HomeMy WebLinkAboutResolution No. 3964RESOLUTION NO. 3964 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ENDORSING A CONFERENCE BETWEEN THE COUNTY AND CITIES CONCERNING REFUSE COLLECTION AND DISPOSAL. The City Council of the City of Azusa does resolve as follows: WHEREAS, the Los Angeles County Board of Supervisors has invited Mayors and members of City Councils to meet with it November 23 to consider consolidated collection and disposal of refuse and a county ordinance effective January 1, 1960, to require scales at all waste disposal facilities open to the public where a charge is made; and WHEREAS, the County's action in its supervision of the Air Pollution Control District eliminated back yard incinerators and open burning, and necessitated a comprehensive program by all cities, at substantial cost, for collection and disposal of combustible refuse; and WHEREAS, the County of Los Angeles committed itself at the time of institution of the ban to provide dump sites available to the cities; and WHEREAS#, the 66 cities in Los Angeles County account for 82 percent of the population and assessed valuation of the County; and WHEREAS, these cities are now handling refuse collection and disposal under their home rule rights, some by municipal service and some by private contract, or combinations thereof; and WHEREAS, some cities choose to provide back yard collection and others prefer curb collection; some cities elect to pay for the service out of the general fund and others choose to levy special charges; some cities desire to combine combustibles and non -com- bustibles and others want to segregate these materials, and otherwise tailor the service to the demands and pocketbooks of their citizens; and WHEREAS, members of the Board of Supervisors, composed as it is of three former Mayors and two former Councilmen, have publicly recognized the complete legal and practical right of the cities to control their own refuse collection and disposal and other matters of local concern; and WHEREAS, along with these differences in local collection and financing procedures there is recognition by the cities that disposal especially is an area -wide problem; and WHEREAS, the Los Angeles County Sanitation District re- present the type of area -wide, metropolitan government agency that has a governing board representing both cities and county, is now in the field of refuse disposal, and has demonstrated a competency of management, engineering and public relations over many years: THEREFORE, BE IT RESOLVED: 1. That the City Council of the City of Azusa heartily endorses a conference between the Mayors and Councilmen and the Super- visors on this subject, and accepts the invitation to meet with the Supervisors on November 23; -1- 2. That full consideration be given to the fact that the County Sanitation Districts are now operating two disposal sites, have proceedings underway for two more, and are negotiating for a fifth site, and that the Districts' governing board has direct representation for cities; 3. That participation by any city in consolidated or coordinated disposal or collection of refuse be entirely permissive, and not mandatory, as to that city; 4. That the City of Azusa thank the Supervisors for initiating this proposal, and for their recognition of the home rule rights of cities; 5. That certified copies of this resolution be sent to the County and the Sanitation Districts for their information. 6. That the City Clerk certify to the adoption of this resolution. Adopted and approved this 16th day of November , 1959.
