A RESOLUTION OF THE CITY COUNCIL OF THE CITY
AZUSA APPROVING POLICY RELATING TO RENTAL OF
RECREATION FACILITIES AND ESTABLISHING FEES

The City Council of the City of Azusa does resolve as follows:
SECTION 1. That certain "Policy relating to Rental of
Facilities" issued by the Azusa Park"and Recreation Commission, a copy
of which is attached hereto and by this reference made a part hereof,
is hereby approved and adopted as the Policy of the City of Azusa cover-
ing the subject matter therein set forth, and the fees and charges therein
contained are hereby fixed and established as the fees and charges to be
imposed for the use of the facilities therein referred to.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution.

POLICY
AZUSA PARK AND RECREATION COMMISSION
Policy relating to Rental of Facilities
This policy becomes effective on January 1, 1959 and cancels and supersedes
all existing policies and procedures governing the use of city -owned recreation
building facilities.
I USE
A. It is the intent of this policy to encourage the use of recreation
facilities by groups within the City of Azusa.
B. The Director of Recreation shall be responsible for reviewing all
applications for use of facilities, determining priority of use, and
fees to be charged for such use, subject to review by the Commission.
II APPLICATION FOR USE
A. All groups will make application for use on the form provided by
the Azusa Recreation Department. The application shall be com-
pleted in duplicate and after approval or disapproval one copy will
be returned to the group making application, making them aware
of action taken and fees to be charged. The other copy of the ap-
plication will be retained in the Recreation Department Files.
B. The following priority list shall prevail for use of the building
facilities and shall serve as criteria for action by the Recreation
Director when reviewing applications:
1. Programs sponsored by Azusa Recreation Department.
2. School connected activities.
3. Public Groups - those groups which are open to the
public at large.
4. Private Groups - includes all groups not covered by
above 3 categories.
NOTE: Categories 1 & 2 - Not subject to fees.
Category 3 - Not subject to fees except outside
normal hours of operation (Column "B" below).
Category 4 - Subject to fee schedule.
III FEES
A. The following fee schedule shall prevail for use of building facilities:

NOTE: Rates under Column "A" prevail during normal hours
of operation.
Rates under Column "B" prevail outside normal hours
of operation, thus requiring additional personnel,
Rates under Column "C" are flat rates that will be
paid in addition to hourly rates by groups that are
non-residents of the City of Azusa. Groups will
be classified as non-residents if the group spon-
sorship is outside the Azusa City limits.

B. All fees should be paid at the Recreation Department Office not
later than 3 days prior to the scheduled date of use.
C. Fees will not be refunded if the Recreation Department is not
notified of cancellation at least 24 hours before scheduled date
of use.
IV CANCELLATION
A. Use of a facility may be cancelled by a notice of not less than 30
days if the facility is needed for activities of the Recreation
Department.
V GENERAL RULES AND REGULATIONS
A. No facility may be scheduled for a period longer than six months.
A new application must be submitted at the end of each six month
period.
B. No facility may be used for the commission of any act to further
any program or movement, the purpose of which is to accomp-
lish the overthrow of the government of the United States by force,
violence or other unlawful means.
C. Only dances sponsored by the Recreation Department shall be
held at the Recreation Center.
D. Sunday and Holiday use of the building facilities shall be prohibited
unless special permission is granted by the Commission.
E. Applications for usage which involves the possibility of damage
to City property may be denied. In any event, the person or
persons signing the application shall be liable for damages re-
sulting from such use.
F. Any changing of stage equipment or furniture, of the building or
room, is not permitted except with the permission or super-
vision of the assigned person in charge.
G. No intoxicants or narcotics shall be permitted in the premises;
neither shall profane language, gambling, quarreling or fight-
ing be permitted.
H. If the use of the kitchen equipment or dishes is involved, the
kitchen and equipment must be left clean and ready for use the
next day.
I. Regularly scheduled groups who fail to notify the Recreation
Office of cancellations shall, after three consecutive times,
automatically be taken off the calendar. For reinstatement,
a new application must be submitted for approval.
J. All functions shall be expected to close not later than 10;00 p.m..
Allowance may be made in special circumstances.
