RESOLUTION NO. 3610
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA RELATING TO THE PROMOTION OF GOOD BUSINESS
CLIMATE IN THE CITY OF AZUSA.
The City Council of the City of Azusa does resolve as
WHEREAS, good business climate is hereby defined as follows:
1. Fair and equitable treatment in general legislation and
administrative regulation for all segments of Azusa's economy.
2. A framework of government the support of which adds no
greater cost to doing business than the cost of government imposed by
other cities of similar industrialization and favorable climate.
3. Equitable tax policies and restriction of the cost of
government to reasonable levels.
4. Fair treatment for all in legislation and administration
of labor-management relations affairs.
5. Fostering, in the public interest, an economic atmosphere
which will enable Azusa business and industry to compete..fbr- out-of-town
markets, remembering that wide marketing of Azusa products brings wealth
into the City thereby raising the standard of living of all our people; and
WHEREAS, during the last 10 years, under its prevailing favor-
able business climate, Azusa has attracted new manufacturing plants and
expansions, with a capital investment of close to twenty million dollars
($20,000,000); and
WHEREAS, for reasons hereinafter set forth, it will be
critically important for Azusa to continue to maintain and improve its
business climate; and
WHEREAS, basic industry is the prime movers of the rest of
the business economy; and
WHEREAS, healthy industry broadens the tax base, thereby
providing much-needed revenues for community facilities and government
services for all our people; and
WHEREAS, in this era of rapid industrial expansion and reloca-
tion throughout the United States, industries, selecting locations, are
vitally concerned about the relative business climate among the cities; and
WHEREAS, a favorable business climate attracts needed industrial
pay rolls; attitudes which build an unfavorable business climate could
tend to deter the coming to Azusa of manufacturing plants which, in the
relocation process, are free to seek the most favorable locations to them-
selves elsewhere in the West for serving western markets; and
WHEREAS, preservation of our good business climate is in the
public interest in Azusa;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Azusa, that the Council henceforth shall examine all proposed ordinances
relating to business, industry, and agriculture in terms of its effect
upon the business climate of the City of Azusa, and shall determine whether
such ordinances may have any future discriminating or deterring effect
upon the investment of capital and the creation of needed payrolls in

Azusa; and
BE IT FURTHER RESOLVED, that the members of the City Council
hereby request the City Treasurer, City Clerk, and Administrative Officer,
and the head of each department, and the chairmen of various commissions
and boards appointed by the City Council to examine their own discretionary
actions and orders in any way relating to business, industry, and
agriculture in terms of the effect of such governmental action upon the
business climate in Azusa; and
1y BE IT FURTHER RESOLVED, that the City Clerk and Administrative
Officer{arelhereby directed to transmit suitable copies of this resolution
to the City Treasurer and to each department head and chairmen of
commissions and boards in the Government of the City of Azusa.
