the agreement. Comment Mr. Amador responded stating that this is standard language. He then presented J. Amador conceptual plan and numbers stating that it will be $1,484,000 development cost Comments which doesn't Include the cost of the property. He stated that the project will general $ 110,000 in rent annually and with an 11% return has been negotiated. Discussion was held between Councilmembers and staff regarding the Items in the Discussion DDA such as "lump sum payment" bricks, breezeway, square footage, outside dinning, elevator, promissory note, project construction, etc. Economic Development/Redevament Director Andrews addressed • Hearing CRA Dir stating that to address some of the issues posed, staff could bring back a mechanism Comments for managing the construction, confirming costs and expenses of the developer, etc. Moved by Mayor Madrid, seconded by Councilmember Hardison and unanimously Jnt Pub Hrg carried to continued the Joint Public Hearing to the Council meeting of September 16, Cont to 9/16 2002, In order for staff to respond to Council concerns and so that the Cultural and Historical Preservation Commission can review the issue. THE CITY COUNCIL RECESSED AND THE REDEVELOPMENT AGENCY CONVENED AT Cncl recess 9:45 P.M. CRA convened Cncl reconvened The CONSENT CALENDAR consisting of Items VII -A through VII -C, were approved by Consent Cal. motion of Director Stanford, seconded by Director Rocha and unanimously* carried. Chairperson Madrid abstaining from item A. A. Minutes of the regular meeting of August 16, 2002, were approved as written. Min approved B. The Agency Treasurer's Report as of July 2002, was received and filed. Treas Rpt C. The following Resolutions were adopted and entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA Resos. 02-23 & ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF 02-24. Warrants REDEVELOPMENT AGENCY FUNDS. It was consensus of the Redevelopment Agency Boardmembers to adjourn. TIME OF ADJOURNMENT: 9:47 P.M. NEXT RESOLUTION NO. 02-R25.
